MOSES LAKE MUNICIPAL AIRPORT ADVISORY BOARD
A regular meeting of the Moses Lake Airport Advisory Board was held at the Airport Operations
Building, Friday, noon, 14, December, 2018.

BOARD MEMBERS PRESENT/ABSENT/EXCUSED: Present: Darel Fuller, Richard Pearce, Darrin
Jackson and Tim Prickett. Excused: A motion was made by Richard to excuse Tom Dent, it was
seconded by Darrin and passed unanimously.
OTHERS PRESENT: Fred Snoderly, Municipal Services Director; Mike Moro, Public Works
Superintendent; and Tracey Law, Public Works Clerk.
MINUTES: A motion was made by Tim to approve the minutes from November 9, 2018, it was
seconded by Richard and passed unanimously.
AIRPORT INSPECTION: The December inspection was done by Darrin. He reported that one of
the reflectors in front of the Mosquito District was missing. The January inspection will be done
by Richard. Darel reported that the spare light bulbs for the beacon are in the Operations
Building closet.
OLD BUSINESS:
A: LAWN WATER SYSTEM (UNDER CONSTRUCTION): Darel thought that it was done. Mike
and Fred said they won't be able to tell until spring. There was some concern over some rolled
up sod from the project. Mike will check with Parks to see what is going on with the sod.
B: HELIPAD FOR CAPITAL IMPROVEMENT PROJECT & GRANT REQUEST: Richard had some
questions on what size the pad would need to be to determine where it could go. There was
discussion on various locations. Richard will do some more research on the size needed. Darrin
reported that the Mosquito Control Board may be moving.
C: AIRPORT OPERATIONS MANUAL UPDATE: Darel questioned if the airport acreage had
been modified. Mike said he didn't think it had been revised. Mike and Fred suggested that
they talk to Dan Leavitt in Community Development to discuss boundary line adjustments to
Lot 1. Darrin will do some research on the Airport Protection Plan and object free zones.
After discussion on the ultralight section of the operations manual a motion was made by Tim
to remove the section from the manual, it was seconded by Darrin and passed unanimously.
Tim felt the manual needed to state something about the no calm wind runway. "Calm wind
designated runway 16," will be added to Chapter 1, section 2, paragraph four, under Physical
Information.
There was discussion of Chapter 2.2.8 regarding weed control. It was decided that the airport is
part of the City and the City has ordinances for weed control or "housekeeping" of properties. It
was decided no change was needed. There was discussion on weed control for the Airport's
property and Tim volunteered to spray the weeds with his sprayer if Darrin gets the needed
herbicide.
Changes to the manual will be reviewed at the January 11,2019, meeting.
D. LANDSCAPING AROUND THE OPERATIONS BUILDING: The board members felt that the
landscaping that was suggested by Richard, and done by the Parks Department, looked good
and was done quickly.
E. AIRPORT USERS INFORMATION MEETING -DECEMBER 19, 2018-OPERATIONS BUILDING AT
7 P.M.: A flyer will go out to airport users by email and mail. Fred suggested they have an
informal "meet and greet" with no structured agenda. Richard suggested they talk about weed
control, the fence, and grants.
NEW BUSINESS:
A. FINANCIAL REPORT: Darel reported that they had not seen a financial report. Fred
reminded them that it is on the website.
B. AIRPORT WEB CAMERA: The web camera is off the air. WSDOT was referred to Greg
Graffe in IT.
C. AIRPORT OPERATION BLDG. - USE REQUEST FOR 2019-: A facility request was turned in
by Tiffany Vehrs with a check for Dec. 24, 2018. The Airport has received facility requests for
2019 from EAA Chapter 355 and GrantCounty Horse Association. The "Modelers" have not
submitted their request form.
D. VOLUNTEER TIMESHEETS: Darel and Richard turned in timesheets for November 2018.
E. OTHER: Darel has had some inquiries on getting a public water tap. Mike is willing to help
them if they have a parcel in mind. It was discussed about having a water tap and the helipad
together. Mike suggested renting a fire hydrant meter from Public Works for temporary water
needs.
There was discussion on the homeless situation. The Airport is public land and the homeless
could camp at or come into the Operations Building. There is a homeless camp nearby.
Richard asked about the hole that needs to be filled for the fence. Mike has a "topo" and has
contacted the USBR. He will let the Advisory Board know their decision on filling the hole. The
City will pull out the culvert if they get permission from the USBR.
There was discussion on snowplowing. Mike said there has to be over two inches of snow
before they will plow. One inch is hard to plow. Darrin may be able to get a sweeper. If they get
the sweeper, and it is privately owned, they can use it to remove snow accumulation that is
under two inches.
Fred wanted Building Maintenance to look at the light covers in the Operations Building.
Election of officers will be done in January 2019.
The meeting was adjourned.
