Paul Burns (resident) , Amy Belcher (NP Cultural Society) Approval of Minutes The monthly council meeting was held on May 4, 2026, and a special council meeting was held on May 14, 2026. Minutes were submitted for both meetings for review and approval. Motion was made by Ed Gaughan to accept council meeting minutes as written for both. Motion was seconded by Dennis Cawley. The motion carried unanimously. Citizen’s Comments And/or Follow-Up on Previous Citizen’s Requests Paul Burns, 500 Hideaway Drive, was in attendance regarding RLE Enterprises working to clear more land. Paul also stated that they were also cutting down trees and people were yelling (noise nuisance). He expressed frustration as to what steps will be taken by borough council and George Parker, Moscow Borough Zoning & Code Enforcement Officer. He wanted to know why George was not enforcing and telling RLE to stop? He stated that it seems like the issue is not being addressed. Also, RLE is not responding to the borough in which George Parker has sent letters and they continue to do whatever they want. Paul also said he had emailed videos and complaints for review. Solicitor Bruce Zero stated that George Parker has two responsibilities as the Zoning Officer and Code Enforcement Officer. Atty. Zero explained both of those positions and responsibility of those positions regarding the issues at hand. He stated that George has scheduled a meeting to be on site with RLE Enterprises on Tuesday 06/02/26 and will address the complaints, inspect the property and report violations, if any, and report back to borough council with any findings. Mayor Rose Warner advised as far as the noise issues to call the police department and they will investigate to try and put a stop to the issue. She stated he must initially file the complaint or leave a message on voicemail whether the police shift is active or not to establish a record to respond to. A motion was made by Ed Gaughan to approve a request by Amy Belcher on behalf of the North Pocono Cultural Society. The request is to have a summer music series on Sunday evenings August 2,9,16 & possibly the 23rd from approximately 5:30 PM to 8:00 PM with food truck vendors on site. Also, request to close part of Van Brunt Street and have performances across from the Moscow Borough Municipal Building. This would be a free event open to the public. The series is being funded through a grant from Lackawanna County. Motion was seconded by Joe Castrogiovanni. The motion carried unanimously with a roll call vote. Moscow Volunteer Fire & Hose Co. Chief Colin Young of the Moscow Volunteer Fire and Hose Co. presented the May 2026 report. There were 103 total calls, 92 EMS and 11 Fire. Annual Chicken BBQ Sunday June 7, 2026, 11AM-4PM Take Out Only - Pre Sale Tickets Chief Colin Young stated that while he did not attend the recent COG meeting (where EMS in the North Pocono area was discussed) members Tim Huber and Kevin Serena did represent Moscow Volunteer Fire & Hose Co. at the COG meeting. It was Colin’s understanding that the major issue discussed at the meeting was the direction needed for successful EMS in our area. The two viable options seem to be Regionalization or the establishment of an EMS Authority. For the Moscow Borough Council to decide (including financial responsibility) Mayor Warner requested Colin to forward to council information on both options. Business Office Amy Carlson, Business Manager, asked borough council to appoint Brooks Hanna to be the new Council of Government representative for the Moscow Borough. Brooks accepted the effective immediately. Treasurer’s Report There were no transfers for approval for the month of May 2026. The treasurer’s report was submitted and reported for the month of May 2026. Joseph Castrogiovanni made a motion to accept the treasurer’s report as reported and to pay the bills as presented. Ed Gaughan seconded the motion. The motion carried unanimously with a roll call vote. Real Estate Tax Collector's Report Real Estate Tax Collector report was submitted for the month of May 2026 for informational purposes and review. Financial Report Joseph Castrogiovanni stated HNB certificate of deposit with a maturity date of 05/22/26 was renewed in the amount of $11,697.19 at APY 3.84% for a term of 7 months Streets/Planning Commission/ Council of Governments Art Pencek stated there was no Planning Commission meeting for the month of May 2026 due to lack of topic content. Art Pencek stated that he attended a meeting last month regarding the Roaring Brook Stabilization Project. The PA Fish and Boat Commission are looking to repair the Roaring Brook Stream. This is funded by the PA American Water Company. This all relates to the Number 7 Dam in Dunmore. The stream and portions of the stream are to be cleared along with the riverbank restoration. Those in attendance included The Moscow Sewer Authority, North Pocono Trail Association, PA Fish and Boat Commission and the Moscow Borough. All in attendance at the meeting walked the stream in Moscow Borough behind the Moscow Sewer Authority of the potion of the approximate 9,230 feet of stream that is to be done. Zoning and Code Enforcement George Parker was not in attendance but his report was submitted for the month of May 2026. Mayors Report Mayor Rosemarie Warner stated that the borough is still in search for a junior council representative for the 2026-2027 school year. Candidates should be entering their junior year in high school and reside in the Moscow Borough. Current junior council member (2025-2027) Alia Rava stated she would see if she can get any recommendations. Solicitors’ Report Borough Solicitor, Bruce Zero stated that two (2) letters of denial were mailed to MarKoz Realty Inc. as required (one with the denial and one with specific reasons for the denial that was provided by Borough Engineer, Robert Bochicchio, Greenman-Pedersen Inc.) regarding the Application for Subdivision and Land Development for Harmony Hills Phase III. He also stated that in those letters MarKoz Realty was advised that he is welcome to start the process all over again by filing a new application for Harmony Hills III under the Moscow Borough Land Development and Subdivision Ordinance.
