The meeting convened at 9:06 am, Sue Carpenter, President presiding, Kelly Funkhouser, secretary. Approval of the Minutes  Regular Meeting November 2, 2023 - The minutes were approved as presented. Linda Durfee moved. The motion passed unanimously. PUBLIC FORUM – None CORRESPONDENCE AND COMMUNICATIONS - None REPORTS  President – None  Director – See Director’s Report – Additional information – Kelly Statler is doing a great job in taking steps to engage with the Blacksville community.  Treasurer – o Financial Statements – The financial statements were reviewed. Amy Loomis moved to file the financial statements for audit. The motion passed. ○ Approval of Checks – Amy Loomis moved to approve checks as presented. The motion passed. REPORTS OF COMMITTEES A. Investment Committee – None B. Facilities Committee – State of Facility –  Cheat Area Public Library – The installation of the new ramp was completed on time and on budget.  Morgantown Public Library – The hot water tank started leaking (it was replaced in February 2022). This causes a strain on the boilers and no hot water in the building. The boilers went down leaving no heat in the building. The grinder pump remains problematic and Sarah Palfrey and Darrin Baker have been proactively exploring this. The pump that we have is the most powerful residential pump available. This pump was installed in December of 2020 when there was a shortage. The pump’s expected life is 3-5 years. When the pump is down, toilets and sinks are not available. Advice is to replace the pump with a stronger pump and regularly cleaning/maintenance. Due to the emergency nature of this upgrade, Sarah Palfrey will remain in contact with the Board. The elevator modernization is moving along and Schindler Elevator Corporations has been easy to work with. The sump pump in the elevator shaft is needing replaced. Most likely digging will be needed to reposition and lower the pump. The elevator inspector is expected on December 20. Board Minutes – December 7, 2023 – Page 2 UNFINISHED BUSINESS – None NEW BUSINESS -  Holiday Enhancement Pay – The City has approved a $120 holiday enhancement pay. Amy Loomis moved to provide the $120.00 Holiday Enhancement Pay to all staff. The motion passed.  Health Insurance – Available renewal numbers were discussed.  City Funding Application – Sarah Palfrey will include cost of living adjustments and the cost of security services. City Council has been willing to provide funds for capital repairs out of the City’s separate pot of funds. BOARD COMMENTS – None. ADJOURNMENT – Linda Durfee moved to adjourn.
