CONSENT AGENDA A. Minutes 1. April 10, 2019 City Council Regular Meeting Minutes  Motion to approve the minutes as written by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Huso, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – May 2019 2. City Financial Statements – April 2019 3. Liquor Store - Profit & Loss Statement – April 2019  Motion to approve the financial reports as written by Councilor Sarvela, seconded by Councilor Huso. Vote: Yes – Sarvela, Huso, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes.  Cali Prescott with AmeriCorps came to ask the Council if they know of any other areas that are in need of their services. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report April 1 – April 30, 2019  Chief Bogenholm explained that all of the mandated training was complete for all officers.  Chief Bogenholm informed the Council Mugs is schedules for Saturday May 25.  Chief Bogenholm presented information regarding FirstNet, which is a service that gives first responders first priority on cell towers. The cost is $40.00 her month.  Motion to opt in to First Net by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Huso, Lower. No – 0.  Chief Bogenholm explained that he submitted a grant request through Enbridge to purchase a new radio. His plan is to submit a grant each year. B. Public Works Superintendent Report  Superintendent Entner explained the water department distributed 4.1 million gallons of drinking water and completed hydrant flushing.   Superintendent Entner explained that the sewer department collected 21.9 million gallons of waste water. The April discharge was also complete as well as the calibration. The MPCA conducted a surprise inspection.  Superintendent Entner explained the street department completed street sweeping and pothole filling.  Superintendent Entner informed the council Mark Lang is doing a great job at the cemeteries. C. Technology / Library Report  Rory Butkiewicz presented a quote from Downtown Computers to purchase additional hard drives for the technology department.  Motion to approve the quote of $2,478.95 by Downtown Computer by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Huso, Lower. No – 0. D. City Engineer  Administrator Peterson explained the CIP project is complete, however he would like to present the assessment policy and the CIP project findings at the same time. A public hearing will be scheduled July 10, 2019.  Administrator Peterson explained that the public works department will be doing testing of the water lines and to please call the public works department if residents experience anything odd with their water. E. Chamber of Commerce Updates.  Lois Johnson announced the new Executive Director as Allison Jones. She will be beginning at the end of August.  Lois Johnson also mentioned the summer activities are starting to be planned. 5. PREVIOUSLY DISCUSSED BUSINESS A. 2018 Flood  Administrator Peterson explained that the catch basin replacement will begin May 21, 2019. B. Moose Lake Brewery Concerts C. Park Pavilion Roof Replacement  Administrator Peterson reported that the pavilion roof has been replaced. He also mentioned all of the improvements that First National Bank donated including picnic tables, additional lighting in the pavilion, as well as painting of the park equipment. 6. NEW BUSINESS A. 2018 Audit Presentation  Doug Host presented the City of Moose Lake’s 2018 audit. B. Easement Request Coming off Sunset Cemetery Entrance  Mike Buetow requested use of the Sunset Cemetery Entrance for a gravel pit entrance. C. Angela Entner Hiring Approval (DMV)  Administrator Peterson explained interviews were held and the committee recommends hiring Angela Entner.  Motion to hire Angela Entner as the part-time DMV clerk by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Huso, Lower. No – 0. D. Jake Cristopherson and Ben Karon Hiring Approval (Part Time Police Officers)  Motion to hire Jake Cristopherson and Ben Karon by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Huso, Lower. No – 0. E. Annual Bridge Inspection  Administrator Peterson presented the bridge inspection report provided by Carlton County. F. Ragnar Relay Route Approval  Administrator Peterson presented a requested route for a Ragnar race on the Munger Trail. G. T35 Aqua Terra Quote  Superintendent Entner explained that T35 Aqua Terra is an MPCA approved weed killer.  Motion to accept the bid of T35 Aqua Terra by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Huso, Lower. No – 0.  H. Dump Trailer Quotes  Motion to approve the Hinckley Trailer and Culvert Sales trailer by Councilor Sarvela, seconded by Councilor Huso. Vote: Yes – Sarvela, Huso, Lower. No – 0. I. Cyclone Rake Quote  Motion to approve the Cyclone Rake by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Huso, Lower. No – 0. J. Police Chief Contract  Motion to accept the employment contract for Chief Bogenholm as written by Councilor Huso, seconded by Sarvela. Vote: Yes – Sarvela, Huso, Lower. No – 0. K.
