REGULAR MEETING MINUTES MOOSE LAKE CITY COUNCIL Wednesday, October 9, 2019, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Greg Sarvela, Councilor Doug Juntunen, Councilor Walt Lower. OTHERS PRESENT: City Administrator Tim Peterson, Deputy Clerk/Finance Director Katie Bloom, Public Works Superintendent Phil Entner 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda  Motion to approve the agenda as written by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. 2. CONSENT AGENDA A. Minutes 1. September 11, 2019 City Council Regular Meeting Minutes  Motion to approve the minutes as written by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – October 2019 2. City Financial Statements – September 2019 3. Liquor Store - Profit & Loss Statement – September 2019  Motion to accept the financial reports as written by Councilor Sarvela, Seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report September 2019  Acting Chief McNulty reported 133 calls in the month of September. The PD spent 5 hours at MSOP, along with hours spent for ECRC and Department of Corrections.  The Police Department is interested in participating in a program through the Carlton County Public Health Department for individuals going through a crisis situation and needing additional help from Birch Tree.  The Police Department is also going to participate in a program with Human Services called Handle with Care. This program is directed at assisting suicide prevention with children at the local schools. B. Public Works Superintendent Report  Superintendent Entner reported that the water department distributed 3.5 million gallons of drinking water. Fire hydrant flushing was completed at the end of September.  Superintendent Enter explained that the sewer department collected 13.3 million gallons of waste water. The September discharge was completed and October’s will be completed as soon as possible. The lift stations were all cleaned in the month of September.  Superintendent reported that blacktop patches continue during the month of September as well as some right of way clearing. C. Technology / Library Report   Councilor Lower explained that the fall book sale will be happening next week from October 17-19. D. City Engineer  Administrator Peterson explained that the engineers will be putting together a cost estimate for the trail after discussing some of the problems associated with that.  Administrator Peterson explained that a mercury minimization plan was completed by Superintendent Entner and the engineers. E. Chamber of Commerce Updates.  Lois explained that the majority of events are completed for the year.  The Santa Visit will be December 7 at the park. 5. PREVIOUSLY DISCUSSED BUSINESS A. Electric PILOT Negotiation a. Previously Discussed as Franchise Fee  Administrator Peterson presented an email regarding the origination of the franchise fee that was previously discussed.  Administrator Peterson explained that the only way the fee can be changed is if it is negotiated between the Council and the Commission.  Motion to give Administrator Peterson authority to renegotiate the PILOT payment by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0.  Consensus on suggesting to change the PILOT fee to .06 B. County Prosecution Services Contract  Motion to approve the County Prosecution Services Contract as submitted by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Lower, Juntunen, Sarvela. No – 0. C. Tobacco 21 Ordinance a. Example Letter to License Holders  Administrator Peterson explained that he is supposed to bring back any items that were problems to the next meeting.  Consensus given to approve tobacco purchases for anyone 21 and older without limiting the sales options on the tobacco license holders. D. City of Moose Lake Lodging Tax – First Reading  Administrator Peterson asked the City Council if they were interested on imposing a Lodging Tax.  Motion to have a First Reading by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. 6. NEW BUSINESS A. 2020 Budget a. County 3.9%  Administrator Peterson explained that Carlton County is planning on increasing property taxes by 3.9%. b. Fire District  Councilor Lower explained that the Fire District is planning a 0% increase to property taxes. c. School District Decrease  Administrator Peterson explained that the school district is planning a property tax decrease. B. Park Board Project List and Update  Administrator Peterson explained that Superintendent Entner has completed a list of park improvements and repairs this fall. C. Main Lift Station I&I Example  Administrator Peterson explained that the lift stations are continuing to pump from the rainwater that is still leaking into our sewer system. D. Medora Corporation Repair at Sewer Ponds Quote  Motion to approve the quote from Medora to repair an electrical cord at the sewer ponds by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No - 0. E. TH 73 to School Trail Walkthrough   Administrator Peterson informed the council that he completed a walk through and addressed a few problem spots. 7. REPORTS AND CORRESPONDENCE 8.
