PRESENT: Mayor Ted Shaw, Councilor Walter Lower, Councilor Doug Juntunen, Councilor Greg Sarvela,

A. Police Chief Report
a. Department Report October 2021
✦ Administrator Owens reported in Chief Darren Juntunen’s absence.
✦ Administrator Owens reported October calls for service totaled 209 calls.
B. Public Works Superintendent Report - Superintendent Entner
a. Department Report October 2021
✦ The water department distributed 6.0 million gallons of drinking water in the month of October,
which was a huge change from the last two months.
✦ The sewer department collected 9.6 million gallons of wastewater during the month of October.
✦ Hydrants have been flushed.
✦ Water/sewer repair completed on Second Street.
✦ Pothole filling will continue on a monthly basis.
✦ Lift station checks started today, will be completed by Monday.
✦ Road patching has been completed.
C. City Engineer Report - Superintendent Entner
a. Monthly Update Meeting Minutes
✦ The Water Tower Project is complete.
✦ Hwy 73 Trail is halted for the winter, will begin again in the spring.
✦ The Wells and Pumping Facility Project Protection Plan is being updated.
✦ The Sewer Lining Project is complete along with the manholes.
✦ Mayor Shaw will again reach out to the Moose Lake Department of Corrections to arrange a meeting
which will include Representative Sundin. The earliest this would take place would be December.
D. Technology / Library Report - Administrator Owens
✦ Administrator Owens stated she will be working with Rory Butkiewicz on updating the City websites.
E. Motor Vehicle Report - Karen Dahlen
✦ Karen stated the DMV will begin to proctor. This was affirmed yesterday. The supervisor
needs to come audit the office before we can actually take that on. People will be able to
come in to do permit testing which will be $10 per test so some revenue will be coming in.
✦ The Duluth office will come down again starting the end of Jan/Feb to do testing at the Depot
again doing both written test and road exams.
✦ Also getting new credit card machines; Karen attended the MDRA meeting in September and
learned of another company that will furnish the credit card machines at no cost and also
furnish paper. They are coming Friday to do an inspection of the office and building first.
✦ Time change of DMV hours of operation will be extended to 3:45p.m., adjusting hours as
right now they close at 3:00p.m. and 4:00p.m. is the ultimate goal to be done with business
for the day. Hours will be updated on the City’s website and Karen will notify the State.

A. Public Works Department Part-Time Seasonal Hire
✦ Administrator Owens stated we have 4 snowplow routes, 3 workers; one seasonal summer care temp worker
is leaving. Looking to try a seasonal position in winter to help with snow removal and cut down on overtime.
Mayor Shaw stated this was budgeted last September. Superintendent Entner stated this would be an on-call
position, watching the weather. Mike Moonen is the individual they have in mind; he is retired from the ML
DOC and Counsilor Huso states he would be a very good asset to the City.
✦ Motion made to hire Mike Moonen as part time seasonal hire by Councilor Huso, seconded by
Councilor Lower. Vote: Yes - Lower, Juntunen, Sarvela, Huso. No - 0.
B. 2021 Sanitary Sewer Lining Project Service Lateral Collapse
✦ Superintendent Entner stated there was an issue with a sewer service collapse and walked the Council through
this issue. Superintendent Entner stated they went out and fixed the issue. It is the Superintendent Entner and
the Engineer’s opinion that this bill is not the responsibility of the City, should be the individual
homeowner’s. The bill is $1750 for the 15-foot issue that had been fixed.
✦ Motion made to charge the individual for this bill of $1750 and include the City’s cost with no
additional charge by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes - Lower,
Juntunen, Sarvela, Huso. No - 0.
C. 2021 Sanitary Sewer Lining Project Pay Application #2, Insituform Technologies USA, LLC
✦ Motion made to approve Pay Application #2 in the amount of $90,066.18 by Councilor Huso,
seconded by Councilor Sarvela. Vote: Yes - Lower, Juntunen, Sarvela, Huso. No - 0.
D. TH 73 Trail Change Order #2, Ulland Brothers
✦ Motion made to approve Change Order #2 in the amount of $15,590.60 by Councilor Huso, seconded
by Councilor Juntunen. Vote: Yes - Lower, Juntunen, Sarvela, Huso. No - 0.
E. TH 73 Trail Pay Application #2, Ulland Brothers
✦ Motion made to approve Pay Application #2 in the amount of $306,018.04, by Councilor Sarvela,
seconded by Councilor Huso. Vote: Yes - Lower, Juntunen, Sarvela, Huso. No - 0.
F. Water Tower Rehabilitation Project Pay Application #4, Central Tank Coatings
✦ Motion to approve Pay Application #4 in the amount of $4593.60 by Councilor Juntunen, seconded
by Councilor Lower. Vote: Yes - Lower, Juntunen, Sarvela, Huso. No - 0.
G. Water Tower Rehabilitation Project Acceptance

H. City Administrator Overtime Discussion.
✦ Mayor Shaw stated when the new Administrator steps into the position they have to do both jobs which are
time consuming. Mayor Shaw requests we pay Administrator Owens overtime pay retroactive to when she
took over the position - for a 6 month time period. This gives time for training, etc.
✦ Motion made to approve overtime pay for Administrator Owens from the date she took over as City
Administrator and extending for 6-months by Councilor Huso, seconded by Councilor Juntunen.
Vote: Yes - Lower, Juntunen, Sarvela, Huso. No - 0.
I. The Home Run Club Field Request - Request to use the Little League Field for this next season.
✦ Chris Meyer stated they were given the option of using the old Varsity baseball field, which will need major
upgrades and there is not enough time or funds to get that accomplished for this next season. Requesting one
more year to use the Little League Field to allow the kids to be able to utilize the appropriate field for their
age level.
✦ Mayor Shaw stated this had been presented to the Park Board who approved to be presented to the City
Council. Councilor Huso stated they should be able to use it for as long as the timeline allows.
✦ Consensus given by City Council for use of the Little League Field for the following season/year.
J. Farmer’s Market Organization Update
This item will be carried over to next month’s agenda.
K. Deputy Clerk/Finance Director
The City Council of the City of Moose Lake will meet in closed session pursuant to MN Statutes section 13D.05 subd.
2(a) to have a personnel discussion. The meeting will take place in the Council Chambers of the Community Center at 313
Elm Ave.
Following the closed session, the council will re-convene in open session pursuant to the posted agenda for that date and
time and during such open session summarize its conclusion and make any motions.
