4. DEPARTMENTAL REPORTS
A. Police Chief
a. Department Report October 2020
Chief Juntunen explained that the police department spent a significant amount of time at MSOP and DOC
due to some investigations.
Chief Juntunen also explained that they had been in contact with a few vehicle owners that had not been
moving their vehicles during snow storms.
Councilor Lower also requested that residents continue to remove snow and ice on sidewalks and around fire
hydrants.
B. Public Works Superintendent Report
Superintendent Entner reported that the water department distributed 3.9 million gallons of drinking water
during October. The fire hydrant near 800 Lakeshore drive was successfully replaced and is back in service.
The wellhouse continues to make progress.
Superintendent Entner reported the sewer department collected 11.1 million gallons of waste water during the
month of October. The October discharge was completed successfully.
Superintendent Entner requested the public exercise caution surrounding snow removal equipment.
Superintendent Entner reported problems with residents pushing snow across the road and is requesting the
public to find other snow removal alternatives.
C. Technology / Library Report
The library board minutes were included in the packet.
D. City Engineer
Administrator Bloom explained that we have applied for two $10,000 grants to seal the old city wells. We
have secured one of them and are waiting to hear back on the second. Once we find out if we are successful,
we can move forward with sealing the old wells.
Administrator Bloom also explained that we are moving forward with applying for a grant to complete the
loop trail from the round-about on Highway 73 to the existing Portage Trail. If successful, funding would not
be available until 2025.
E. Chamber of Commerce Updates.
Mayor Shaw explained that the Santa visit is tentatively planned for December 5 from 11:00 a.m. – 1:00 p.m.
It is planned to be at the First National Bank branch location and will be drive-thru only.

George Eilertson presented the financing for the 2020B G.O. Water Revenue Bond.
Motion to approve Resolution 20-11-06 by Councilor Huso, seconded by Councilor Juntunen. Vote:

B. Part-Time Library Assistant
Motion to approve the hiring of Marilyn John by Councilor Huso, seconded by Mayor Shaw. Vote:

6. NEW BUSINESS
A. Moose Lake Area Hockey Association Lease Agreement
Administrator Bloom presented the contract with the Moose Lake Area Hockey Association Lease Agreement
that is up for renewal.
Councilor Juntunen requested arena financial reports for 2019 and 2020.

B. Wayne Langhorst Retirement
Motion to accept the retirement of Wayne Langhorst by Councilor Lower, seconded by Councilor

Motion to approve the estimate from Moose Lake Implement of $1,775.00 by Councilor Juntunen,

H. Ferric Chloride Quotes
Motion to approve the purchase of ferric chloride by Hawkins at a price of $1.35 per gallon by
Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower,
Shaw. No – 0.
I. 2021 Budget – TNT Meeting December 9, 2020, 6:00 p.m.
Administrator Bloom reminded the public that the Truth In Taxation meeting will be December 9, 2020
beginning at 6:00 p.m.
J. 2021 Campground Updates
Administrator Bloom explained some future campground changes that are currently being considered by staff.

Motion to approve the estimate from the Webstaurant Store in the amount of $3,128.29 by Councilor
