MOSES LAKE CITY COUNCIL Wednesday, October 22, 2025 CALL TO ORDER The special meeting of the Moses Lake City Council was called to order at 6:32 p.m. by Mayor Swartz in the Council Chambers of the Civic Center with audio remote access. Special notice for remote attendance was posted on the meeting agenda. #1 Water Utility Rate Study FCS Group Assistant Project Manager Chase Bozett provided a slide deck to illustrate the rate setting steps based on forecast of growth, reserves, debt, and inflation. Rate options are needed for single family, multi-family, commercial, industry, and tiered irrigation. Council chose to wait on providing final direction until customers could review the rate calculator and the consultant to provide impacts for each scenario. #2 Budget Workshop #3 Staff continued the slide deck presenting proposed revenue and expenses for the following divisions: Fire, Ambulance, Engineering, Streets, Stormwater, Water, Wastewater, Airport, Fleet, and Facilities.
