Minutes of the Regular Meeting October 21, 2021 Present: Absent: Also Present: Others Present: Sue Carpenter Penny Pugh Sarah Palfrey Linda Durfee Kelly Funkhouser Meredith Hartery Judy Panagakos Call to order The regular meeting of the Board of Trustees of the Morgantown Public Library convened via Zoom Video Conferencing on October 21, 2021. The meeting convened at 9:03 am, Judy Panagakos, President presiding, Kelly Funkhouser, secretary. Approval of the Minutes  September 16, 2021 - The minutes were approved as corrected. Sue Carpenter moved. The motion passed unanimously. PUBLIC FORUM – None CORRESPONDENCE AND COMMUNICATIONS – None REPORTS OF COMMITTEES/OFFICERS A. President – None B. Treasurer – 1. Financial Statements – Financials were reviewed and filed for audit. 2. Approval of Checks – Meredith Hartery moved that the checks be approved as presented. The motion passed unanimously. REPORT OF THE LIBRARY DIRECTOR & BRANCH UPDATES  September statistics were lower across the board. There was a dip in digital library statistics. Covid-19 numbers were high.  The City of Morgantown’s electrical work was done on time. When the electricity came back online, there were some in house problems. The West Virginia Office of Technology had to contact Frontier to have the system reset at Frontier, the telephone system was down – the hard drive would not start up again. The hard drive was replaced under a maintenance agreement. Sarah Palfrey is researching new telephone systems. The City uses Advantage for their phone system. Advantage also does IT management and networking. Advantage will be providing a quote for the telephone system. Sarah Palfrey is requesting a second quote on the structured cabling upgrade from Category 5 cables in the building to fiber optic.  Clay-Battle Public Library’s skirting/siding was replaced and completed.  Clinton District Public Library’s water heater had to be replaced.  The Aull Center is still waiting for delivery and installation of the new air conditioner. There has only been one of two units operating this summer. It is scheduled to be fixed next week.  Sarah Palfrey has attended the last two Main Street Economic Development meetings. Homelessness is a main topic.  Morgantown Public Library System is participating in Trunk Or Treat activities for Arnettsville and the Children’s Home Society.  English as a Second Language (ESL) families mixer is meeting tonight. Abby Cyphert and Sarah Palfrey are attending to promote the library system Board Minutes – October 21, 2021 – Page 2  Fall Festival at Jack Roberts Park will have a Story Walk and a library system promotion table.  The West Virginia Library Association’s Fall Conference was in person last week.  Sarah Palfrey talked last month with the Monongalia County Health Department about an IMLS Grant – Communities for Immunities for information distribution about vaccines and programs. This would include six counties in the region. Sarah has reached out to the libraries – two responded. General consensus was to not do it due to timing. It was suggested to perhaps have a series on disinformation instead.  There are no personnel vacancies at this time.  There are updates from Overdrive that were discussed at the WVDeli meeting. Overdrive has been buying a lot of companies recently. Some of the platforms are now integrated into Overdrive and no longer require a separate app. Kanopy’s cost is a per circulation video streaming service. Kanopy Kids is $5 for an unlimited usage during 30 days of streaming. WVDeli authorized individual libraries to contact schools regarding Sora which is the public school platform of Overdrive. If linked to WVDeli, the students could use their student id through Sora to access an age appropriate selection of materials. UNFINISHED BUSINESS  COVID-19 plan – 1. WVU is doing away with some of their masking requirements. City is requiring/recommending masking during meetings. 2. Everyone within the library system is looking for bigger areas for programming for the winter months. Possible indoor numbers for in person programming were discussed. Sarah Palfrey will prepare what it would look like at each location number-wise and the possibility of Covid exposure.  Investment Committee – Money has not been moved. We are working through snags and are not planning an Investment Committee meeting at this point NEW BUSINESS  Budget Adjustment – Sue Carpenter moved that the board approve the budget adjustments as presented. The motion passed. BOARD COMMENTS – Judy Panagakos – With the new (Morgantown Public Library System) app, it is easy to place and receive an interlibrary loan. The cost is approximately $3.00 a book to ship both ways. Discussion of interlibrary loans continued. The Appalachian Prison Book Project training had a large response to their Saturday training. Judy Panagakos will be working on policies. ADJOURNMENT – Linda Durfee moved to adjourn. The motion carried unanimously. The meeting adjourned at 10:14 am. NEXT MEETING - November 18, 2021 at 9:00am
