MOOSE LAKE CITY COUNCIL
Wednesday, December 8, 2021, 4:00 pm; City Hall
PRESENT: Mayor Shaw, Councilor Greg Sarvela, Councilor Doug Juntunen, Councilor Kris Huso.

188 calls for service for November.
Yearend training complete.
B. Public Works Superintendent – Phil Entner

b. Service Agreement Reports
Snow and ice removal has begun.
Water Department distributed 4.6 million gallons of drinking water for the month of November.
Looking into a valve distribution program.
Sewer Department collection system collected 9.6 million gallons of waste water for November.
Lift station checks – looked at twice a year. Lot of information presented to the Council.
Street Department continues to fill potholes.
Superintendent Entner attended MN Rural Water Training – topic was Asset Management.
Fourth Street reconstruction project, locating underway.
C. Technology / Moose Lake Public Library – Director Laura Helwig
a. Department Report November 2021
Library has been pretty quiet.
Take and Make programs happening at the Library. No in person programs happening right now.
D. Motor Vehicle – Karen Dahlen
a. Department Report November 2021
Written Exams have started.
Duluth Examiners to be coming down beginning of February – still uncertain, however, due to short staff.
New credit card machines are installed.
Each station has a money till, working easier to close out at the end of the day.
E. Municipal Liquor Store – Manager, Elaine Hennager
a. Department Report November 2021
Municipal doing well compared to 2020. Staffing has not been an issue.
Preparing for inventory.
F. City Engineer – Superintendent Entner
a. Monthly Update Meeting Minutes
Hwy 73 Project will continue in the spring.
Snowmobile/ATV Trail – conflict with crossing of the snowmobile trail with the new walking trail. Could
the snowmobile use a small spot temporarily to cross – Superintendent advised. A portion of the trail will
be relocated next year to adjust this issue.
G. Chamber of Commerce Updates – Administrator Owens
Chamber Annual Meeting January 15 at Depot. Rustic Diner will cater from 6-8 pm dinner.
Ice Bocce February 5.
Strategic planning process will be undertaken to be as efficient and effective as the Chamber can be.

Motion made to approve the General Fund Revenue and Expenses as outlined in the presentation

Motion made to approve the Debt Service Funds by Councilor Huso, seconded by Councilor

Motion made to approve a 15% percent Water Rate increase by Councilor Juntunen, seconded by

Motion made to approve the Water Fund Revenue and Expenses as outlined in the presentation by

Motion made to approve a 2% percent Sewer Rate increase by Councilor Huso, seconded by

Motion made to approve the Sewer Fund Revenue and Expenses as outlined in the presentation by

Motion made to pay Application #3 for the amount of $13,292.87 by Councilor Huso, seconded by

E. Water Tower Rehabilitation Project Pay Application #5, Central Tank Coatings
Motion made to pay Application #5 for the amount of $29,741.40 by Councilor Sarvela, seconded

F. 2021 Sanitary Sewer Lining Project Pay Application #3, Insituform Technologies USA, LLC
Motion made to pay Application #3 for the amount of $2,446.44 by Councilor Huso, seconded by

G. 2022 Arrowhead Transit Service Agreement
Motion made to approve the 2022 Arrowhead Transit Service Agreement by Councilor Juntunen,

H. 2021 CliftonLarsonAllen LLP Audit Engagement Letter
I. Tax-Forfeited Land Sale
Carlton County Land Department notified City of a forfeited parcel. Looking for approval or disapproval
for sale of the parcel.
Motion made to approve the tax-forfeited land sale by Councilor Sarvela, seconded by Huso.
Vote: Yes – Sarvela, Huso, Juntunen. No – 0.

K. League of Minnesota Cities Loss Control Field Visit
Administrator Owens and Superintendent Entner met with a representative from the League of MN Cities.
They learned that due to the number of employees the City has, a Safety Committee must be established.
This new committee will be brought forward to the City Council meeting in January 2022.
L. 2022 Annual Appointments
Administrator Owens vacancies will be posted on City website, Facebook, Chamber sites. This will be
presented at the January 2022 City Council meeting.

A. Park Board Regular Meeting Minutes – December 6, 2021
Barney addressed Council requesting the City put up Service flags along with the American Flags, and
Barney has purchased approximately 90 Service flags.
Consensus given by City Council. Thank you Barney.
Farmer’s Market would like to go under the MN Farmer’s Market guidelines, currently they are under
their own guidelines. Non-profit organization would be formed and they would like the City to be aware
of this and give blessing to reorganize under the MN Farmer’s Market. Prior agreement was presented to
the Council and there were some updates that needed to be made. Mayor Shaw presented these changes to
the Council.
The new Resolution will be drafted and brought back to the City Council.
Mayor Shaw stated the totem pole seems to be too far gone to repair due to rot. Mayor Shaw stated he
was going to speak to the Historical Society to see if this was something they would be interested in.
Councilor Sarvela stated he would bring this to the Historical Society.
