MOSES LAKE MUNICIPAL AIRPORT ADVISORY BOARD
A regular meeting of the Moses Lake Airport Advisory Board was held by remote access only on
Friday, 11 a.m., June 12, 2020. The meeting was called to order by Tim Prickett.

BOARD MEMBERS PRESENT/ABSENT/EXCUSED: Present: Finley Grant, Darrin Jackson, Tim Prickett and
Tom Dent. Absent: Richard Pearce.
OTHERS PRESENT: Fred Snoderly, Municipal Services Director; Jovita Cantu, Municipal Services
Administrative Assistant; and Tracey Law, Public Works Technician.
OLD BUSINESS:
A. LEASES: Fred reported that the City Manager and City Attorney are waiting for a letter from the
banks on what issues they have with the lease. The wording in paragraph 31 was discussed.
Fred will take the Board's comments back to the City Manager and City Attorney. Tom offered
to speak with them. Fred will get back to the Board with what he finds out.
B. CARB LOAN: Fred said the loan is on hold. Trey Dial is concerned with whether they can get
their investment back and make payment on the loan. Tom felt if we had fuel, we could sell
fuel. Trey will get back with Fred next week with his findings.
C. COURTESY CAR: Fred is looking into where he could get a car. The City Attorney is concerned
with the liability insurance on one. There was some discussion on rental cars. Darrin will look
into what other municipal airports are doing. Fred will continue to look into options.
D. GRAVELON MUNICIPAL HANGAR ROAD: Fred reported the road will be graveled, but
realignment will not be anytime soon. A hydrant needs to be moved.
E. DETERMINING COMMERCIAL OPERATORS: Darrin identified lessee he felt were active
commercial operations. They are Rainbow Flying Service, the Grant County Mosquito Control
Dist. No. 1, Jackson Flight Center, Crosswind Aviation, and Cliff Morgan. Finley, Tom, and Tim
agreed with Darrin list.
F. WEED CONTROL: Darrin felt they needed to do more spraying due to the rain. It was decided
that Tim should purchase more chemicals.
G. IRRIGATION WATER FOR AIRPORT: Fred has not been able to look into it yet. Darrin wondered
if someone could cut the green belt area. Fred will see about getting the Parks Department to
cut it.
H. GRASS SEEDING: Darrin felt the water needs to be in before seeding could be done. Tim said
native grasses could be planted in the fall. There was discussion on the type of grass needed. It
was determined that a drought resistant type of grass, such as Buffalo Grass, would probably
be best.
I. FENCE: The grant application was not approved. Trey Dial will try again in July.
J. PURCHASE OF PROPERTY FOR FUEL: Tom's building on the eastside of the runway has been
offered for purchase.
K. ROOF ON OPERATIONS BUILDING: Building Maintenance has begun prepping this week to do
work on the roof. Darrin felt that the City should be looking at replacing the manufactured
home that is the Operations Building with a steel building. Fred said it needed to be put on the
facilities plan and then into the budget. Darrin reminded Fred that the EAA donated the
building to the Airport with an agreement that they can hold a pancake breakfast in the
building each year. The City should continue to work with them and their needs. Fred will look
into it.
NEW BUSINESS:
A. ECONOMIC DEVELOPMENT: Tom felt without a reasonable lease there will be no economic
development.
B. VOLUNTEER TIME: Fred reminded everyone to turn in their volunteer timesheets into Public
Works. Darrin and Finley have turned in their timesheets and Tim will email his.
A motion was made by Darrin to adjourn the meeting. It was seconded by Tim and passed unanimously.
The meeting was adjourned at 11:40 a.m.
