MOSES LAKE MUNICIPAL AIRPORT COMMISSION
A regular meeting of the Moses Lake Airport Commission was held at the Airport Operations
Building, Friday, noon, 9 March, 2018.
Commissioners Present: Darel Fuller, Chairman; Richard Pearce, Vice Chairman; Tim Prickett
and Dean Hankins
City Council Liaison: Mayor Karen Liebrecht
Minutes: Minutes from the meeting of Feb. 9, 2018 were approved.
Airport Inspection: March inspection completed by Darel Fuller. April inspection will be done by
Darel Fuller.
Old Business:
A. WSDOT Camera Status: Still working on it. It is a slow process. Still need to coordinate
with the City for use of the bucket truck. The camera is old and outdated.
B. R&L Holdings LLC Lot 21: On hold, still working on it. Darel Fuller hasn’t heard any more.
C. Tractor status and sprayer: Mower is off the tractor. New nozzles are being built by
Delone Krueger for the sprayer at $100 each.
D. Hanger lot request: Haven’t heard back from Jason Roach.
New Business:
A. 2018 Budget: Commissioners would like to have a more detailed itemization of the
expenses. Motion by Tim Prickett to request an itemization of breakdown of budget
items. Seconded by Richard Pearce. Passed unanimously. Richard Pearce will write letter
to John Williams.
B. Update of Operations Manual: Dean Hankins gave some examples of items that need to
be changed in the manual. Commissions will each go through the manual and another
meeting will be scheduled to work on updating the manual.
C. Snowplow engine repair: It will take approx. $5,000 to repair the motor. There was
some discussion on who is responsible to pay for the repair. Is it part of the rental
agreement? Motion by Richard Pearce to write a letter to the City Manager, John
Williams, about concerns over the snowplow bill. Seconded by Dean Hankins. Pass
unanimously.
D. Lawn: Sprinklers have not been installed. There was some discussion on the cost to have
the City install the sprinklers. Mayor Liebrecht suggested seeing if this was a project that
the Job Corp could do. She said the labor would be free and the Airport would only pay
for the supplies. At this time, they will continue to water with hoses. There was some
issues with the scheduling of the watering and the mowing of the lawn by the Parks
Dept. last year. Overall they were happy with the mowing.
E. Chairman and Vice Chairman elections: Dean Hankins suggested that Darel Fuller
continue as the Chairman and Richard Pearce continue as the Vice Chairman. Motion by
Dean Hankins for a unanimous ballot. Seconded by Tim Prickett. Pass unanimously.
F. Volunteer Forms: New forms will be turned into Jynnifer Tarver, Administrative
Secretary, with the minutes.
G. WSCAA dues: Motion by Dean Hankins to pay dues. Seconded by Tim Prickett. Passed
unanimously.
H. Other:
1. Darel Fuller felt there is a gopher problem that could cause serious problems with
the wiring. Some discussion on how to take care of problem.
2. There was some discussion on the gravel road, the moving and relocating of it. The
City grades the road. What is the possibility of getting it paved or oiled? Can it be
done as part of the City Street project. Mayor Liebrecht will look into whether it’s
the City’s or airport’s responsibility.
3. There was some discussion on whether airport commissioners should have to live in
the city or if it is an either/or situation. They felt that Commissioners should live in
the city limits or have a vested interest in the airport.
4. State Dept. of Aeronautics requested information on whether camping is available at
the airport. It was decided that tent camping was okay for a maximum of 3 days.
5. There was some discussion on whether Airport Commission meetings should be held
downtown so they can be recorded. Mayor Liebrecht said that all commission
meeting are normally recorded. Commissioners would like to keep meetings at the
Airport Operations Building.
