Traffic Commission Minutes
Voting Members Present: Erica Bowe, Martin Dombrowski, William Blosser, Chip Wamsley, Matt
Cross, Frances Brownfield
Non-Voting Members Present: J. Andrew Gatlin, Sgt. Bill Runyan

MATTER OF BUSINESS:
Chairman Matt Cross called the meeting to order at 6:30p.m. and held roll call.
PUBLIC COMMENTS:
None
MEETING MINUTES
None
COMMITTEE REPORTS:
Chip Wamsley reported on the Bicycle Board Activities.
Matt Cross reported on the Pedestrian Safety Board.
DEPARTMENTAL REPORTS:
Drew Gatlin reported on the City Engineering Departments activities, gave Paving update, updated on the
traffic studies.
Matt Cross reviewed the DOH projects.
Matt Cross discussed MPO projects and meetings.
UNFINISHED BUSINESS
Ross/Grand Traffic Calming Study - Matt Cross discussed the nature of the request for traffic calming
at Ross Street and Grand Street. Drew Gatlin discussed the Traffic Study initial findings. Drew stated
that he has not looked at the data at this time. Discussion ensued.
4-Way Stop Request at Price Street and Prospect Street - Drew Gatlin reviewed the nature of the
request for a 4-way stop at Price and Prospect, including Crash data, and a report. Discussion ensued.
Erica Bowe moved to eliminate two parking spaces closest to intersection, one on Prospect Street
and one on Price Street and add sign that states “cross traffic does not stop” below stop sign on
Prospect Street after traffic study is completed. Chip Wamsley Seconded the motion. Motion passed
unanimously.
Jefferson Street and Maple Drive Traffic Calming Request – Drew Gatlin stated that the Engineering
Department has yet to do any studies with this request. Drew Gatlin asked Sgt. Bill Runyan if the Police
Department still intended to look into this request when school started again. Sgt. Bill Runyan stated yes.
Discussion ensued.
Cornell Avenue On-Street Parking Removal – Drew Gatlin reviewed the nature of the request, who
initiated the request, reason for the request, and accident reports and options for corrections to resolve the
issue. Erica Bowe moved to eliminate the two parking spaces closest to Willey Street and remove
the parking on the crest of the hill on Cornell Avenue and bring the remaining on-street parking
into compliance. Frances Brownfield seconded the motion. Motion passed unanimously.
NEW BUSINESS
Second Street Traffic Patter Change – Damien Davis reviewed the nature of the request, reasoning
behind the request, history of area, and recommendation for making Second Street a one-way street and
creating on-street parking for the area. Discussion ensued. Erica Bowe moved to support the
recommendation of turning Second Street from University Avenue to Grant Avenue into a one-way
Street and requesting five metered parking spaces be installed on the right side of Second Street by
Parking Authority. Frances Brownfield seconded the motion. Motion passed unanimously.
COMMISSION COMMENTS
Erica – Hampton Ave. used have dots indicating 2 lanes are faded that need to be replaced. Discussion
ensued.
Martin Dombrowski requested WVU attend the Traffic Commission.
Councilman – believes that DOH does not wan to attend the TC meeting because we are mostly dealing
with City Streets, even though the State Routes impact the City Streets.
Frances Brownfield two issues; rolling stops at Madison Avenue and Mississippi Street; Madigan Avenue
and Mississippi Street. Discussion ensued.
