MORGANTOWN PLANNING COMMISSION MINUTES 6:30 p.m. April 12, 2018 Council Chambers COMMISSIONERS PRESENT: Peter DeMasters, William Blosser, Ron Dulaney, Jr., Bill Petros, Julie Robison, and Tim Stranko COMMISSIONERS ABSENT: Sam Loretta, Carol Pyles, and Michael Shuman STAFF PRESENT: Christopher M. Fletcher, AICP I. CALL TO ORDER/ROLL CALL: DeMasters called the meeting to order at 6:30 p.m. and read the standard explanation of the how the Planning Commission conducts business and rules for public comments. II. GENERAL PUBLIC COMMENTS: None. III. MATTERS OF BUSINESS: A. Approval of the March 8, 2018 meeting minutes. Stranko moved to approve as presented; seconded by Blosser. Motion carried unanimously. IV. UNFINISHED BUSINESS: None. V. NEW BUSINESS: A. MNS18-07 / Frances C. Pulice Estate / 701 & 703 South Hills Drive: Request by Shelia Pulice Gallon, on behalf of Francis C. Pulice Estate, for minor subdivision approval of property located at 701 and 703 South Hills Drive; Tax Map 42, Parcels 3, 4, 5, 6, 7, 27 and 28; R-1 and R-1A, Single-Family Residential District. Fletcher presented Staff Report. There being no comments or questions by the Commission, DeMasters asked if anyone was present to speak in favor of or in opposition to petition. There being none, DeMasters declared the public portion closed and asked for Staff recommendations, which were read by Fletcher. Robison asked for further explanation concerning access for the additional property being subdivided. Fletcher referred to the Staff Report explaining that access would come from Buckhannon Avenue. MNS18-08 / Seifert / Karen Lane: Request by Lexanna Seifert for minor subdivision approval of property located on Karen Lane; Tax Map 35, Parcel 158.8; R-1, Single-Family Residential District. Fletcher presented the Staff Report. There being no comments or questions by the Commission, DeMasters asked if anyone was present to speak in favor of or in opposition to petition. There being none, DeMasters declared the public portion closed and asked for Staff recommendations, which were read by Fletcher. Robison moved to approve MNS18-08 with the Staff recommended conditions; seconded by Petros. Motion carried unanimously. C. MNS18-09 / Turak / 1213 Milton Street: Request by Jason Turak for minor subdivision approval of property located at 1229 Milton Street; Tax Map 24, Part of Parcel 4; R-1A, Single-Family Residential District. Fletcher presented the Staff Report. There being no comments or questions by the Commission, DeMasters asked if anyone was present to speak in favor of or in opposition to petition. There being none, DeMasters declared the public portion closed and asked for Staff recommendations, which were read by Fletcher. Robison asked why this petition was not brought before the Board with the previous petition that was subdivided in January 2018. Turak stated it was an after-thought and that he is acquiring the properties from two separate owners. Stranko moved to approve MNS18-09 with the Staff recommended conditions; seconded by Dulaney. Motion carried unanimously. VI. OTHER BUSINESS A. Committee Reports • Collaborative Planning Advisory Committee: No report. • Traffic Report: No report. • Green Team: No report. • Staff Comments: ‒ Fletcher stated a hardcopy of the working Zoning and Affordable Housing White paper were distributed to Planning Commissioners for discussion at a future workshop. ‒ Fletcher stated that Planning Commission President Peter DeMasters has, in accordance with the Planning Commission’s Bylaws, duly called a workshop that will immediately follow the Commission’s business meeting. The purpose of the workshop will be to study Mixed and Multi-Use Nonresidential Structures. Workshops are not considered regular or special meetings and may not include the formal conduct of business, the rendering of decisions, or taking action for which the Commission is Morgantown Planning Commission Page 2 of 3 April 12, 2018 Minutes  charged. Workshops are open to the public and are intended to serve as training, study, public education, etc. VII. FOR THE GOOD OF THE COMMISSION: None. VIII.
