CONSENT AGENDA A. Minutes 1. December 12, 2018 City Council Regular Meeting Minutes  Motion to approve the meeting minutes by Councilor Sarvela, seconded by Councilor Lower. Vote: Sarvela, Jutnuen, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – December 2018 and January 2019 2. City Financial Statements – December 2018 3. Liquor Store - Profit & Loss Statement – December 2018  Motion to approve the financial reports by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report December 10, 2018 – January 7, 2019  Chief Bogenholm explained 2018 had over 2000 calls, 40 felony cases. He also mentioned that the number of drug cases decreased in 2018 from past years due to the hard work of the Officers.  Chief Bogenholm expressed the enormous success of the Shop with a Cop event. B. Public Works Superintendent Report  Superintendent Entner reported the water department distributed 3.1 million gallons of water.  Superintendent Entner reported the sewer department collected 11 million gallons of waste water completed the December discharge, and calibrated the flow meters.  Superintendent Entner explained the street department cleared snow and salted ice on roads.  Superintendent Entner also explained work at shop is moving along. The electrical has started and heat is set to be installed this week.  Superintendent Entner asked the council if they would be interested in charging a fee to salt and sand businesses that request it.  C. Technology / Library Report No updates. D. City Engineer  Administrator Peterson reported that the capital improvement list continues to be worked on. In the coming month SHE will be working on the grading of the roads based on the condition of water and sewer. E. Chamber of Commerce Updates.  Lois Johnson explained the Annual Dinner is set to be held on January 12, 2019 at the Depot.  Lois Johnson also mentions the Ice Bochee event will be held February 9, 2019 at the park. 5. PREVIOUSLY DISCUSSED BUSINESS A. 2018 Flood  Administrator Peterson explained that all flood related products will be on hold until the spring. B. Historical Society Financial Statements and Proof of Insurance  Administrator Peterson presented the Financial Statements and Proof of Insurance for the Historical Society. C. Arrowhead Transit Rider Information  Administrator Peterson presented the Arrowhead Transit Rider Information for 2018. D. Detective Appointment  Administrator Peterson explained that Chief Bogenholm appointed James Jungers as Detective. 6. NEW BUSINESS A. Moose Lake Power Request for Electric Fast Charger Location  Administrator Peterson explained that Moose Lake Power and Light is requesting opinions on placing an electric fast charger in the parking lot of the Municipal Liquor Store by the City Council. B. Liquor Store Part-Time Employees  Administrator Peterson requested to allow Elaine Hennager to hire part-time fill-in employees until the Liquor Store Manager position is filled.  Councilor Sarvela expressed that he feels it is the right move to ensure operations run smoothly during the interim.  Councilor Juntunen requested that this be viewed as emergency hires in case the person that is hired as Liquor Store Manager has difference in opinion on hiring practices. C. Safe Routes to School Application  Administrator Peterson reported that the Safe Routes to School Application has been submitted for $300,000.00. Results should be published by the end of February. D. Primary and Special Election  Administrator Peterson explained that we will be required to have a primary on January 22, 2019 and a special election that will be held February 5, 2019. E. Chamber of Commerce Ice Bocce Request  Administrator Peterson requested on behalf of Chamber Chair Tia Grutkoski to have Superintendent Entner plow lanes for their Ice Boccee event.  Motion to donate up to $200.00 for plowing lanes for Ice Boccee event by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. F. Chamber of Commerce 2019 Event Sponsorship Request   Motion to donate $800.00 for the 2019 event with the understanding that the City will pay the garbage bill for July 4th and Agate Days 2019 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. G. Moose Lake Post Prom  Motion to donate $300.00 to Moose Lake Post Prom by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. H. Knollwood Feasibility Report – February 2019  Administrator Peterson explained that he will send the feasibility report to the Councilors tomorrow to ensure everyone has time to read it by February’s meeting. Matt Bolf will attend February’s meeting to present the different options the City has. I. Standards for Small Cell Wireless Facilities – Policy  Motion to adopt the Policy for the Small Cell Wireless Facilities by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. J. Liquor Store Employee Resignation – Marie Webber  Motion to accept Marie Webber’s resignation by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. K. Publishing City Budget  Councilor Lower requested the city budget be published in the city newspaper. L. Public Sidewalk Snow Removal  Councilor Lower asked if the City could enforce the snow removal policy more frequently. M. Vehicle Removal on Public Street for Snow Plowing  Councilor Lower would like to see more communication to our residents about moving their vehicles. N. Gambling Permit  Motion to approve the Sturgeon Lake Lions Club Gambling Permit for February 9, 2019 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. O. Police Department Color Printer  Motion to approve the purchase of a color printer by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. 7.
