MOSES LAKE MUNICIPAL AIRPORT ADVISORY BOARD A regular meeting of the Moses Lake Airport Advisory Board was held at the Airport Operations Building, Friday, noon, 14, Sept, 2018. Dec Tom Dent A C C P Darel Fuller P C C P Darrin Jackson C C P Richard Pearce P C C P Tim Prickett P C C P BOARD MEMEBERS PRESENT/ABSENT/EXCUSED: Present: Darel Fuller, Richard Pearce, Darrin Jackson, Tom Dent, and Tim Prickett, who came late to the meeting. OTHER PRESENT: Mike Moro, City of Moses Lake Public Works Superintendent, Fred Snoderly, Municipal Services Director, and Tracey Law, Public Works Clerk. MINUTES: A motion was made by Darel Fuller to approve the minutes from June 8, 2018, seconded by Richard Pearce and approved unanimously. CORRESPONDENCE: T-0 Engineers merger with GDA Engineers: Darel reported that this was an Engineering firm used by the Airport for surveys and state loans. AIRPORT INSPECTION: The September inspection was done by Darel Fuller. The October inspection will be done by Darrin Jackson. The toilet float valve need to be replaced. OLD BUSINESS: A: GOPHER CONTROL: Darel asked about using smoke bombs to get rid of gophers. Mike Moro has had no direction on the matter. Fred Snoderly will look into it. Coyotes have been sighted on property also. B: LAWN WATER SYSTEM: Fred reported that the Parks Department has it schedule to do the work at the end of September. The Water Division will do the tap. Cost of parts will come out of the Airport budget. Winterizing of the system should be done by the Parks Department. NEW BUSINESS: A. FINANCIAL REPORT: The board received a copy of the 2019 Airport budget. Fred requested that they look over the budget and add or change any of the amounts and return it to him. Richard Pearce would like an itemization of what is paid under the miscellaneous account. Tom Dent wanted to know if we were paying a lease amount to the City on the building. The building was donated to the Airport by EAA. The board had questions on the insurance accounts. Fred will get with Finance to get those answers. Darel felt they may need more money in the Travel and Subsistence account for the WSCAA Fall Conference. B. ELECT ADVISORY COMMISSION CHAIRMAN & VICE CHAIR: A motion was made by Richard to nominate Darel Fuller as Advisory Board Chairman. Nominations were closed by Tom Dent. The motion was seconded by Darrin and passed unanimously. A motion was made by Tom to nominate Richard Pearce as Advisory Board Vice Chairman. The motion was seconded by Darrin and passed unanimously. C. WS COMMUNITY AIRPORT ASSN. OCTOBER 2018: WSCAA sponsorship for the City is $100. The fall conference will be held Oct. 25 and Oct. 26. Darel and Richard will attend. Information was given to the Public Works Clerk to make the arrangements. D. WIND TEE LIGHTING PROPOSAL: Darel had information on weatherproof LED lights. He thinks they will need 7 at a cost of about $100 each. Darrin found information on lighted wind socks and the cost was around $11,000. Tom wondered about using pilot controlled lighting. After some discussion it was decided there would be no real cost savings. Richard made a motion to buy the Led lights. It was seconded by Tom. The vote was unanimous. The information was given to the Public Works Superintendent to follow up on. E. THEFT AT AIRPORT- LABOR DAY: Ron Piercy had a sand blaster stolen from outside his hangar. There has been several sightings of transients and a shooting at Road Land Road 4. The cameras on the pole are out of order until they decide how to hook them up to the Operations Building. Gophers have chewed on the wires. Darel said the WSDOT camera was working. F. VOLUNTEER TIMESHEETS: New Volunteer Service Agreements were completed and given to the Public Works Clerk along with the monthly volunteer timesheets. G: OTHER: A draft copy of the updated Airport Operations Manual and Security and Emergency Response Plan were given to the Board members to review. They were asked by Mike to bring their comments back to the October Advisory Board Meeting. Richard would like to see some landscaping around the Operations Building. Some dirt needs to be removed and some rock put in. Richard will make a plan and get it to Mike Moro. Darrin thought some controlled burning of weeds would help with weed control and the overall look of the facility. Tim Prickett wondered if the roof had been repaired and Mike reported the Building Maintenance Division had made the repair. Minutes by: Tracey Law, Public Works Clerk
