Water Department:
1. The water department, distributed 6.1 MG month of Aug (6.0) July
2. GIS Mapping system is underway
a. Starting with clarifying existing GPS data collected by previous Engineer
3. Hydrant removal scheduled this month at 2nd and Douglas
4. Replace gate valve on Industrial Road.
Sewer Department:
1. Collection system
a. 11.36 MG in the month of Aug (12.2) July
2. Lining project is complete
a. Waiting for televising results
3. Campground lift station is getting lined the first week in Oct. MDH Grant
Street Department
1. Pot hole Filling
a. Being done monthly
2. Black Top patching
a. Couple spots left yet this year.
3. Ped ramp at 2nd street and Elm Ave is complete.

4. 4 Street road project is under way
a. 4th Street is about 90 % complete.
i. Restoration and tree planting is happening this week.

5. Equipment

Cemeteries / Campground/ Park
1. Park
a. The punch list for maintenance is a continuous working document
2. The Cemeteries
a. Columbarium burial
i. Foundation is complete
ii. Flat work is about half completed.
b. Delivery is scheduled for Nov.
3. Campground
a. Business as usual
b. Will be shutting down the first week of Oct.
c. Campground lift station lining will happen the week after we are closed.
4. Arena
a. Mike and his crew are starting some of the pre-hockey season maintenance things needed
C. Municipal Liquor Store
a. Department Report August 2022
44,000 items sold since January.
In July a 3.5% transaction fee implemented on all credit card transactions.
D. Technology/Library Department
a. Audio Equipment Quotes
Rory Butkiewicz presented the quotes from ARS and AVI.
Rory’s recommendation is to prioritize to try to get the mics working and upgrade from there as well as
purchasing a couple of cameras as Rory is currently using his own camera since 2019. Administrator Owens
stated the City will be purchasing a camera as we should not have been relying on Rory’s personal camera all
these years.
Motion made to accept the quote from ARS for the amount of $9891.00 using the funds within the
$125,000 capital fund by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Huso,
Juntunen, Sarvela, Lower. No – 0.
Ryan spoke regarding the Library Department, August was the busiest month so far in 2022.
Laura is going to the Barnum Schools talking to the children about obtaining a library card.
Winter reading program will begin.
E. City Engineer
a. Monthly Update – September 7, 2022 Meeting Minutes
Lots of agenda items at these meetings.
Flow Data discussed with the City Engineers – a memo will be released.
City Engineers will reach out to DOC and MSOP regarding updating infrastructure.
GIS Mapping Update – current data will be reviewed and cost effective data pursued.
73 Trail Project – meeting next week with Uhland and SEH. Punch list will be gone over in detail.
F. Chamber of Commerce Updates
a. Monthly Update
Administrator Owens stated the Chamber reported the Wine and Dine event as well as the
Triathlon was a huge success.
Raffle will take place on October 12 through the Chamber, winner drawn on October 12 at
Brewfest.

A. MLWSSD Communication – Sand Lake Resort Connection Request
Information establishing a chain of command.

A. 4th Street Reconstruction Project – Veit & Company, Inc. Pay Application No. 2
Motion made to approve Pay Application No. 2 by Councilor Huso, seconded by Councilor Lower. Vote:

Motion made to approve Change Order No. 2 by Councilor Juntunen, seconded by Councilor Sarvela.

C. Wells 3 & 4 Pumping Facility – Lakehead Constructors, Inc. Pay Application Final
Motion made to approve Final Pay Application by Councilor Huso, seconded by Councilor Juntunen.

D. 2022 Sewer Lining Project – Insituform Technologies USA, LLC Pay Application No. 2
Motion made to approve Pay Application No. 2 by Councilor Juntunen, seconded by Councilor Sarvela.

E. Pedestrian Ramp Discussion
Administrator Owens stated the City received a phone call from a resident regarding the sidewalk by the
post office needing a pedestrian ramp. This was well received and a ramp was constructed by the City’s
Streets Department. Administrator Owens recommends the City budget for one of these per year.
Consensus given to budget a pedestrian ramp yearly.
F. Water Theft Discussion
Resident complaint that others are taking water from the City Park. Phil stated the water in the
park/campground is not metered. Multiple people are coming in to get water. Mayor Shaw recommended
the possibility of putting a restrictor attachment on the spickets. Consensus given for Phil to look at this
possibility.
G. Public Works – Seasonal Part-Time Laborer Discussion
With the addition of the trail, more snow blowing/snow plowing scenarios had to be looked into. The
current summer part-time employers have CDL licenses. Phil asking to keep one of the current part time
employees on staff on an as-needed basis. Councilor Huso stated this would be cheaper than overtime.
Consensus given to keep Todd Hoadley on staff on an as-needed basis.
H. Oak Lake RV – Permanent Easement Discussion
Administrator Owens presented the email dialogue she had with Oak Lake RV and opened up for
discussion. Administrator Owens will move forward with obtaining the value of the entrances into Oak
Lake RV and bring back to the Council for further discussion.
I. 700 Folz Blvd Discussion
Administrator Owens presented an email regarding the interest of Pete and Sarah Thompson in purchasing
this vacant lot. This will need to be presented to the Planning Commission as well.
Motion made to move forward with the sale of this vacant lot for the amount of $10,319.75 by Councilor
Juntunen, seconded by Councilor Lower. Vote: Yes – Huso, Juntunen, Sarvela, Lower. No – 0.
J. Temporary On-Sale Liquor License – Moose Lake Brewing Co
Motion made to grant the temporary on-sale liquor license to Moose Lake Brewery Co by Councilor
Huso, seconded by Councilor Lower. Vote: Yes – Huso, Juntunen, Sarvela, Lower. No – 0.
K. Carlton Soil & Water Conservation District & Moose Lake City Gardeners- Pollinator Pocket Project

L. Essentia Health – FY 2023-2025 Community Health Needs Assessment

M. Edible Cannabinoid Product Moratorium Discussion
Administrator Owens stated the moratorium could be established up to 12 months. The City Attorneys
would need to be involved going with the moratorium. Otherwise, the City could just go ahead with their
licensing procedures. At the bare minimum a licensing process needs to be in place.
Councilor Juntunen recommended the City wait for a month or two and see what other surrounding cities
are doing before the City spends the money on Attorneys for a moratorium.
This agenda item will be placed on October and/or November City Council meeting agenda as well.
N. City of Moose Lake Electric Utility Rate Discussion
Joint meeting with Water and Light Commission was had discussing the City paying their electric utility
bills to Power and Light and impact this has on contributing to the levy increase. By increasing the general
rate, this also increased the City’s usage rate pretty significantly. Additional joint meetings will be ongoing.
O. 2023 Budget Presentation
a. Set Initial Levy
Administrator Owens presented to the Council. Administrator Owens recommends 12% levy increase at
this time.
Motion made to set the initial levy at a max amount of 12% by Mayor Shaw, seconded by Councilor
Sarvela. Vote: Yes – 0. Motion fails.
Motion made to set the initial levy at a max amount of 7% by Councilor Sarvela, seconded by Mayor
Shaw. Vote: Yes – Sarvela, Juntunen, Mayor Shaw. No – Huso, Lower. Motion passes.
