MORGANTOWN PUBLIC LIBRARY Approved August, 20, 2020 Minutes of the Regular Meeting July 16, 2020 Present: Absent: Also Present: Others Present: Sue Carpenter Sarah Palfrey Meredith Hartery Kelly Funkhouser Judy Panagakos Penny Pugh Linda Durfee Call to order The regular meeting of the Board of Trustees of the Morgantown Public Library convened via Zoom Video Conferencing on June 18, 2020. The meeting convened at 9:06 am, Judy Panagakos, President presiding, Kelly Funkhouser, secretary. Approval of the Minutes ● June 18, 2020 - Annual Meeting – The minutes were approved as presented. This motion passed unanimously. PUBLIC FORUM ● None CORRESPONDENCE AND COMMUNICATIONS ● None REPORTS OF COMMITTEES/OFFICERS A. President – None B. Treasurer – Financial statements for June 30, 2020 were discussed and filed for audit.  Approval of Checks - Penny Pugh made a motion to approve the checks as presented. Sue seconded the motion. Motion passed. REPORT OF THE LIBRARY DIRECTOR & BRANCH UPDATES  Water leakage into the basement of Morgantown Public Library was discovered Monday afternoon. There was also water in the sub-basement not coming from any identifiable source. The domestic water in house has been turned off. Also, the fire suppression had to be turned off. The Morgantown Utility Board, City Heating and Cooling, and Commercial Builders are working on the problem. Damian Davis, City Engineer, believes the low point in the road is the problem. The Morgantown Public Library is closed until water is restored.  The repair of the air handling unit is delayed until next weekend. The unit is still in Texas due to shortage of truck drivers.  There have been changes to our website: Corina Chang, Shelby Donnelly, and Sarah Scharf have added a new book carousel. The 30 books will be changed every two weeks. Corina will now work on a news bar to feed to the actual news.  Story trails – Direct Results agreed to supply signs and they have been received – Cathy McMaster and Ruth Godfrey are assembling a story trail that will go up next week around the building at the Arnettsville Public Library. We are also working with Krepps Park and Mason- Dixon Historical Park. Mason-Dixon Historical Park has a fairy house trail and the library system is searching for a fairy book to use as a story trail leading up to their trail. The goal is Board Minutes – July 16, 2020 – Page 2 to promote reading, community activity, and the moving the library system from solely Facebook to additional mediums. Advertising is through mailing post cards.  Book delivery for home bound patrons – John Fox has increased hours to work on this to see if we want to work with some Group home settings  Sarah Palfrey received no branch updates. A branch meeting is scheduled for next week. UNFINISHED BUSINESS  COVID – 19 updates were discussed. The board recommends continue to evaluate on a case by case. Sarah Palfrey will continue to review the new city ordinance but not change any of the plan right now. NEW BUSINESS  Anti-Bullying policy needs to be in place per a City Ordinance. Discussion followed. Having a policy in place is very important, but not most urgent at this point.  Collection Development Policy was discussed. We are trying to update, staff to evaluate collection for inclusion and genres. This is a half-step forward toward updating the strategic plan. Ellen has written a draft of the Collection Development Policy that Sarah Palfrey is reviewing.  The Budget Adjustment was discussed. Meredith moved to approve the distribution as presented by Kelly Funkhouser. Motion passed. BOARD COMMENTS Judy Panagakos has been unable to work on the investment policy, is nearly finished with Sarah Palfrey’s review, and has been working on performance and appraisals best practices and will send out this out next month. Wowbrary has reviews and tell you if your library has that book – Sarah Palfrey said Wowbrary was reviewed last summer and not implemented. Sarah Palfrey will revisit this and revisit in the context of the merger to West Virginia Library Network. Penny Pugh forwarded two emails from Christine Wade to the Board. Sarah Palfrey will set up a library board email. Judy Panagakos will monitor this email and would like it forwarded to her personal email. Linda Durfee will request that email addresses from the city be included as a blind cc. Sarah Palfrey just received an update from Tim Ball - The domestic water is back on and new isolation valve for fire system should be installed by noon. Sarah Palfrey will reopen the library tomorrow. EXECUTIVE SESSION - None ADJOURNMENT – Penny Pugh moved to adjourn. The motion carried unanimously. The meeting adjourned at 10:23am. NEXT MEETING – August, 20 2020 at 9:00am - location to be determined.
