PRESENT: Mayor Ted Shaw, Councilor Walter Lower, Councilor Kris Huso, Councilor Doug Juntunen,
Councilor Greg Sarvela.

A. Police Chief
a. Department Report November 2020
Chief Juntunen reported on the November 2020 calls for service.
B. Public Works Superintendent Report
Superintendent Entner reported the water department distributed 3.4 million gallons of drinking water in the
month of November.
Superintendent Entner reported the sewer department collected 12.8 million gallons of waste water.
Superintendent Entner reported the street department has been removing snow and patching pot holes as
needed.
C. Technology / Library Report
Administrator Bloom explained the technology report provided by CW Technology regarding the types of
tickets that have been opened and resolved.
D. City Engineer
Administrator Bloom reviewed the minutes from December’s engineering meeting.
Superintendent Entner gave an update of the wellhouse construction.
E. Chamber of Commerce Updates.
Administrator Bloom explained that the City and Chamber will be working together in 2021 to come up with
some fundraising opportunities to help aid the cost of the 4th of July Fireworks.
Mayor Shaw reported that the Chamber will be selling gift certificates from participating businesses in the
following week to help them out during the holidays.
Motion to recess the regular meeting at 5:05 p.m. by Councilor Juntunen, seconded by Councilor

5. TRUTH IN TAXATION PUBLIC HEARING
A. 2021 Truth in Taxation Public Hearing – 6:00 P.M.
a. Budget Presentation
Administrator Bloom presented the 2021 Budget.
b. Open Public Hearing
Motion to approve the Truth in Taxation Public Hearing by Councilor Lower, seconded by Councilor
Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.
c. Take Public Comment
Administrator Bloom explained that a few phone calls have been received over the past couple of days
regarding the total amount of their property taxes.
d. Close Public Hearing
Motion to close the Truth in Taxation meeting by Councilor Lower, seconded by Councilor Huso.
Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.
i. Motion for Annual Levy Dollar Amount
Motion to approve a final levy of $714,461 by Councilor Huso, seconded by Councilor Juntunen.
Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.
ii. Motion for General Fund Revenue and Expenses
Motion to approve general fund revenue of $2,287,886 and expenditures of $2,268,745 by Councilor
Sarvela, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.
iii. Motion for Debt Service Funds
Motion to approve the debt service revenues of $77,919.84 for the 2011A bond. $79,437.19 for the
2014A bond, $58,310 for the 2017A bond, $17,318.33 for the 2020A bond and expenditures of
$77,920 for the 2011A bond, $137,575 for the 2014A bond, $58,310 for the 2017A bond, and
$17,318.33 for the 2020A bond by Councilor Huso, seconded by Councilor Lower. Vote: Yes –
Sarvela, Juntunen, Huso, Lower. No – 0.
iv. Motion for Water Fund Rate Increase
Motion to approve a water rate increase of 20% by Councilor Juntunen, seconded by Councilor
Lower. Vote: Yes – Juntunen, Lower, Huso, Shaw. No – Sarvela.
v. Motion for Water Fund Revenue and Expense
Motion to approve revenues of $304,100 and expenditures of $313,175.50 by Councilor Juntunen,
seconded by Councilor Huso. Vote: Yes – Juntunen, Huso, Lower, Shaw. No – Sarvela.
vi. Motion for Sewer Fund Rate Increase
Motion to approve a sewer rate increase of 2% by Councilor Juntunen, seconded by Councilor Huso.
Vote: Yes – Huso, Lower, Juntunen, Shaw. No – 0. Abstain – Sarvela.
vii. Motion for Sewer Fund Revenue and Expense Budget
Motion to approve revenues of $577,550 and expenditures of $695,146.42 by Councilor Huso,
seconded by Councilor Juntunen. Vote: Yes – Juntunen, Huso, Lower, Shaw. No – 0. Abstain –
Sarvela.
viii. Motion for Motor Vehicle Revenue and Expense
Motion to approve revenues of $2,126,900 and expenditures of $2,144,950 by Councilor Juntunen,
seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.
ix. Motion for Liquor Revenue and Expense Budget
Motion to approve revenue of $1,384,300 and expenditures of $1,312,800 by Councilor Huso,

Motion to approve Lakehead Constructors pay application #1 of $398,050.00 by Councilor Juntunen.,

E. Moose Lake Windemere Sanitary Sewer District – 2019 Overage Charge
Administrator Bloom explained the problem that the City has been experiencing collecting the 2019 Overage
Charges from MLWSSD. Consensus given to bill MLWSSD one last time before contacting the city attorney.
F. Brush Mower Quotes
Motion to approve G2 Implement’s quote of $5,100.00 by Councilor Juntunen, seconded by Councilor
Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.
G. Sewer Jetter Nozzle Quotes
Motion to approve the Flexible Pipe Tool quote of $3,265.00 by Councilor Huso, seconded by
Councilor Sarvela. Vote: Yes – Sarvela, Huso, Lower, Juntunen. No – 0.
H. 2021 Annual Appointments
Administrator Bloom presented the individuals up for renewal for 2021. The vacancies will be posted in the
Star Gazette.
I. Arbor Day Proclamation
Motion to approve the Arbor Day Proclamation by Councilor Sarvela, seconded by Councilor Lower.

A. Duane Grace – Backflow Preventer
Superintendent Entner explained that he has researched this topic and the Public Works Department will
begin to look at how to implement a backflow preventer program.
