MINUTES REGULAR MEETING MOOSE LAKE CITY COUNCIL Wednesday, August 10, 2022, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Council Members; Kris Huso, Walt Lower III, Doug Juntunen, Greg Sarvela, City Administrator Ellissa Owens, City Superintendent Phil Entner, Chief of Police Darren Juntunen, Deputy Clerk Ryan McKeon, Administrative Assistant Taylor Hansberry 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda Motion made to approve the Agenda by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Huso, Lower, Juntunen, Sarvela. No – 0. 2. CONSENT AGENDA A. Minutes 1. Regular City Council Meeting – July 13, 2022 Motion made to approve the Regular City Council Meeting Minutes from July 13, 2022 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Huso, Lower, Juntunen, Sarvela. No – 0. B. Financial Reports 1. City Accounts Payable – June 2022 2. City Accounts Payable – July 2022 3. City Financial Statements – June 2022 4. City Financial Statements – July 2022 5. Liquor Store - Profit & Loss Statement – June 2022 6. Liquor Store – Profit & Loss Statement – July 2022 Motion made to approve the Financial Reports by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Huso, Lower, Juntunen, Sarvela. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report July 2022  230 total calls for July  Agate Days went very well.  National Night Out was a big success – thank you to all the businesses as well as those who donated.  New AEDs have arrived.  Active Deadly Threat training took place yesterday.  MN Statewide ATV Strategic Planning Meeting – Chief Juntunen attended. B. City Superintendent a. Department Report July 2022  Water Department distributed 6.0 million gallons of water in July.  GIS mapping system is going to start beginning of September.  Sewer Department collected 12.1 million gallons of wastewater in July.  Lining project; cleaning portion is completed. Majority of construction is yet to happen.  Bridge lift station has had some mechanical issues; one pump failed completely and the other pump is on its way out. Currently, two loaner pumps are in place. The effluent grinder at that station looks as if it took a lightening strike or power surge. Phil is currently looking into repair options.  Generator scheduled maintenance was done last month.  Street Department; pothole filling is being done monthly. 16 tons of blacktop was patched as of yesterday. 4th Street road project is underway and currently 2.5 weeks ahead of schedule.  Equipment; 450 CAT loader warranty work will be completed at the end of the month.  Cemeteries/Campground/Park; Punch list for maintenance is a continuous working document. Burials happening on a regular basis. Columbarium quotes to follow. Campground is business as usual. C. Municipal Liquor Store a. Department Report July 2022  Ryan spoke for Elaine Hennager. Handheld devices; Aug 1-8 net over $2000. These devices are working well. D. Technology/Library Department a. Monthly Update  Administrator Owens has been working with Rory Butkiewicz to obtain quotes for technology. Complains about sound system.  Reptile show went very well. E. City Engineer a. Monthly Update – August 3, 2022 Meeting Minutes  Administrator Owens mentioned the finalization of reimbursement request for DNR for Hwy 73 trail. Full reimbursement received.  Working with Genesis and Engineer Group regarding rates/rental to establish those terms. F. Chamber of Commerce Updates a. Monthly Update  Administrator Owens stated the Wine and Dine event went well.  Triathlon and Brewfest events coming up.  Agate Days analysis being performed to see if any changes should be made. 5. PREVIOUSLY DISCUSSED BUSINESS A. Mill & Overlay Discussion & Quotes  Two quotes were obtained as requested.  Mayor Shaw suggests each Council member take a drive through the areas addressed in these quotes. This is information at this time. B. DOC/MSOP Joint Project Update  Engineer group took a look at the portion of sewer line relevant to State facilities. No monies are readily available at this time. Administrator Owens will continue to look into this and move forward. 6. NEW BUSINESS A. Administrative Assistant - Taylor Hansberry Introduction  Administrator Owens introduced Taylor Hansberry. Taylor then told us a little bit about herself. Welcome Taylor! B. TH 73 Trail Project – Carlton County Pay Application No. 7 Motion made to approve Pay Application No. 7 by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Huso, Lower, Juntunen, Sarvela. No – 0. C. 4th Street Reconstruction Project – Veit & Company, Inc. Pay Application No. 1 Motion made to approve Pay Application No. 1 by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Huso, Lower, Juntunen, Sarvela. No – 0. D. 2022 Sewer Lining Project – Insituform Technologies USA, LLC Pay Application No. 1 Motion made to approve Pay Application No. 1 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Huso, Lower, Juntunen, Sarvela. No – 0. E. Lift Station Pumps Quotes  Two quotes received from Minnesota Pump Works. MSOP, Sewer District and the City are all users of these pumps and calculation will be done so these three entities contribute to the cost. Motion made to approve the quote #QTE002039 from Minnesota Pump Works not to exceed $60,000 and to proceed with trying to share cost with the 3 entities by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Huso, Lower, Juntunen, Sarvela. No – 0. F. Manhole Lining Quotes Motion made to accept the quote from EverLast Rehab for the amount of $8920.00 by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Huso, Lower, Juntunen, Sarvela. No – 0. G. Columbarium Quotes  Consensus given by Council to accept the gray/black columbarium. H. Administrator Owens Memo – Policy Recommendation  This was well received by Council and consensus given to move forward. I. August Working Meeting  Date has been scheduled for Monday, August 22, 2022 at 10 a.m. J. Project Schedules & Communications  Mayor Shaw stated bids have been going out too late (April); better communication needs to happen so bids can be sent out earlier in the year. Mayor Shaw states projects should be looked at in September. This topic was informational. K. Temporary On Sale Liquor License for Chamber for Brewfest at Depot Motion made to approve the temporary on sale liquor license for the Chamber for the Brewfest at the Depot by Councilor Juntunen, seconded by Councilor Lower.
