REGULAR MEETING MINUTES MOOSE LAKE CITY COUNCIL Wednesday, August 14, 2019, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Walter Lower, Councilor Kris Huso, Councilor Doug Juntunen, Councilor Greg Sarvela OTHERS PRESENT: City Administrator Tim Peterson, Deputy Clerk/Finance Director Katie Bloom, Superintendent Phil Entner, Police Chief Bryce Bogenholm, County Commissioner Gary Peterson, Lois Johnson, Megan Levitt 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda  Motion to approve the agenda as written by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 2. CONSENT AGENDA A. Minutes 1. July 10, 2019 City Council Regular Meeting Minutes  Motion to approve the minutes as written by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – August 2019 2. City Financial Statements – July 2019 3. Liquor Store - Profit & Loss Statement – July 2019  Motion to accept the financial reports by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report July 2019  Chief Bogenholm explained that Agate Days went very well. Officers were directing traffic all day as it was very heavy.  Chief Bogenholm reported National Night Out was well attended with over 500 plates of food being served. B. Public Works Superintendent Report  Superintendent Entner reported the water department distributed 4.6 million gallons of drinking water.  Superintendent Entner reported the sewer department collected 17.5 million gallons of waste water and is beginning the August discharge.  Superintendent Entner explained the street department did monthly pot hole patching.  Superintendent Entner explained side walk repairs were done in multiple locations throughout the City and the cemeteries are having a couple of issues with water, but they will be repaired in the following couple of weeks. C. Technology / Library Report  Administrator Peterson explained that city staff met with CW Technology regarding the remaining computers that will need to be replaced. D. City Engineer  Administrator Peterson explained that the engineers discussed the wells and wellhouse project. E. Chamber of Commerce Updates.  Lois Johnson explained Alison Jones begins as the new Executive Director on Monday, August 19, 2019.  Lois Johnson reported raffle tickets are now being sold. The drawing will be September 14 at Brew-fest at Gampers. 5. PREVIOUSLY DISCUSSED BUSINESS A. Special Assessment Policy  Administrator Peterson explained that the Special Assessment Policy is included in the agenda packet with the changes that were discussed during the public hearing.  Mayor Shaw explained that instead of passing a special assessment policy, the City Council could raise the levy to fund these road projects.  Councilor Huso, Councilor Sarvela, Councilor Juntunen, and Councilor Lower expressed interest in exploring increasing the levy and what the changes would look like for the taxpayers. B. County Prosecution Services Contract  Administrator Peterson explained that a meeting will be held with the County Attorney regarding the prosecution services contract. 6. NEW BUSINESS A. Tobacco 21 Presentation  Megan Levitt presented information on “Tobacco 21”, which is a proposed County Ordinance raising the selling age of tobacco to 21 years of age.  A meeting is scheduled with Administrator Peterson on the next steps for this effort. B. Working Council Meeting a. 2020 Budget  Administrator Peterson explained that he would like to have working meeting on September 5, 2019 at 4:00 for the 2020 budget. C. Special Budget Requests  Administrator Peterson asked the Council if they had any special requests to be included in the 2020 budget. No additional requests were given. D. HVAC Quotes for City Hall  Administrator Peterson presented bids for a roof top air conditioning unit.  Motion to approve the bid from Region Electric to replace an air conditioning unit for $6,867 by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen. Huso, Lower. No – 0. E. Well House Location  Administrator Peterson requested permission to start discussion on purchasing part of the old school property to house the well houses. F. Depot Expansion  Administrator Peterson explained that the Depot is looking at expansion and would like to ask the State of Minnesota to fund the project. The City of Moose Lake’s name would have to be on the Grant request since the City is the owner of the land and the building. The Depot staff are currently working with the Carlton County Economic Development Authority on this project also and more information will be given in the future. 7. REPORTS AND CORRESPONDENCE 8.
