REGULAR MEETING MINUTES MOOSE LAKE CITY COUNCIL Wednesday, January 8, 2020, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Greg Sarvela, Councilor Doug Juntunen, Councilor Kris Huso, Councilor Walter Lower. OTHERS PRESENT: Public Works Superintendent Phil Entner, Deputy Clerk/Finance Director Katie Bloom, Interim Police Chief Mike McNulty, Star Gazette Reporter Bethany Helwig, Engineers Matt Bolf and Mark Wallis 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda  Motion to approve the agenda with two additions by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 2. CONSENT AGENDA A. Minutes 1. December 11, 2019 City Council Regular Meeting Minutes 2. January 3, 2020 Special Meeting Minutes  Motion to accept the minutes as written by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – December 2019 2. City Financial Statements – December 2019 3. Liquor Store - Profit & Loss Statement – December 2019  Motion to approve the financial reports as written by Councilor Lower, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes.  Craig Stevens asked the Council and staff if anything is going to be done in regards to the known frozen water service lines.  Mayor Shaw presented Administrator Tim Peterson with a plaque thanking him for his dedication and time with the City of Moose Lake. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report December 2019  Interim Chief McNulty reported on the calls for the entire year of 2019.  Interim Chief McNulty also reported that Blue Santa was a great success. The community was able to sponsor 38 children including 14 families.  Interim Chief McNulty explained that Ray Couture has began and is a great addition to the police department. B. Public Works Superintendent Report  Superintendent Entner reported that the water department distributed 3.9 million gallons of drinking water.  Superintendent Entner explained the sewer department collected 12.5 million gallons of wastewater.  Superintendent Entner explained that the street department has been clearing ice and snow. He also explained the importance of snow plow safety and mentioned the frozen water and sewer line policy. C. Technology / Library Report  Rory Butkiewicz presented two options for the purchase of the new equipment for the cable tv department.  Consensus was given from the City Council to wait a month to attempt to find different lending options for this project. D. City Engineer  Administrator Peterson explained the minutes from the last monthly meeting are included in the packet. E. Chamber of Commerce Updates. No update. 6. PREVIOUSLY DISCUSSED BUSINESS A. Well and Wellhouse Project Presentation  Matt Bolf and Mark Wallis presented reports on the well and wellhouse project.  Motion to approve the wells and wellhouse construction with the optional water tower rehabilitation included in the bonding by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 7. NEW BUSINESS A. Moose Lake Area Historical Society – Request for Equipment  Motion to approve with the understanding that anyone renting or using the historical society can also the wireless microphones by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Temporary Alcohol Permit – Moose Lake Brewing Co.  Motion to approve the temporary alcohol permit by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. C. 2020 F350 Truck Purchase (state bid)  Motion to approve the purchase of the 2020 F350 Truck by Councilor Sarvela, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. D. Sparx Skate Sharpener Quote  Motion to approve the purchase of the Sparx Skate Sharpener by Councilor Lower, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. E. Chief Bogenholm Resignation The City Council of the City of Moose Lake will meet in closed session pursuant to MN Statutes section 13D.05 subd. 2(a) to have a personnel discussion. The meeting will take place in the Council Chambers of the Community Center at 313 Elm Ave. Following the closed session, the council will re-convne in open session pursuant to the posted agenda for that date and time and during such open session summarize its conclusion and make any motions.  Motion to close the open meeting at 5:47 p.m. by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.  Motion to open the meeting at 6:10 p.m. by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.  Motion to accept Bryce Bogenholm’s resignation by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela Juntunen, Huso, Lower. No – 0. F. Police Protection Committee  Consensus to give Deputy Clerk/Finance Director Katie Bloom permission to research a civil service commission to replace the police protection committee in the future. G. Active Living Coalition  Mayor Shaw discussed possibly eliminating the Active Living Coalition, however the City of Moose Lake may be required to keep this for Safe Routes to School. 8.
