REGULAR MEETING MINUTES MOOSE LAKE CITY COUNCIL Wednesday, June 12, 2019, 4:00 pm; City Hall PRESENT: Councilor Greg Sarvela, Councilor Doug Juntunen, Councilor Walter Lower OTHERS PRESENT: City Administrator Tim Peterson, Deputy Clerk/Finance Director Katie Bloom, Public Works Superintendent Phil Entner, Police Chief Bryce Bogenholm, Library Director Shelby Lonne-Rogentine Tia Grutkoski, Lois Johnson 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda  Motion to approve the agenda as written by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. 2. CONSENT AGENDA A. Minutes 1. May 16, 2019 City Council Regular Meeting Minutes B. Financial Reports 1. City Accounts Payable – June 2019 2. City Financial Statements – May 2019 3. Liquor Store - Profit & Loss Statement – May 2019  Motion to approve the consent agenda by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report May 1 – May 31, 2019  Administrator Peterson explained that the MS150 had to change the route for the bike race due to damage on the trail.  Chief Bogenholm explained two part-time police officers were hired. Benjamin Karon and Jacob Christopherson have both recently started training.  Chief Bogenholm explained that they performed search warrants connected with four burglaries in the area. The search warrants resulted in two arrests. B. Public Works Superintendent Report  Superintendent Entner reported the water department distributed 4.6 million gallons of drinking water. Public works staff also attended water trainings and meetings during the month. Entner also informed the council that well #1 is out of commission and will be repaired and reinstalled.  Superintendent Entner explained the sewer department collected 22 million gallons of waste water. He also mentioned the pond treatment was completed, and the June discharge is currently going on.  Superintendent Entner explained the street department did pot hole filling, finished up street sweeping, and continues working on the storm sewer replacement. C. Technology / Library Report  Administrator Peterson explained that CW continues work on extending fiber to the campground to give the office internet and get the campground phone on the same network as the city phones.  Administrator Peterson mentioned that CW is also going to plan to replace all non-compliant computers by January 1, 2020.  Library Director, Shelby Lonne-Rogentine, introduced herself to the council. D. City Engineer  Administrator Peterson explained that work continued on the Assessment Policy and the water model project. E. Chamber of Commerce Updates.  Tia Grutkoski explained the 4th of July planning is almost complete and a flyer will be distributed to local businesses and public bulletin boards. 5. PREVIOUSLY DISCUSSED BUSINESS A. 2018 Flood  Administrator Peterson explain the catch basins are currently being replaced and will be finished by June 21, 2019. 6. NEW BUSINESS A. DMV Reimbursement Grant  Adminsitrator Peterson explained that the State will be reimbursing the DMV a portion of the revenue and expenses that were lost due to MNLARS.  Motion to accept the DMV Reimbursment Grant by Councilor Juntunen, seconded by Council Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. B. Carlton Tax and Utility Rate Study  Administrator Peterson presented a comparison of water and sewer rates of Moose Lake to municipalities of similar size. C. Rocon Paving Estimate – Soo Line Bypass Trail  Administrator Peterson explained that this paving would be for damage on the bypass trail.  No Action Taken D. Rainbow Run Route  Administrator Peterson presented the requested route for the rainbow route. E. Resolution 19-06-01 – PERA Police and Fire Benjamin Karon  Motion to pass resolution 19-06-01 by Councilor Sarvela, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. F. Resolution 19-06-02 – PERA Police and Fire Jacob Christopherson  Motion to pass resolution 19-06-02 by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. G. Memorandum of Understanding – Administrative Group HCSP  Motion to approve the Memorandum of Understanding – Administrative Group HCSP by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. H. Notice of Public Hearing – Street and Utility Capital Improvement Plan  Administrator Peterson requested a Notice of Public Hearing during the July meeting.  Motion to schedule a Public Hearing regarding Street and Utility Capital Improvement Plan on July 10, 2019 at 4:15 p.m. by Councilor Lower, seconded by Councilor Sarvela. Vote: Yes - Sarvela, Juntunen, Lower. No – 0. I. 2019 Street and Utility Capital Improvement Plan  Administrator Peterson presented the most recent copy of the Capital Improvement Plan for review before the Public Hearing, scheduled for July 10, 2019. J. Notice of Public Hearing – Moose Lake Special Assessment Policy  Motion to schedule a Public Hearing for a Special Assessment Policy on July 10, 2019 at 4:45 p.m. by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. K. Moose Lake Special Assessment Policy  Administrator Peterson presented the most recent copy of the Assessment Police for review before the Public Hearing, scheduled for July 10, 2019. L. Nena Bergerson Resignation  Motion to approve the resignation by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. M. Chris Fransen Resignation  Motion to approve the resignation by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. N. Full Time Library Director – Library Board Recommendation  Administrator Peterson explained that the Library Board recommended that Library Director, Shelby Lonne- Rogentine absorb part of the work load of the two part-time staff that had recently resigned and be hired full-time as well as hire one additional part-time staff.  Motion to approve hiring Shelby-Lonne Rogentine full-time effective Friday, June 14 with a salary at her hourly rate multiplied by 2080 hours by Councilor Juntunen, seconded by Councilor Sarvela.
