Morgantown Municipal Green Team
May 7, 2018 Meeting
Attendees: Joe Kanosky (NETL) and Jim Kotcon (Energy Chair)
Excused for personal reasons: Holly Purpura, Joey James, Karen Kalafat, Pam Cubberly, & Jing Zhang
Note: Due to low attendance, the following are only brief notes taken at the meeting.
I. Updates and old business
Recycling:
FODC does not yet have a recycling intern. After a brief discussion, further action was tabled until Holly
gets back.
Public Education
Pam Cubberly is reviewing Green Team-related Web pages on the City website, and will report back at
the June meeting.
Climate Action Plan
A funding request was sent around, and there may be interest. In any event, Jim Kotcon would like to
get a plan to report to the City by the end of July.
LED Study
Joe has requested the final report from Abby Cayton regarding the LED study and the Mon health energy
audit.
Communications
Pam is working with Andrew Stacy to update City Web pages and the cover photo for Green
Morgantown.
II. New Business
Hydropower Dam

October 9, 2018
The WV Department of Environmental Protection (DEP) reports they have reached a memorandum of
agreement (MOA) on the issues related to their 401 Certification for the proposed hydropower dam.
The Federal Energy Reglatory Commission (FERC) had denied DEP’s requirements, claiming it was
received past the deadline. DEP says they disagree with the FERC position, but because they have
achieved their goals through the MOA, they will not appeal this decision to the Court of Appeals.
Joe Kanosky noted that the National Energy Technology Laboratory (NETL) will host a conference by the
American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE) in September
2018. Joe Kanosky will keep the team informed.
Jim Kotcon reported on the WV Solar Congress, which described very rapid progress in both electric cars
and battery technology.
III. Adjournment and Next Meeting
The meeting adjourned at 6:20pm. The next meeting will be held on Monday, June 4, 2018, at the
Morgantown Public Library, Conference Room no. 2.
