4. DEPARTMENTAL REPORTS
A. Police Chief
a. Department Report October 2019
Interim Chief McNulty presented the October 2019 police report.
Chief McNulty also reported that the Tahoe is at Kolar Chevrolet for transmission issues that are covered
under warranty.
Chief McNulty reported 253.6 pounds of drugs were turned in at the annual drug takeback program.
Chief McNulty explained that tobacco compliance notices went out to all tobacco license holders and
compliance checks will follow in the near future.
Chief McNulty reported that Trunk or Treat was very busy. The police department was also a part of the state
send off for the Rebel football team.
B. Public Works Superintendent Report
Superintendent Entner reported the water department distributed 3.1 million gallons of drinking water.
Superintendent Entner explained the sewer department collected 27 million gallons of waste water and
completed a discharge of 40.8 million gallons in the month of October.
Superintendent Entner reported that pothole filling was completed and blacktop patches were completed. The
public works department also cleared more land behind the public works garage. They will be working on
brush removal during the winter months.
Superintendent Entner explained that the cemeteries are winterized.
Superintendent Entner explained he attended MNWAR meeting on October 15, 2019 where they requested
we store a pump along with the emergency response trailer in our storage yard.
Superintendent Entner was asked to speak at the annual meeting on an interview panel on March 26, 2020.
C. Technology / Library Report
Councilor Lower reported the fall book sale raised $1,500.00. A public computer was purchased with the
book sale money.
D. City Engineer
Administrator Peterson explained that Carlton County, MNDOT, city staff and engineers will be meeting at
Carlton County to discuss the proposed trail as well as getting all the proper approvals.
Administrator Peterson explained that the well house design was discussed as well as options for potential
mandatory expansion in the future.
Administrator Peterson explained that the sewer department believes they found a leak in the campground’s
sewer system and will be repairing it while they make repairs to the bathhouse before the campground is open
for the season.

5. PUBLIC HEARING AND SECOND READING
A. City of Moose Lake Lodging Tax – Ordinance 165
a. Open Public Hearing
Motion to open the public hearing at 4:23 p.m. by Councilor Huso, seconded by Councilor Lower.
Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.
b. Public Comment
Administrator Peterson explained that he has received no comments from the public.
Mayor Shaw explained that the new hotel owners had no problem with a lodging tax.
c. Close Public Hearing
Motion to close the public hearing at 4:25 p.m. by Councilor Juntunen, seconded by Councilor Huso.
Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.
Councilor Juntunen explained he supports this idea as it is supporting the community.
Administrator Peterson explained that the payments would be submitted to the City. The City would withhold
5 percent of the amounts submitted and pass the rest along to the Moose Lake Area Chamber of Commerce.
Motion to pass Ordinance 165 by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes –
Sarvela, Juntunen, Huso, Lower. No – 0.
6. PREVIOUSLY DISCUSSED BUSINESS
A. Electric PILOT Negotiation
Administrator Peterson explained that he would like to open up discussion during a joint meeting that will be
decided on at a later time.
B. Tobacco 21 Ordinance
a. Example Letter to License Holders
Administrator Peterson explained that Carlton County is planning on passing the Tobacco 21 Ordinance with
all of the restrictions.
Councilor Huso recommended tabling the item until Carlton County passes the ordinance.
7. NEW BUSINESS
A. 2020 Budget – TNT Meeting December 11
Administrator Peterson reminded the Council that the Truth and Taxation meeting on December 11.
B. Lawful Gambling Permit – Historical Society Bingo
Motion to pass the Historical Society Bingo permit by Councilor Huso, seconded by Councilor Lower.
Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.
C. Temporary Alcohol Permit – Moose Lake Brewing Fishing Contest
Motion to approve the temporary alcohol permit by Councilor Juntunen, seconded by Councilor
Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.
D. Minnesota Department of Health Campground Inspection
Administrator Peterson presented an inspection list of projects that we must complete on the old bathhouse
prior to opening.
E. Resolution 2019-11-01 – Designating Polling Place
Motion to approve Resolution 2019-11-01 by Councilor Sarvela, seconded by Councilor Lower. Vote:
Yes – Sarvela, Juntunen, Huso, Lower. No – 0.
F. Joint Commission Meeting Schedule
Administrator Peterson suggested January 8, 2020 at 6:30 p.m. as a joint commission meeting date.
G. Sanitary Sewer Lining Project
Administrator Peterson presented a memorandum prepared by SEH regarding the Sanitary Sewer Lining
project.
H. Economic Development Authority Resignation
Administrator Peterson explained that Tia Grutkoski is resigning from the EDA. A nomination will be
requested at the following Moose Lake Area Chamber meeting and brought back to the next Council meeting
for approval.
I. Open Police Officer Position
Motion to hire Ray Couture by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela,
Juntunen, Huso, Lower. No – 0.
J. Police Department Discussion
Councilor Lower suggested discussing going back to having a working chief patrolling the streets during their
shift. He also suggested discussing entering into a contract with Carlton County to patrol at night while the
Moose Lake Police Department patrols during the day.
Councilor Lower explained that expenses have increased over $100,000 from 2016 and is looking for ways to
decrease expenses.
Councilor Juntunen added that he would like more time with the information before making any decisions on
the police department.
Acting Chief McNulty explained that the majority of the public enjoys having a 24/7 police department, but is
interested in exploring all options.
The council asked Administrator Peterson to begin discussion with the Carlton County Sheriff’s Office to
begin discussion to determine if they are interested in working together.
K. Moose Lake Motel
Councilor Huso asked the status of the Moose Lake Motel.
Administrator Peterson explained that the contractor was taking samples of the ash last week and it will be
coming down as soon as possible.
