B. Financial Reports 1. City Accounts Payable – September 2019 2. City Financial Statements – August 2019 3. Liquor Store - Profit & Loss Statement – August 2019  Motion to accept the financial reports by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report August 2019  Acting Chief McNulty reported on the August 2019 calls. B. Public Works Superintendent Report  Superintendent Entner reported the water department distributed 3.7 million gallons of drinking water. There was also a new water service on 5th Street and fire hydrant flushing will begin September 23.  The Sewer department collected 11.2 million gallons of waste water and lift station cleaning is being completed. The public works department has also completed the 4th and final year of sewer cleaning.  The street department completed pot hole filling and did touch ups on the Woodland Trails parking lot.  The cemeteries are looking very good and we continue to get compliments on them. C. Technology / Library Report   Nothing new for technology.  Administrator Peterson explained that the library is planning on doing a fall book sale in October. The proceeds of this book sale will be for replacement computers for the public to use. D. City Engineer  Administrator Peterson explained that the engineers will be walking the trail site to discuss some problem areas along the proposed route.  Administrator Petersen reported that the engineers discussed the wellhouse and site and the potential to purchase some additional property to house the wellhouse. and the wellhouse site.  Administrator Peterson also reported the campground sewer mains were televised in preparation for the wellhouse project. E. Chamber of Commerce Updates.  Chamber President Tia Grutkoski introduced Alyson Jones as the newly hired Executive Director.  Alyson Jones introduced herself to the council and explained Brewfest will be held at Gampers on Saturday, September 14, 2019. 5. PREVIOUSLY DISCUSSED BUSINESS A. Special Assessment Policy vs General Fund Levy a. Electric Franchise Fee  Administrator Peterson presented a few different options with the additional revenue of each option. Most of the revenue comes from the large users of the electric utility, which do not pay property taxes in our community. B. County Prosecution Services Contract  Administrator Peterson explained that he and Mayor Shaw met with County Attorney Lauri Ketola. Lauri presented a state statute that allows counties to charge for prosecutorial services. The Carlton County Attorney’s Office will draft a new contract. C. Tobacco 21 Ordinance a. Example Letter to License Holders  Administrator Peterson attended a meeting to go over a potential Ordinance regarding Tobacco 21, which increases the minimum age of tobacco purchases to 21 years of age.  Administrator Peterson explained that an additional meeting will be held during the following month and this will be brought back to the October City Council Meeting for further discussion. 6. NEW BUSINESS A. 2020 Budget a. Initial Levy  Administrator Peterson presented the 2020 budget.  Motion to set the initial levy for $703,406.00 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. b. Truth in Taxation Public Hearing Date  Motion to set the Truth in Taxation Public Hearing to December 11, 2019 at 6:00 p.m. by Councilor Sarvela, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. City Lodging Tax  Chamber President Tia Grutkoski explained that this proposed tax would be passed on to the users of the hotels, motels and campgrounds. The tax would have to be spent on tourism advertising and marketing on either a local or national level.  Administrator Peterson explained the City of Proctor’s Lodging Tax Ordinance. C. Liquor Store Bathroom Repair Quotes  Motion to accept All Service bid of $5,040.00 by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. D. Hydrant / Manhole / Catch Basin Repair Quotes  Motion to approve Gobel’s bid by Councilor Huso, seconded by Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. E. Excavator Rental Quotes   Motion to accept Ziegler bid by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Huso, Juntunen. No – 0. Lower abstained. F. Skeleton Bucket Quotes  Motion to accept the low bid of $3,501.45 by G2 Implement by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso. No – 0. Lower abstained. G. Personnel Discussion  Motion to close the open meeting at 5:30 p.m. by Councilor Juntunen seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.  Motion to increase Interim Chief Mike McNulty’s pay by Mayor Shaw, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower, Shaw. No – 0. H. Purchase Price Discussion on Land  Motion to open the meeting at 6:00 p.m. by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.  Motion to purchase wellhouse land for the presented purchase price by Councilor Sarvela, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. The City Council of the City of Moose Lake will meet in closed session pursuant to MN Statutes section 13D.05 subd. 2(a) to have a personnel discussion. The meeting will take place in the Council Chambers of the Community Center at 313 Elm Ave. Following the closed session, the council will re-convene in open session pursuant to the posted agenda for that date and time and during such open session summarize its conclusion and make any motions. 7.
