CONSENT AGENDA A. Minutes 1. March 13, 2019 City Council Regular Meeting Minutes  Motion to approve the minutes by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – April 2019 2. City Financial Statements – March 2019 3. Liquor Store - Profit & Loss Statement – March 2019  Councilor Juntunen mentioned the City of Moose Lake cut a check to Tony Grimm for a water main freeze that the council previous voted not in favor of. Due to the freeze occurring in the water main, it was the City’s responsibility.  Motion to approve the financial reports by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes- Sarvela, Juntunen, Lower, Huso. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes.  Cathy Scheetz from the Moose Lake Covenant Church requested approval for a 6k that the Church is trying to organize on June 15, 2019. She presented a map of a requested route.  Administrator Peterson explained that he would prefer the route be on the Munger Trail, in order to stay off the main roads. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report March 9 – April 8, 2019  Chief Bogenholm explained the police department conducted mandatory training on April 9. The County Attorney Lauri Ketola also made a visit to explain the expectations of the Police Department.  Chief Bogenholm announced Mugs and Hugs will be held May 25, 2019.  Chief Bogenholm explained Officer Madgzas will be attending the FDLTCC Job Fair on behalf of the Moose Lake Police Department.  Chief Bogenholm will be attending a Police Chief’s Conference on April 14, 2019. B. Public Works Superintendent Report   Superintendent Entner explained the water department distributed 3.4 million gallons of drinking water during the month of March. There was also a water break on Folz Boulevard. Hydrant flushing is scheduled for May 6, 2019.  Superintendent Entner explained the sewer department collected 14.5 million gallons of wastewater. The sewer department is preparing for a discharge in April. Lift station calibrations were complete in the beginning of April.  Superintendent Entner explained the frozen water and sewer line policy.  The street department has begun filling potholes. The streets are schedule to be swept at the end of April.  Superintendent Entner requested to switch the testing laboratories for wastewater and drinking water from Pace Analytical to RMB Environmental. He expressed interest in keeping our account open with Pace Analytical in case of emergency situations.  Motion to switch testing to RMB Environmental Laboratories by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.  Consensus to keep the Pace Analytical account open for any emergencies that come up throughout the year. C. Technology / Library Report  Rory Butkiewicz explained that he is working with AVI to get a quote on updating our technology equipment. When that quote is received, there will be a plan created and presented to the Council on how to get our equipment updated in a timely fashion. D. City Engineer  Administrator Peterson explained that the City of Moose Lake submitted a grant to the DNR for around $150,000.00 for the Trunk Highway 73 walking trail. E. Chamber of Commerce Updates.  Lois Johnson explained that Chamber events are beginning to pick up as the summer is approaching.  Lois also reminded the Council of the Business Expo on May 18, 2019. Tables are still available, so contact the Chamber office if interested in participating.  Mayor Shaw mentioned that Dusty Wilson resigned his position with the Moose Lake Area Chamber and they will be looking for a replacement. 5. PREVIOUSLY DISCUSSED BUSINESS A. 2018 Flood Administrator Peterson explained that the Class 5 money was received. 6. NEW BUSINESS A. Resolution 19-04-01 – Carlton County Road Project  JinYeene Neumann explained in order to finish striping on County Road 10, a resolution must be passed.  Motion to approve Resolution 19-04-01 by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Moose Lake Brewery Concerts  Administator Peterson explained Moose Lake Brewing is interested in putting on a concert series at the arena in partnership with a talent company. Part of the agreement with the talent company is that the alcohol is sold by the talent company. The first event is scheduled to be held May 4, 2019.  Motion to approve Moose Lake Brewery Concert series for up to 4 concerts by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. C. 2019 Street and Utility Capital Improvement Plan  Assistant City Engineer Tyler Yngsdal explained how the streets were ranked, using three different main criteria: street condition, sewer main condition, and water main condition. D. Water Tank Evaluation  Administrator Peterson explained that the engineers found some issues with the interior of the water tower. He explained that he would like to wait on doing anything with the water tower until we decide on what direction we would like to go with the wells. E. Mowing at Cemeteries   Administrator Peterson explained that Mark Faber is not interested in mowing at the cemetery, but would like to continue to being the sexton of the cemetery.  Administrator Peterson explained that he would like to add an additional part time staff to Phil’s crew to mow the cemeteries. F. Catch Basin Repair Quotes (2018 Flood)  Motion to accept the bid by Gobel Excavating by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. G. Lift Station Cleaning Quotes  Motion to accept Great Lakes Pipe by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. H. Ferric Chloride Quotes  Motion to accept Hawkins quote by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower, Huso. No – 0. I. Sharon Guillard Resignation (DMV)  Motion to accept Sharon Guillard resignation by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.  Administrator Peterson explained that Linda Eckert would not be returning as a part time gardener. J. Liquor Store Position  Administrator Peterson presented Mari Vos’s letter of interest for a full-time liquor store clerk.  Motion to approve Mari Vos as full-time liquor store clerk by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. K. Arbor Day Proclamation  Motion to declare Arbor Day on April 26, 2019 by Councilor Huso, seconded by Councilor Juntunen. Liquor Store LED Lights Quotes  Motion to approve Region Air Light & Heating pending approval from Moose Lake Water and Light on paying for the Lamps by Councilor Juntunen, seconded by Councilor Huso. Park Pavilion Roof Replacement Quotes  Motion to accept Beaver Roofing’s metal roof of $8,865 quote by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. N. MLWSSD Meeting a. Point of Sale Ordinance b. More Immediate Fix  Administrator Peterson explained MLWSSD requested that we jump on board with televising all the homes on Knollwood to reduce I&I. They are requesting that we pass an ordinance that requires residents to repair their sewer lines within six months if they find an issue while televising the lines. Another option is to require televising lines before the sale of a home.  Consensus given to move forward with a Point of Sale Ordinance. O. Move Next Council Meeting – May 16 a. 2018 Audit Presentation  Motion to approve moving the City Council Meeting to May 16, 2019 at 4:00 by Councilor Juntunen, seconded by Councilor Sarvela.
