REGULAR MEETING MINUTES MOOSE LAKE CITY COUNCIL Wednesday, July 10, 2019, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Walter Lower, Councilor Kris Huso, Councilor Doug Juntunen, Councilor Greg Sarvela. CONSENT AGENDA A. Minutes 1. June 12, 2019 City Council Regular Meeting Minutes  Motion to approve the meeting minutes as written by Councilor Sarvela, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – July 2019 2. City Financial Statements – June 2019 3. Liquor Store - Profit & Loss Statement – June 2019  Motion to approve the financial reports by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report June 1 – June 31, 2019  Administrator Peterson explained that the call log is included in the packet. B. Public Works Superintendent Report  Superintendent Entner explained the water department distributed 5.8 million gallons of drinking water, the well pump is back in service and a bad water break on Folz Blvd was repaired.  Superintendent Entner reported the sewer department collected 15.7 million gallons of waste water the June discharge was completed, and MN Rural Water will be hosting a training at the Depot on August 6, and the emergency response trailer will be delivered in the following few months.  Superintendent Entner explained that the street department has been doing pothole filling.  Superintendent Entner explained the cemetaries are looking great and require many hours of mowing each week. C. Technology / Library Report   Councilor Lower reported that the Library Board decided to change the hours at the Library. New hours are posted and will take effect July 22. More library programs.  Administrator Peterson explained that fiber is run and set up at campground. D. City Engineer  Administrator Peterson explained that the Trail will begin to be worked on.  Administrator Peterson stated that Superintendent Entner will be working on determining if the booster stations are necessary or if water is pumped to the water tower without them and results will be reported at the August meeting. E. Chamber of Commerce Updates.  Lois Johnson explained that Art in the Park will be Saturday July 13 and many other activities throughout the day for Agate Days, the Triathlon is scheduled for July 20th, and the Annual Golf Outing is scheduled for August 2. 5. PUBLIC HEARING 4:15 – 2019 STREET AND UTILITY CAPITAL IMPROVEMENT PLAN A. Presentation B. Open Public Hearing  Motion to open the street and utility capital improvement plan public hearing by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. C. Public Comment  City Engineer Tyler Ynsgdal presented the 2019 Street and Utility Capital Improvement Plan.  Administrator Peterson explained that the top projects have general estimates of what they will cost, however the Council will get to choose details such as sidewalks, curb and gutter, and trees.  Craig Stevens asked where Newberry fell in the road rankings with the frozen water lines.  Administrator Peterson explained that the frozen water lines were added to the evaluation and it changed many of the rankings. Newberry was originally low on the priority list and jumped up to the middle of the priority list because of the frozen water lines. D. PUBLIC HEARING 4:45 – SPECIAL ASSESSMENT POLICY A. Presentation B. Open Public Hearing  Motion to open the Special Assessment Policy Public Hearing by Councilor Lower, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. C. Public Comment  City Engineer Matt Bolf presented the process that came with the Special Assessment Policy and gave three different special assessment examples.  Administrator Peterson reviewed multiple points including, assessment periods, new developer assessments, service lines, and sidewalks.  Mayor Shaw expressed that he would like a statement in the assessment policy stating that a homeowner has to pay off the first assessment before being assessed again.  Councilor Huso explained concern over residents not being able to afford a special assessment.  Councilor Lower explained that he also has concern over residents not being able to afford a special assessment.  Councilor Juntunen explained that he is willing to work with the Council on finding a solution to get some of these projects completed.   Mayor Shaw suggested looking into the cost of just replacing the blacktop instead of doing a full utility reconstruction. PREVIOUSLY DISCUSSED BUSINESS A. 2018 Flood  Administrator Peterson explained that the work has been completed for the 2018 flood and everyone has been paid. 8. NEW BUSINESS A. LGA Increase  Administrator Peterson explained that the City of Moose Lake’s LGA will be increased by about $70,000.00. B. MN DNR Grant – Trail to School  Administrator Peterson explained that we did receive a Grant from the MN DNR for $150,000, bringing the total to $1,060,000.00. C. 2018 Audited Financial Report a. Complete b. Eliminated AJE’s  Administrator Peterson explained the 2018 audit was completed and the adjusting journal entries after discussing some of them with the auditors and finding that they were duplications. D. Moose Lake Area Food Shelf Letter  Administrator Peterson presented a letter from the Food Shelf for donations collected by the Municipal Liquor Store. E. Televising Estimates for Campground Sewer System  Motion to approve televising by Visu by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.  Councilor Juntunen asked which fund the money for this project is coming out of, which Administrator Peterson explained that the money will be paid from the F. LED Light Replacement Estimates at Riverside Arena  Motion to accept the bid from Nylund pending board approval for light fixture reimbursement from Water and Light by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. G. Carlton County Prosecutorial Services Contract  Administrator Peterson explained that he received a phone call from the Carlton County Attorney to begin charging for prosecutorial services.  Administrator Peterson requested everyone call Gary Peterson, our Carlton County representative, and ask to not agree to this charge. H. Zuercher Training Request – Sioux Falls, SD September 10-11  Administrator Peterson explained that Cathy Troskey requested attending a Zuecher training in Sioux Falls, SD.  Motion to approve Zuercher training by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. I. City Administrator Contract  Motion to Close the City Council Meeting by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. J. ATVs  Mayor Shaw explained he has had many complaints regarding ATV’s in the arena parking lot and 5th St and asked for some solution for these problems. The City Council of the City of Moose Lake will meet in closed session pursuant to MN Statutes section 13D.05 subd. 3(a) to discuss the City Administrator performance evaluations. The meeting will take place in the Council Chambers of the Community Center at 313 Elm Ave. Following the closed session, the council will re-convene in open session pursuant to the posted agenda for that date and time and during such open session summarize its conclusion and make any motions. 9.
