MORGANTOWN PUBLIC LIBRARY Approved 05.16.2019 Minutes of the Regular Meeting April 25, 2019 Present: Absent: Also Present: Others Present: Sue Carpenter Sarah Palfrey Linda Durfee Kelly Funkhouser Janet Paine Judy Panagakos Penny Pugh Call to order The Regular meeting of the Board of Trustees of the Morgantown Public Library convened at the Morgantown Public Library, on April 25, 2019. The meeting convened at 9:11 am, Linda Durfee, President presiding, Kelly Funkhouser, secretary. Approval of the Minutes of the March 21, 2019 Regular Meeting The minutes of the e-vote were approved as presented. The regular minutes were approved as corrected. PUBLIC FORUM - None CORRESPONDENCE AND COMMUNICATIONS  A thank you note from the Aull Center for the gift of chocolate covered strawberries given on National Library Workers Day was shared with the Board of Trustees.  The Paul A. Atkins, Jr. bequest was discussed.  The Jean Seibert bequest was discussed. REPORTS OF COMMITTEES/OFFICERS A. President – Linda Durfee enjoyed attending Cupcakes and Conversation at the Cheat Area Public Library. Linda reported that the documents for the review of the Library Director were approved. B. Treasurer – No report. REPORT OF THE LIBRARY DIRECTOR  Sarah Palfrey attended the Computers in Libraries Conference. This year’s theme was Community Engagement in the Digital Age.  West Virginia Library Commission is discussing moving to cloud hosting of data. The state consortiums are invited to Charleston to discuss this next week.  Morgantown Seed Preservation Library – Sarah Palfrey reported that the startup grant fell through. The main contact is Mehmet Oztan, Assistant Professor on a part-time basis in the Department of Geology & Geography at WVU. A seed swap is planned for the fall.  A WVU Entrepreneurship Class presented their final project on Waterfront development. The class has been fully educated on libraries.  Facilities Updates: o Clinton District Public Library – The parking area has been graveled and potholes repaired. Sarah Palfrey and Darrin Baker, Facilities Manager, evaluated the Clinton District Volunteer Fire Department property for possible relocation of library. o Cheat Area Public Library – A door seal has been replaced and a downspout repaired. o Clay Battelle Public Library – A number of small projects have been addressed. Sarah Palfrey has Board Minutes – April 25, 2019 – Page 2 discussed step repair with the County Commission and has requested a work session with them. Another possibility is the Blacksville Improvement Group who are planning a sidewalk improvement project. Circulation and program attendance has been increasing for the last six months.  Morgantown Public Library will be closed on May 17, 2019 for a NorLN meeting to accommodate approximately 75 people.  Crystal Lang has given birth to Gwendolyn Claire. Amanda Young has been hired as a temporary placement.  Karen Goff, Executive Secretary of the West Virginia Library Commission, reports changes to assignments of affiliate libraries to service center libraries. The Louis Bennett Public Library has been assigned to the Morgantown Service Center. Potentially two or three more affiliates could be assigned to the Morgantown Service Center. The assignments should be finalized by July 1.  Statistics reports were distributed. Numbers are up for weeding, Clay-Battelle Public Library’s circulation of children’s materials is increasing, and circulation for Hoopla and RB Digital magazines are increasing.  Cupcakes and Conversation feedback was discussed. The Board received positive feedback in regards to the leadership of the director. UNFINISHED BUSINESS  Proposed Lease – Arnettsville – no report.  Clinton District Public Library – discussed under Report of the Library Director.  Sick Leave Reimbursement – recommendations were distributed and discussed.  Levy Awareness – Justin Raines, a grass roots organizer, is a potential speaker for a committee meeting.  Analytics on Demand – Sarah Palfrey distributed handouts from Gale. Karen Goff is looking into helping with the cost. Penny Pugh moved that Friends money be used to acquire a subscription to Gale Analytics including branch in-site for 2 years to take advantage of the discount unless it locks in 2 years without cancellation. Sue Carpenter seconded the motion. The motion passed. NEW BUSINESS  National Library Week Open House Results – See Director’s Report  Literacy Volunteers of Monongalia and Preston Counties – The group approached Sarah Palfrey looking to increase the libraries partnership since funding has been decreasing and their Executive Director is stepping down. The library will help by publicizing the Executive Director’s position. BOARD COMMENTS  Judy Panagakos attended the Native Bees of West Virginia program.  Penny Pugh visited the Cleveland Public Library. EXECUTIVE SESSION – Personnel Sue Carpenter moved that the Board of Trustees move into Executive Session. Penny Pugh seconded the motion. Motion passed. The Board entered into executive session at 11:54am. The meeting reconvened at 12:10 am. ADJOURNMENT – The meeting adjourned at 12:10pm.
