No – 0. 2. CONSENT AGENDA A. Minutes 1. February 13, 2018 City Council Regular Meeting Minutes  Motion to approve the minutes by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – March 2019 2. City Financial Statements – February 2019 3. Liquor Store - Profit & Loss Statement – February 2019  Motion to accept the financial reports by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report February 10, 2019 – March 7, 2019  Chief Bogenholm explained that the suspect from the incident at MSOP last month was sentenced to 20 years in prison.  Chief Bogenholm reported the Police Department hosted TRIAD, where Officer Jungers did an ALICE presentation that was very well received.  Chief Bogenholm was asked to talk on WKLK about the Police Department on a regular basis. B. Public Works Superintendent Report  Superintendent Entner mentioned the water department pumped 3.9 million gallons of drinking water. The heater was replaced in the well house.  Superintendent Entner mentioned the sewer department collected 9.3 million gallons of waste water. He also mentioned that a spring discharge is planned for April.   Superintendent Entner explained the frozen water and sewer policy. He mentioned he is willing to discuss the policy with anyone that has any questions or concerns regarding the policy.  Superintendent Entner reported the street department has been steaming catch basins in preparation for the forcasted rain.  Superintendent Entner reported he attended the Minnesota Rural Water Conference, where he learned many tips and tricks and met many new suppliers and vendors. C. Technology / Library Report  Administrator Peterson reported that the new library director, Shelby Lonne-Rogentine started last week and all is going well. She will be attending a couple of trainings in the next couple of weeks. D. City Engineer  Administrator Peterson explained the capital improvement project will be completed at the end of March. It will be sent out to the Council as soon as we receive it so there is ample time to review it before the April City Council Meeting.  Administrator Peterson mentioned that the assessment policy is in the works. During the next month we will be reviewing different examples and creating a draft to bring to the council meeting. E. Chamber of Commerce Updates.  Lois Johnson explained that the Area Leaders Meeting was held in Sturgeon Lake. Many people attended and some ideas and problems were voiced by multiple communities.  Lois Johnson also mentioned that the business expo is set to be held on May 18 at Riverside Arena. 5. PREVIOUSLY DISCUSSED BUSINESS A. 2018 Flood  Administrator Peterson explained that the City is waiting for payment on class 5 and the catch basin work will begin in two months. B. Safe Routes to School Application  Administrator Peterson mentioned that the City of Moose Lake was awarded $300,000.00 for the trail project, which is in addition to the $610,000.00 from MNDOT, bringing the total grants to $910,000.00 for this project.. C. Local Board of Appeals and Equalization – April 4, 2019  Administrator Peterson explained that the Local Board of Appeals and Equalization meeting will be held at 10:00 on April 4, 2019. 6. NEW BUSINESS A. Moose Lake School Presentation  Superintendent Bob Indihar presented information regarding the bond that will be voted on by the community on May 14, 2019. If approved, the work would be starting summer 2019 and completed summer 2020. B. Mercy Hospital, Jon Lund, Presentation  John Lund presented the 2018 Annual Report. Mr. Lund explained the many awards and updates that Mercy has received in 2018.  Administrator Peterson requested that the Mercy Hospital Board take a look and see if the levy is necessary. An additional request is that a PILOT payment be considered for our city services. C. 2019 WWTF Capacity  Administrator Peterson explained the Waste Water Treatment Facility that was provided by SHE. This information included the number of additional households and percentage of capacity available.  Administrator Peterson offered a few solutions to lower capacity. D. Wells 1 & 2 Rehab / Replacement Engineering Service Estimate  Motion to accept the estimate of $39,800.00 from SEH for engineering services in connection with the wells rehabilitation and/or replacement by Councilor Juntunen, seconded by Councilor Sarvela. E. First National Bank 100th Anniversary   Administrator Peterson presented a letter from First National Bank regarding some ideas on improving community assets. They have decided to upgrade the pavilion as well as build picnic tables for the park area. F. Resolution 19-03-01 – MN DNR Trail Grant  Motion to approve Resolution 19-03-01 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. G. 2018 Audit  Administrator Peterson explained that our audit is scheduled to begin March 25. H. MCFOA Annual Conference  Administrator Peterson mentioned that he will be attending the MCFOA Annual Conference on March 19- March 22. I. Stray Dogs and Cats Discussion  Administrator Peterson explained that communities that were affected by the closing of Friends of Animals have decided to provide spay, neuter, and microchip services to their residents, however recommended that the City of Moose Lake not offer those services at the present time as it is not an ongoing problem. J. Bill Carlson Email and Letter  Mayor Shaw explained that the intent of the PEG fees collected by the City of Moose Lake was for the use of the public access channels. Mayor Shaw also explained that these funds are not currently being used properly. He asked that the Council not take action on this agenda item at the present time, but take time to review Ordinance 111B and try to come up with solutions to this problem. K. Liquor Store Manager Position  Administrator Peterson explained that at the last meeting, the council approved the hiring of Kevin Coil for Liquor Store Manager, however he has resigned from the position. He recommended the hiring of Elaine Hennager to fill the position.  Motion to approve Elaine Hennager as Liquor Store Manager by Councilor Lower, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0.  Administrator Peterson explained that with this hire, we now need to fill an additional full-time bartender position.  Motion to post internally for seven days a full-time bartender position by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. L. Frozen Water Lines  Craig Stevens requested that the City come up with a permanent solution to the ongoing frozen water problems the City has been experiencing.  Administrator Peterson explained that he gathered the list of properties that frequently has frozen water service lines, per Mr. Steven’s request.  Administrator Peterson explained that communication between homeowners who experience these types of problems and our Public Works Department has drastically increased over the last couple of years.  Councilor Juntunen explained that the City is in the process of completing a road CIP, and suggested that the homes that frequently have frozen water line issues be included in the ranking of the roads. Mr. Stevens stated he would very much appreciate that.  Administrator Peterson also presented a bill and letter from Tony Grimm requesting the City pay for his frozen water service lines that were repaired.  Motion to deny paying Tony Grimm’s bill by Councilor Juntunen, seconded by Councilor Sarvela.
