REGULAR MEETING MINUTES MOOSE LAKE CITY COUNCIL Wednesday, March 10, 2021, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Walter Lower, Councilor Kris Huso, Councilor Doug Juntunen, Councilor Greg Sarvela. OTHERS PRESENT: City Administrator Katie Bloom, Deputy Clerk/Finance Director Ellissa Owens, Public Works Superintendent Phil Entner, Chief of Police Darren Juntunen, Star Gazette Alanea White 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda  Motion to approve the agenda by Councilor Lower, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 2. CONSENT AGENDA A. Minutes 1. Regular City Council Meeting – February 10, 2021 2. Special City Council Meeting – February 17, 2021  Motion to approve the minutes by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – February 2021 2. City Financial Statements – February 2021 3. Liquor Store - Profit & Loss Statement – February 2021  Motion to approve the financial reports by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report February 2021  Chief Juntunen reported on the February calls for service.  Chief Juntunen explained that the owners of the old school have generously donated gym equipment to the City. B. Public Works Superintendent Report  Superintendent Entner reported the water department distributed 4.1 million gallons of drinking water. The wellhouse is moving along and is set to be completed by the scheduled complete date. Entner commented on the frozen water and sewer line policy and to contact the public works department if there are any questions.  Superintendent Enter reported the sewer department collected 8.8 million gallons of waste water during the month of February. The treatment facility is winterized.  The street department will being working on pothole filling in the following week as the weather continues to improve. All storm sewers have been steamed and are ready for rainfall. C. Technology / Library Report D. City Engineer  Administrator Bloom explained that the TH 73 Trail advertising approval will be presented at the April or May Council meeting as design is nearing completion. E. Chamber of Commerce Updates.  Administrator Bloom explained that the City will be fundraising alongside the Chamber to help fundraise for the 4th of July Fireworks. 5. PREVIOUSLY DISCUSSED BUSINESS A. Soo Line Trail Price Adjustment  Motion to approve the price adjustment of $10,950.00 for the Soo Line Trail reconstruction by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Water Tower Rehabilitation Advertisement  Motion to approve advertising for bid for the water tower painting by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. C. Skilled Laborer I  Motion to hire Nick Peterson with an April 4, 2021 start date by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. D. Moose Lake Power Outage Update  Administrator Bloom reported that all of the equipment is installed and working properly. E. Local Board of Appeals and Equalization Meeting – April 28, 2021, 10:00 a.m.  Administrator Bloom reminded everyone of the Local Board of Appeals and Equalization Meeting on April 28 at 10:00 a.m. F. 2019 & 2020 MLWSSD Overage Bills  No update G. MLWSSD Rate Adjustment  No update H. Performance Evaluation Conclusion – Michael McNulty  Mayor Shaw reported on the discussion regarding the performance evaluation conclusion. I. Library Director  Motion to approve the hiring of Laura Helwig as a part-time library director by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 6. NEW BUSINESS A. 2021 Sanitary Lining Project  Motion to approve project advertising by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Telecom Engineering Agreement  Motion to approve the Telecom Engineering Agreement by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. C. Tree Clearing – TH 73 Trail  Motion to approve Rick’s Tree Removal to do the proposed tree clearing by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. D. Farmer’s Market & Peddler’s Permit Fee Amendments  Motion to approve lowering the farmers market fee to $75.00 for an annual permit, $45.00 for a monthly fee, and $20.00 for a daily peddlers/farmers market fee by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Huso, Lower. No – Juntunen. E. Lakehead Constructors – Pay Application #4  Motion to approve pay application #4 by Councilor Sarvela, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. F. July 4, 2021 Fireworks  Motion to approve the bid of $10,000 by Pyrotechnic Display by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. G. Community Center Roof Repairs  Motion to approve the bid from Beaver Roofing by Councilor Huso, seconded by Councilor Juntunen as the repair is a better quality repair than AW Kuettel. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. H. Arena Roof Repairs  Motion to approve the bid from Beaver Roofing by Councilor Juntunen, seconded by Councilor Sarvela as the repair is a better quality repair than AW Kuettel. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. I. Moose Lake Hockey Association Gambling Lease  Motion to approve the Moose Lake Hockey Association Gambling Lease Amendment by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. J. 2nd Street Assessments  Consensus was given by the City Council to not pursue an assessment policy for the proposed 2nd street project. 7.
