Call Meeting to Order
President Art Pencek called the April 27, 2026, Special Moscow Borough Council Meeting to order at 6:00 PM
The following Council members were either present or absent:
Arthur Pencek (President) Present Nichole Musewicz Present
Edward Gaughan (Vice-President) Present Earnest Church Absent
Joseph Castrogiovanni Present Dennis Cawley Present
Also present were Rosemarie Warner (Mayor) , Bruce Zero, Esq. (Solicitor) and Amy Carlson (Business Manager)

Councilmembers in attendance reviewed letters of intent submitted for consideration of the councilmember seat
vacancy that expires 12/31/2027.
The following individuals submitted letters of intent before the deadline of 04/20/2026 at 11:59PM EST.
• Natalie Knight 921 Parkview Road
• Karen Clifford 405 Hideaway Drive
• Brooks Hanna 308 Julia Street
• Bryan Ancherani 101 Willow Street
• Lyndsay Grady 715 Beech Street
Council President Arthur Pencek asked candidate Lyndsay Grady who was in attendance if she had any comments.
Lyndsay addressed questions to borough council in addition to her qualifications and background experience.
Lyndsay asked if it was a conflict of interest if council candidate (Brooks Hanna) serves on council. Moscow Borough
Solicitor Bruce Zero’s reply was that he did check it out and it was not a conflict. Lyndsay also made remarks
regarding council candidate (Brooks Hanna) residency status regarding property taxes.
After conclusion of Lyndsay Grady remarks, there was a brief discussion as to the voting protocol to take place. The
five (5) council members present would need a majority vote of at least three (3) votes for the same candidate for
appointment. Art Pencek instructed councilmembers to make their individual selection of one vote on the ballot
provided for the vacant councilmember position.
After first round votes were tallied and announced by Mayor Rosemarie Warner. The following were the results of the
first round of ballot voting. Natalie Knight, 2 votes, Karen Clifford 0 votes, Brooks Hanna 2 votes, Brian Ancherani 0
votes and Lyndsay Grady 1 vote.
Moscow Borough Solicitor Bruce Zero instructed council that the next steps would be to continue the process for a
second round of ballot voting. The second round of ballot votes were tallied and announced by Mayor Rosemarie
Warner. The following were the results of the second round of ballot voting. Natalie Knight, 2 votes, Karen Clifford 0
votes, Brooks Hanna 2 votes, Brian Ancherani 0 votes and Lyndsay Grady 1 vote.
Moscow Borough Solicitor Bruce Zero advised council due to the two unsuccessful majority vote results he suggested
council discuss the candidates again amongst themselves if they wanted to. Joe Castrogiovanni made a
motion to hold an executive session. Lyndsay Grady voluntarily excused herself from the council chambers where an
executive session was then held.
After a brief executive session, a third round of voting took place. The third round of votes were tallied and
announced by Mayor Rosemarie Warner. The following were the results of third round ballot voting. Natalie Knight, 2
votes, Karen Clifford 0 votes, Brooks Hanna 3 votes, Brian Ancherani 0 votes and Lyndsay Grady 0 votes.
Art Pencek asked if someone would make a motion to accept the results to appoint Brooks Hanna as new council
member. Nichole Musewicz made the motion to appoint Brooks Hanna as new councilmember. Joseph
Castrogiovanni seconded the motion. The motion carried unanimously.
Joseph Castrogiovanni made a motion to adjourn the meeting. Edward Gaughan seconded the motion. The motion
carried unanimously.
