CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda  Motion to approve the agenda with additions by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 2. CONSENT AGENDA A. Minutes 1. November 13, 2019 City Council Regular Meeting Minutes  Motion to approve the minutes as written by Councilor Lower, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – November 2019 2. City Financial Statements – November 2019 3. Liquor Store - Profit & Loss Statement – November 2019  Motion to approve the financial reports by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report November 2019  Interim Chief McNulty reported 177 calls for the month of November. He explained that the Tahoe is back from the repairs and everything was covered under warranty.  McNulty informed the City Council that Blue Santa will replace Shop with a Cop. The Police Department has received many donations already. They will be giving the gifts on December 23 to local families. B. Public Works Superintendent Report  Superintendent Entner reported that the street department focused on snow removal for most of the last month.  Superintendent Entner reported the water department pumped 3.4 million gallons of drinking water, while the sewer department collected 13.1 million gallons of wastewater. He also explained that the December discharge will begin December 17. C. Technology / Library Report  Administrator Peterson explained that city staff is working with CW on replacing the remainder of the computers that have Windows 7, as that software will no longer be supported starting in January 2020. D. City Engineer  Administrator Peterson explained that the engineers are preparing a request for bid for the sewer lining project.  Administrator Peterson discussed the wellhouse design and will have additional information from the engineers at the January 2020 meeting. E. Chamber of Commerce Updates. No update. 5. TRUTH IN TAXATION PUBLIC HEARING A. 2020 Truth in Taxation Public Hearing – 6:00 P.M. a. Budget Presentation  Finance Director Katie Bloom presented the 2020 budget. b. Open Public Hearing  Motion to open the truth in taxation public hearing at 6:01 P.M. by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. c. Take Public Comment d. Close Public Hearing  Motion to close the truth in taxation public hearing at 6:03 P.M. by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. i. Motion for Annual Levy Dollar Amount  Motion to set the 2020 tax levy at $683,665 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. ii. Motion for General Fund Revenue and Expense Budget  Motion to approve 2020 general fund revenue of $2,225,246 and expenditures of $2,187,103 by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. iii. Motion for Water Fund Rate Increase  Motion to increase 2020 water rates by 3% by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower, Huso. No – 0. iv. Motion for Water Fund Revenue and Expense Budget  Motion to approve 2020 water department revenue of $261,600 and expenditures of $264,150 by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. v. Motion for Sewer Fund Rate Increase  Motion to increase 2020 sewer rates by 3% by Councilor Juntunen, seconded by Counilor Huso. Motion for Sewer Fund Revenue and Expense Budget  Motion to approve 2020 sewer department revenues of $578,700 and expenditures of $689,221.84 by Councilor Sarvela, seconded by Councilor Huso. Motion for Motor Vehicle Revenue and Expense Budget  Motion to approve 2020 motor vehicle revenue of $2,126,900 and expenditures of $2,166,000 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. viii. Motion for Liquor Revenue and Expense Budget  Motion to approve 2020 liquor revenue of $1,384,300 and expenditures of $89,500 by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. ix. Motion for Debt Service Funds  Motion to approve the 2011A Bond revenue of $77,919.82 and expenditures of $74,432.50, 2014A Bond revenue of $75,464.26 and expenditures of $140,575, and 2017A Bond revenue of $58,765 and expenditures of $58,765 by Councilor Sarvela, seconded by Councilor Huso. Economic Development Authority Appointment – Terry Burn, Northwoods Credit Union/Moose Lake Area Chamber of Commerce  Motion to appoint Terry Burn to the Moose Lake Economic Development Authority by Councilor Lower, seconded by Councilor Huso. John Deere Ztrack Mower Quotes  Motion to approve the purchase John Deere Z Track Mower from Moose Lake Implement by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. E. Arrowhead Transit Contract Renewal  Motion to approve the Arrowhead Transit contract by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. F. Tim Peterson Resignation  Motion to accept the resignation of City Administrator Tim Peterson by Mayor Shaw, seconded by Councilor Juntunen. No – 0.  The Council thanked Administrator Peterson for his time with the City of Moose Lake.  Consensus given to schedule a working meeting to discuss the future of the City Administrator position. G. D&E Heater Quote  Administrator Peterson explained the reason for only one estimate is because this is a specialized product and this is the only company that sells this product and can make a fast installation.  Motion to accept D&E Heating’s bid by Councilor Lower, seconded by Councilor Sarvela.
