Call to Order: Chairman Charlie McEwuen called the meeting to order at 8:30 am.
NEW BUSINESS
Armory Lot Paving - Director McKenzie stated that the Armory lot retaining wall should be complete
this week. Director McKenzie also said that the large trucks and heavy stones for the wall traveling across
the lot had left several ruts and trip hazards. Director McKenzie asked Parrotta to give a quote on paving
the entire lot while they were here. Parrotta gave two quotes for a change order, one with just a paving
overlay of $28,600 and the second for removing the old blacktop, compacting the base then reapplying
the new blacktop for $56,300. Director McKenzie is not so much concerned with having the lot paved as
he is with the safety for those who park in the lot.
Chairman Charlie McEwuen asked when Parrotta could start if the project were approved. Director McKenzie
said they could start this week.
Vice-Chair Jeanne Hagan asked what budget line we would use to pay for the paving. Director McKenzie said
it would come out of Building and Lot Maintenance, but he would also check with the bond council to see if
this could be applied to the bond proceeds.
Chairman Charlie McEwuen believes this could fall under an emergency safety issue. Director McKenzie
agreed. Director McKenzie will take pictures of the lot before and after paving if there are any questions.
Shane Mardis asked why Parrotta did not alert anyone once they saw their trucks leaving ruts. Director
McKenzie said he knew going into this that the lot was in bad shape both on and under the surface. Shane said
he didn't want to pay for repaving if it was Parrotta or Potesta' s oversight. Director McKenzie said that he did
not believe the fault would lie on the engineer or contractor because the lot was bad from the beginning.
Vice-Chair Jeanne Hagan asked what the guarantee would intel if we went with the $56,300 option. Director
McKenzie said he did not have an answer because Parrotta only gave a verbal quote at this time.
Shane Mardis motioned to accept the bid of $56,300 that comes with a guarantee as proposed by Director
McKenzie. Vice-Chair Jeanne Hagan seconded the motion, a unanimous vote was taken.
Stair Tread Replacement- Director McKenzie presented the board with a quote for $10,178.96 to
replace the existing worn-out stair treads in the University A venue East stairwell. The quote is for the
materials only. The MPA maintenance department will do the installation. Director McKenzie
recommends replacing the treads now and adding the cost to the bond since the bid came in lower than
expected.
Vice-Chair Jeanne Hagan commented that the treads replaced in the Spruce Street garage made a big
difference.
Vice-Chair Jeanne Hagan motioned to retread the University Avenue parking garage stairwell for
$10,178.96. Amy Dale seconded the motion. A unanimous vote was taken.

adversely affect the financial or other interest of the City or this Parking Authority.
