REGULAR MEETING MINUTES MOOSE LAKE CITY COUNCIL Wednesday, February 10, 2021, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Kris Huso, Councilor Walter Lower, Councilor Doug Juntunen, Councilor Greg Sarvela. OTHERS PRESENT: City Administrator Katie Bloom, Deputy Clerk/Finance Director Ellissa Owens, Public Works Superintendent Phil Entner, Police Chief Darren Juntunen 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda  Motion to approve the agenda with additions by Councilor Lower, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 2. CONSENT AGENDA A. Minutes 1. Regular City Council Meeting – January 13, 2021 2. Organization City Council Meeting – January 13, 2021 3. Special City Council Meeting – January 28, 2021  Motion to approve the minutes as written by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – January 2021 2. City Financial Statements – January 2021 3. Liquor Store - Profit & Loss Statement – January 2021  Motion to approve the financial reports by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report January 2021  Chief Juntunen reported on the January 2021 calls for service. B. Public Works Superintendent Report  Superintendent Entner reported the water department distributed 4 million gallons of drinking water during the month of January. Entner completed the MPARS reporting for 2020. Superintendent Entner commented about the frozen water and sewer line policy. We experienced a large water brake near the Kwik Trip along Highway 73 during the month of January. It has been repaired and is back in working order.  Superintendent Entner reported the sewer department collected 9.5 million gallons during the month of January. Entner explained the decrease of flows that we have noticed in the month of January 2021 compared to January 2020.  Superintendent Entner reported that the street department completed snow and ice removal during the month of January.  Superintendent Entner explained of a recent complaint the City had received regarding the burning of the brush pile and requested to lock the gate when we don’t have staff to monitor it. C. Technology / Library Report  Administrator Bloom explained the CW will be working on putting a quote together for a new server as ours is extremely outdated.  Administrator Bloom explained that the Library Board will be interviewing all three applicants for the Library Director position. D. City Engineer  Administrator Bloom explained that the TH 73 Trail – Phase 1 advertisement will not be available to approve until our April meeting. SEH is working through some design changes and working on getting the proper approvals from MNDoT.  Administrator Bloom also explained that SEH had reached out to Northland Constructors, who was previously awarded the Soo Line Trail repairs to determine what their prices would be for the 2021 construction season.  Administrator Bloom explained that the bidding documents are ready, however we are trying to be strategic with when we begin advertising. E. Chamber of Commerce Updates.  Administrator Bloom explained that the Chamber is putting on Ice Bocce in February. 5. PREVIOUSLY DISCUSSED BUSINESS 6. NEW BUSINESS A. Lakehead Constructors – Pay Application #3  Motion to approve pay application #3 by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Water Tower Painting  Administrator Bloom requested color choices for the repainting of the water tower.  Consensus given to use a dark color for the base with a white writing. C. Teamsters Local #320 MOU – Court Time  Motion to approve the Court Time MOU by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. D. Teamsters Local #320 MOU – Sergeant’s Pay  Motion to approve the Sergeant’s Pay MOU by Councilor Sarvela, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. E. Resolution 21-02-01 – Northern Pine Riders Grant Support  Motion to approve Resolution 21-02-01 by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. F. Resolution 21-02-02 – Local Road Improvement Program (LRIP) Grant  Motion to approve Resolution 21-02-02 by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. G. Fingerprint Fee Amendment  Motion to approve a fingerprint fee increase to $30 by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. H. Moose Lake Chamber Donation Request  Motion to approve the Moose Lake Chamber Donation Request of $150.00 by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. I. 2019 & 2020 MLWSSD Overage Bills  Informational only. J. MLWSSD Rate Adjustment  Informational only. K. Local Board of Appeals and Equalization Meeting – April 28, 2021, 10:00 a.m.  Administrator Bloom informed Council that the Local Board of Appeals and Equalization meeting is scheduled for April 28, 2021 at 10:00 a.m. L. Liability Coverage Waiver – League of MN Cities  Motion to approve the Liability Coverage Waiver by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. M. Moose Lake Brewing Company Temporary Off Sale Liquor License  Motion to approve the temporary off-sale liquor license by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. N. Sturgeon Lake Lions Off-Site Gambling Application  Motion to approve the off-site gambling application by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. O. Transportations Alternatives Program – TH73 Trail (Phase II)  Administrator Bloom reported that the Transportations Alternatives Grant that was submitted in January was approved for $300,000. The funds are not available until 2025, so the City has time to find additional funding sources. P. Moose Lake Power Outage Update  Administrator Bloom explained the events that led to the extended power outage that occurred on February 8. The Power and Light Department has replacement equipment on order and permanent repairs are in the works. Q. Resolution 21-02-03  Motion to approve Resolution 21-02-03 by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. R.
