AGENDA REGULAR MEETING MOOSE LAKE CITY COUNCIL Wednesday, February 12, 2020, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Walter Lower, Councilor Kris Huso, Councilor Greg Sarvela, Councilor Doug Juntunen. OTHERS PRESENT: Interim City Administrator Katie Bloom, Public Works Superintendent Phil Entner, Interim Police Chief Mike McNulty, Augustana Administrator Shawna Smith, Bill Carlson. 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda  Motion to approve the agenda with additions by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 2. CONSENT AGENDA A. Minutes 1. January 8, 2020 City Council Regular Meeting Minutes 2. January 8, 2020 Annual Organizational Meeting Minutes 3. January 27, 2020 Special Meeting Minutes  Motion to approve the minutes by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – January 2020 2. City Financial Statements – January 2020 3. Liquor Store - Profit & Loss Statement – January 2020  Motion to approve the financial reports by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0, 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report January 2020  Interim Chief McNulty reported 192 calls with 2 hours spent at MSOP and 1 hour spent at DOC.  Interim Chief McNulty also reported a stolen vehicle at Minit Mart and burglary at a local business. B. Public Works Superintendent Report  Superintendent Entner reported the public works crew cleared all right of ways throughout town.  The water department pumped 3.4 million gallons of drinking water for the month of January.  The sewer department collected 13.5 gallons of waste water.  The frozen water and sewer line policy is posted on our website and is also available at City Hall and the Public Works Garage. a. Sidewalks and Fire Hydrants  Councilor Lower explained that he has received complaints on the snow and ice on sidewalks. He also requested residents push the snow away from fire hydrants located near their property in case of fires. C. Technology / Library Report  Interim Administrator Bloom explained that the library received a donation from the Lions Club to purchase the final public computer and now all three have been recently updated.  Interim Administrator Bloom also updated the Council on a meeting that is scheduled for Tuesday, February 18 with CW Technology on scheduling the new computers installation.  Councilor Lower explained that the library will no longer be offering free movies in the library due to poor attendance. D. City Engineer  The well and wellhouse project will begin this spring as well as the trail extension project. E. Chamber of Commerce Updates.  No updates. 6. PREVIOUSLY DISCUSSED BUSINESS A. Cable TV Upgrades  Interim Administrator Bloom presented two financing options for the cable tv upgrades project.  Motion to approve First National Bank to finance the Cable TV Upgrades for five years by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower.  Motion to order the equipment when the financing is ready by the bank by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Huso, Lower, Juntunen. No – 0. B. Bill Carlson  Shawna Smith, director at Augustana, explained how important keeping senior citizens connected to their community is to their emotional well-being and offered to assist the city with potential grant money.  Bill Carlson presented history on the cable tv department. 7. NEW BUSINESS A. 2020 Local Board of Appeal & Equalization Meeting – April 23, 2020  Interim Administrator Bloom explained that the Local Board of Appeal & Equalization Meeting will be held on April 23, 2020 at 1:00 p.m. in the Council Chambers. B. Motor Vehicle Office Renovation – Cabinets  Councilor Lower asked where this money is coming from to renovate the office.  Interim Administrator explained that the money is coming from the state reimbursement for the additional costs that MNLARS caused.  Motion to approve MinnCorr’s bid of $15,235.00 for cabinets by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. C. Motor Vehicle Office Renovation – Painting  Motion to approve Little Moose Painting’s bid of $1,350 for the motor vehicle office by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. D. Motor Vehicle Office Renovation – Cabinet/Countertop/Flooring Installation  Motion to approve Cousin’s bid for $8,855.00 for the cabinet/countertop/flooring installation by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. E. Resolution 20.02.01 Appoint Election Judges  Motion to approve resolution 20.02.01 by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. F. Police Chief Job Description  Interim Administrator Bloom presented the final police chief job description.  Motion to approve the police chief job description by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. a. Staffing  Councilor Lower explained that he is interested in exploring options on how to cut costs in order to lower the budget for the police department. G. Moose Lake POST Prom Donation Request  Motion to donate $300.00 to Moose Lake POST Prom from the contribution fund by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. H. Legacy of Excellence Donation Request  Consensus give to request a presenter from the Legacy of Excellence to attend a City Council Meeting. I. Moose Lake Area Chamber of Commerce Donation Request  Motion to approve a donation of $800.00 to the Moose Lake Area Chamber of Commerce from the contribution fund by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. J. Sturgeon Lake Lions Gambling Permit  Motion to approve the Sturgeon Lake Lions gambling permit by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. K. RFP for Garage on New Wells Site  Councilor Juntunen asked Superintendent Entner if the City has any use for this building.  Superintendent Entner explained that the cost of moving the building would be extremely high.  Motion to approve the RFP for garage purchase by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. L. Interim City Administrator Discussion The City Council of the City of Moose Lake will meet in closed session pursuant to MN Statutes section 13D.05 subd. 2(a) to have a personnel discussion. The meeting will take place in the Council Chambers of the Community Center at 313 Elm Ave. Following the closed session, the council will re-convene in open session pursuant to the posted agenda for that date and time and during such open session summarize its conclusion and make any motions.  Motion to close the open meeting by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.  Motion to open the closed meeting by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. M.
