PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report September 2021  Chief Juntunen reported on the August calls for service totaling 244 calls for service.  Chief Juntunen reported the department assisted the State Patrol with a pursuit and as a result received a donation of Stop Sticks for department use. B. Public Works Superintendent Report b. Department Report September 2021  Superintendent Entner reported the water department distributed 13.6 million gallons of drinking water in the month of September.  Superintendent Entner reported the Water Tower Project is complete.  Superintendent Entner reported the sewer department collected 9.92 million gallons of wastewater during the month of September.  Superintendent Entner reported the two-year sanitary sewer cleaning program is complete; approximately 18,000 feet of sewer main was cleaned.  Superintendent Entner reported that the 2021 Sewer Lining Project is complete.  Superintendent Entner reported the 188 LSD sewer service collapsed; repair work has already started.  Superintendent Entner reported pothole filling will continue monthly basis.   Superintendent Entner reported round one of black top patching is complete; round two will follow in November.  Superintendent Entner reported the ATV trail construction is complete.  Superintendent Entner reported the Campground is winterized from a maintenance perspective.  Superintendent Entner reported the Cemeteries are winterized from a maintenance perspective.  Superintendent Entner reported burials are occurring weekly. b1. 2022 Sewer Lining Project  Councilor Juntunen communicated he would like to have open discussion about increasing the 2022 Sewer Lining Project budget from $100,000 to $200,000.  Superintendent Entner communicated these projects have a 50-year warranty and some of our infrastructure is from the 1920’s.  Administrator Bloom shared the City has a few options of where the money could be pulled from to cover the increase cost of the project.  Mayor Shaw inquired how repairs are done to a newly lined sewer main.  Superintendent Entner reported repairs are done in the same regard as they would be done otherwise. C. Technology / Library Report  Administrator Bloom reported the Library Board has decided to utilize book sale monies to purchase computer for the card catalog.  Mayor Ted Shaw shared he would like to address replacing the Council Chamber cameras. D. City Engineer Report  Administrator Bloom reviewed the monthly Meeting Minutes.  Administrator Bloom reported the Water Tower Project is 99% complete.  Administrator Bloom shared the Soo Line Trail reimbursement has occurred and this project is complete.  Administrator Bloom shared the Wells and Pumping Facility Project are complete.  Administrator Bloom shared the City is working on a point of sale I&I Ordinance; more to come on this topic.  Administrator Bloom reported Representative Sundin has reached out to arrange a meeting with the City and the Department of Corrections; schedules are still being coordinated.  Administrator Bloom reported the Sewer Lining Project is complete. 5. Pumping Facility Contract Amendment Request, SEH  SEH City Engineer Matt Bolf reviewed the Pumping Facility Contract Amendment.  Motion to approve Pumping Facility Contract Amendment in the amount of $9,700.00 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. B. Pumping Facility Pay Application #10, Lakehead Constructors, Inc.  Motion to approve Pay Application #10 in the amount of $60,402.75 by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. C. Well Pumping Facility Project Acceptance  Motion to accept the Well Pumping Facility Project by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. D. Water Tower Rehabilitation Pay Application #2, Central Tank Coatings  Motion to approve Pay Application #2 in the amount of $111,490.50 by Councilor Juntunen, seconded by Councilor Lower. Water Tower Rehabilitation Pay Application #3, Central Tank Coatings  Motion to approve Pay Application #3 in the amount of $13,050.00 by Councilor Juntunen seconded by Councilor Sarvela. TH 73 Trail Change Order #1, Ulland Brothers  Motion to approve Change Order #1 in the amount of $5,962.43 by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. G. TH 73 Trail Pay Application #1, Ulland Brothers  Motion to approve Pay Application #1 in the amount of $478,335.26 by Councilor Juntunen, seconded by Councilor Sarvela. H. 4th Street Engineering Services Agreement, SEH  Motion to approve 4th Street Engineering Services Agreement by Councilor Juntunen, seconded by Councilor Sarvela. City General Fund Power Fee Proposed Rate Increase  Administrator Bloom discussed the proposed General Fund Power Fee rate increase to 0.0075.  Councilor Sarvela discussed  Councilor Juntunen expressed he supports the rate increase; this fee is a means of collecting from the entities with whom do not carry the property tax burden in Moose Lake.  Councilor Lower expressed concern inflation in the coming year will impact local families and individuals on a fixed income and is hesitate to act on this now.  Consensus reached to pursue the rate increase of the City General Fund Power Fee. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. J. Moose Lake Windemere Sanitary Sewer District Agreement Amendment  Administrator Bloom shared a meeting occurred with the MLWSSD and the Agreement Amendment was presented. The District will review and this topic will be addressed again upon review. K. Community Center Rooftop Unit  Motion to approve bid in the amount of $16,911.00 by Region Air Light Power & Heating by Councilor Juntunen, seconded by Mayor Shaw. Vote: Yes – Sarvela, Juntunen, Lower. No – 0. L. Ellissa Owens, Contract Approval The City Council of the City of Moose Lake will meet in closed session pursuant to MN Statutes section 13D.05 subd. 2(a) to have a personnel discussion. The meeting will take place in the Council Chambers of the Community Center at 313 Elm Ave. Following the closed session, the council will re-convene in open session pursuant to the posted agenda for that date and time and during such open session summarize its conclusion and make any motions.  Motion to close meeting by Councilor Sarvlea, seconded by Councilor Juntunen.
