MOSES LAKE MUNICIPAL AIRPORT ADVISORY BOARD A regular meeting of the Moses Lake Airport Advisory Board was held at the Airport Operations Building, Friday, noon, 9, November, 2018. Absent: Tim Prickett. Excused: Richard made a motion to excuse Tom Dent, it was seconded by Darrin and passed unanimously. OTHER PRESENT: Delone Krueger, Fred Snoderly, Municipal Services Director; Mike Moro, Public Works Superintendent; and Tracey Law, Public Works Clerk. MINUTES: The minutes from October 12, 2018, were approved as amended. AIRPORT INSPECTION: The November inspection was done by Darel. The December inspection will be done by Darrin. OLD BUSINESS: A: LAWN WATER SYSTEM (UNDER CONSTRUCTION): Work on the irrigation system has been started but is not completed. This is a combined project being done by the Public Works Water Division and the Parks Department. The Airport is only being billed only for the cost of materials for this project. B: WSCAA MEETING WITH WSDOT AVIATION: Darel and Richard attended the fall conference. Tom also attended and spoke at the conference. The State would like to see information kiosks at smaller airports to make local travel information available to pilots. Darrin suggested contacting the Chamber abouta building. Darel and Richard thought there could be pockets of information on one of the walls inthe Operations Building. Darel stated at this time guests can sign in a registry book in the Operations Building. Both board members felt it was well worth going to the conference to knowwhat is going on in other areas of the state. C: AIRPORT OPERATIONS MANUAL UPDATE: Board members are still reviewing the manual. Fred encouraged them to go through it and send any changes to the Public Works Clerk. Darrin is going to help Tim go over the ultralight regulations. Bill Aukett would like to add a Stormwater Comprehensive Plan to the manual. When it is received Mike will send it to the board members for their review. D. LANDSCAPING AROUND THE OPERATIONS BUILDING: The Parks Department finished the landscaping. Richard felt it was a big improvement. E. AIRPORT USERS INFORMATION MEETING -DECEMBER 19, 2018-OPERATIONS BUILDING AT 7 P.M.:The agenda will be finalized at the next meeting in December. Board members need to get items for the agenda to Darel. NEW BUSINESS: A. FINANCIAL REPORT: Fred reported the budget for 2019 is on the City's website. He put $11,000 in for upgrades to the wind T and sock and $20,000 for pest control. B. T-0 ENGINEERS CONTRACT-HISTORY & BILLING: Darel received information from Trey Dail giving a breakdown of the costs for services from T-0 Engineers. The information was given to Fred to review. Trey has filed with the State for the grant for the fence. C. VOLUNTEER TIMESHEETS: Darel and Richard turned in timesheets for October 2018. D. OTHER: Rod Richeson of R&L Holdings has shown interest in leasing Lot 23. Rod has talked to the Board about this previously and the Board approved it but it was thought to be over six months ago with no paperwork competed. Richard motioned to approve Rod Richeson plan to build on Lot 23. It was approved unanimously. The Airport Operations Manual gives the steps he need to take to proceed. Darel reported that WSDOT was requesting an Aviation Economic Impact Study to be completed by the 15th of November. This is not mandatoryto complete. Darel didn't feel like he had all the information they are requesting. Darrin volunteered to look on line at the study. Richard thought there would be a lot of guess work to complete it. There was some discussion on the PAPI system. It is working and thy have bulbs for it. Darel gave a copy of the schematics of the wiring for the system to the City. Mike thought it was probably given to the Building Maintenance Division. Richard moved rock into the hole by the irrigation ditch but the hole is very large. He is not sure if the Bureau or Irrigation District want it filled. He feels it needs to be surveyed. Mike said the City's surveyor will be doing a "topo" and will locate the easement. He will talk to the Bureau about the issue once he has that information. Richard felt that if they don't get the hole filled they should put in the north/south fence and extend the rest of the fence at another time. Mike felt they need to go through the correct channels with the Bureau or Irrigation Dist. Darrin feels they should use a residual herbicide along all the taxiways and runways to cut down on the amount of spraying they do every year. There was discussion on the type of herbicide, how to apply it and what to use. Richard felt they needed to check with the Irrigation District before using herbicides by their ditches. Darren was called by the Department of Defense (DOD) regarding UAVs. The DOD is looking for places to operate UAVs. They can't operate in any controlled airspace. The DOD is wondering if the airport is interested in having them here. There was some discuss on this. Darrin reported the WPA, Washington Pilots Association, is having their quarterly meeting at the Grant County Airport on June 12-26, 2019. They will be giving tours of the Grant County Airport facilities. He will be getting more information on this event. Richard is wondering if there is a location at the airport that they could put a helipad. There was discussion on where helicopters have previously landed at the airport. Richard felt they should ask the state for a grant to build a helipad. He feels it would serve the community. The meeting was adjourned. Minutes by: Tracey Law, PublicWorks Clerk
