REGULAR MEETING
June 4, 2024
Regular Meeting: June 4. 2024: The regular meeting of the Common Council of the City of Morgantown was held in the Monongalia
County Commission Chambers on Wednesday, June 4, 2024, at 7:02 pm.
The meeting was called to order by Mayor Selin.
Present: City Manager Kim Haws, Assistant City Manager Emily Muzzarelli, City Clerk Christine Wade, City Attorney Ryan Simonton,
Mayor Jenny Selin, Deputy Mayor Joe Abu-Ghannam and Council Members: Bill Kawecki, Louise "Weez" Michael, Danielle Trumble,
Dave Harshbarger, and Brian Butcher.
Approval of Minutes: May 21, 2024, Special Meeting minutes; May 21, 2024, Regular Meeting minutes; May 28, 2024, Special
Meeting minutes; May 28, 2024, Committee of the Whole Meeting minutes were approved as printed, by acclamation.
Correspondence:
Mayor Selin presented a proclamation to LGBTQI+ Liaison Ash Orr & Human Rights Commission Chair Annie Cronan-Yorick,
proclaiming June 2024 as LGBTQI+ Pride Month.
Public Hearing: An Ordinance amending FY 2023-2024 Annual Budget of the City of Morgantown as shown in the revised budget
attached hereto and made a part of this Ordinance as the same applies to the General Fund
Mayor Selin declared this Public Hearing Open.
Annie Cronin-Yorick asked a question regarding the Human Rights Commission monies, if they carry-over from year to year.
There being no other appearances, Mayor Selin declared the Public Hearing closed.
Unfinished Business:
An Ordinance amending FY 2023-2024 Annual Budget: The below entitled Ordinance was presented for second reading.
An Ordinance amending FY 2023-2024 Annual Budget of the City of Morgantown as shown in the revised budget attached hereto
and made a part of this Ordinance as the same applies to the General Fund
City Manager Kim Haws explained. No discussion. Motion by Councilor Harshbarger, second by Councilor Kawecki, to approve
the above-entitled Ordinance. Motion carried 7-0.
Boards & Commissions:
Motion by Deputy Mayor Abu-Ghannam, second by Councilor Trumble, to reappoint, by consensus, Lola Contreras to the Sister Cities
Commission for another 3-year term.
Public Portion:
Mayor Selin declared the Public Portion open.
Lindsay Jacobs spoke on current suggestions for assisting the homeless.
Annie Cronan-Yorick spoke on the Municipal Equality Index (MEI) and is asking for data to complete that.
Erin Shelton asked for assistance with the homelessness issue.
There being no other individuals who spoke, Mayor Selin declared the public portion closed.

A. Consideration of APPROVAL of (First Reading) of An Ordinance naming "Mundy's
Alley"
B. Consideration of APPROVAL of (First Reading) of An Ordinance providing for the
Zoning Reclassification of a parcel of real estate in the Seventh Ward of the City of
Morgantown, Tax District 15, Tax Map 6, Parcel 18, commonly known as 440
Drummond Street from a PRO, Professional Office and Residential District to a R-3,
Multi-Family Residential District amending Article 1331 of the Planning and Zoning
Code of the City of Morgantown as shown on the exhibit hereto attached and declared
to be a part of this Ordinance as if the same were fully set forth herein
C. Consideration of APPROVAL of (First Reading) of An Ordinance providing for the
Zoning of a certain portion of real estate to be annexed into the Sixth Ward of the City
of Morgantown upon final order from the Monongalia County Commission as B-2,
Service Business District by amending Article 1331 of the Planning and Zoning Code
of the City of Morgantown as shown on the exhibit attached and declared to be a part
of this Ordinance as if the same were fully set forth herein
D. Consideration of APPROVAL of (First Reading) of An Ordinance amending the
Zoning Code to establish a Use Classification for Smoke Shop or Tobacco Store,
establish definitions related to the use, and provide for Permitted Uses and
Supplemental Conditions related to the Use and Related Defined Terms
E. Consideration of APPROVAL of (First Reading) of An Ordinance establishing
Compensation for Members of the Common Council of the City of Morgantown
F. Consideration of APPROVAL of (First Reading) of An Ordinance Annexing Property
of Bruceton Farm Service, Inc. into the City of Morgantown
