MOSES LAKE MUNICIPAL AIRPORT ADVISORY BOARD
A regular meeting of the Moses Lake Airport Advisory Board was held at the Airport Operations
Building, Friday, noon, 12, October, 2018.

BOARD MEMBERS PRESENT/ABSENT/EXCUSED: Present: Darel Fuller, Richard Pearce, Tom
Dent, and Tim Prickett. Absent: Darrin Jackson.
OTHER PRESENT: Fred Snoderly, Municipal Services Director, and Tracey Law, Public Works
Clerk.
MINUTES: The minutes from September 14,2018, were approved.
CORRESPONDENCE: T-0 - GDA Engineers SCIP Fencing: Darel gave the board members copies
of an email he received form Trey Dail of T-0 Engineers regarding the Airport State Capital
Improvement Plan (SCIP) fence installation. Darel has not yet responded to him. There was
discussion on getting material to fill a hole with soil, grave, or rock. Darel said he had some
concrete pieces he could put in the hole. It was decided that the concrete would be acceptable
fill. Richard felt they should have Trey file the paperwork for 2019. There was discussion about
the Airport's contract with T-0 Engineers. Fred would like to see a copy of the contract to
review. Richard suggested Darel request a copy of the contract in his correspondence with Trey.
The City will check to see if they have a copy of said contract.
AIRPORT INSPECTION: The October inspection was to be done by Darrin Jackson. No report was
given. The November inspection will be done by Darel Fuller.
OLD BUSINESS:
A: GOPHER CONTROL: Darel reported that gopher bombing was okay to do although lately
there has not been many gophers around. Fredtold them to buy the gopher bombs as needed
and to turn the receipt into the Public Works Clerk for reimbursement. Fred reported that he
put $20,000 in the 2019 budget for rodent control. Richard thought it should be animal control
as there have been an increase of coyotes due to the gophers.
B: LAWN WATER SYSTEM & WINTERIZING: Darel asked if the City would do the winterizing
for the Airport and Fred said the Parks Department would take care of it. He also said they were
still working on getting the sprinkler system installed. It may be postponed until next spring.
C: WSCAA - OCTOBER 25 & 26: Richard Pearce and Darel Fullerwill be attending. The City
has taken care of their registrations. Tom Dent will also be attending.
D: WIND TEE LIGHTING: The old lights have been removed and the new weather-proof lights
have been installed. They do not light up the sock. Fred reported he had put funding in the
2019 budget for that project. There was discussion about the budget and Fred mentioned there
would be an increase in the Airport's operating budget in 2019. There was concern about not
spending down the funds the Airport has been able to acquire over past years.
OTHER OLD BUSINESS: Richard has a plan for the Public Works Superintendent for landscaping
around the Airport Operations Building. He did not give a dollar amount in his proposal. It
includes removing soil from around the building and putting in landscape rock. A motion was
made By Richardto submit the plan to Mike Moro, it was seconded by Tom Dent and approved
unanimously.
NEW BUSINESS:
A. AIRPORTOPERATIONS MANUAL UPDATE: There was discussion on the section that applied
to ultralight aircraft. Tim motioned that the laws for ultralight, powered parachutes and sport
aircraft should be reviewed before a revision of the rules was made. Tom seconded it and it was
passed unanimously. Tim agreed to review the laws.
There was discussion on having Airport information posted outside the Operations Building so
visitors could obtain it when the building is closed. There was also discussion about camping at
the airport.
Fred reminded Darel, Tom and Richard that their four-year terms end at the end of this year
and they need to send an application to the Mayor as soon as possible.
B. BUDGET REPORT: Darel would like a breakdown of the budget report from the Finance
Department. Fred will get an expenditure report for them.
C. WEED SPRAYING & BURNING: The Fire Department burned the weeds at the airport. Tom
Dent will be sending an invoice to the Public Works Department for reimbursement for
spraying. Tom felt that spraying was needed every year to control the weeds along the runway.
Tim felt mowing and spraying was the best way to control the weeds.
D. TIMESHEETS: Timesheets for September were turned in by Richard and Darel.
E: OTHER: Tom discussed legislation he is working on that would give airports the option of
management by commission. He also felt with all the recent changes to the airport that they
should meet with the tenants to find out what they want for the future of the airport. A motion
was made by Richard to have an Airport Users Information Meeting, Wednesday, December 19,
2018 at 7 p.m. at the Airport Operations Building. Tim seconded the motion and it was passed
unanimously. It was also suggested that flyers should be distributed to all the tenants along
with getting the information on the meeting in the minutes. Richard would like to see an
agenda prepared for the meeting.
