MOSES LAKE MUNICIPAL AIRPORT ADVISORY BOARD A regular meeting of the Moses Lake Airport Advisory Board was held by remote access only on Friday, noon, January 8, 2021. The meeting was called to order by Richard Pearce. P = Present E = Excused A = Absent C = Canceled Name Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec Tom Dent E Finley Grant P Darrin Jackson P Richard Pearce P Tim Prickett E BOARD MEMBERS PRESENT/ABSENT/EXCUSED: Present: Richard Pearce, Finley Grant, and Darrin Jackson. A motion was made by Mr. Darrin Jackson to excuse Tim Prickett and Tom Dent. The motion was seconded by Mr. Grant and was passed unanimously. OTHERS PRESENT: Allison Williams, Moses Lake City Manager; Deputy Mayor Daryl Jackson; Fred Snoderly, Municipal Services Director; Public Works Division Director, Mike Moro; Tracey Law, Public Works Technician; and Debbie Burke, Moses Lake City Clerk. MINUTES OF DECEMBER MEETING: A motion was made by Mr. Darrin Jackson to accept the December minutes as written. The motion was seconded by Mr. Grant and approved unanimously. AIRPORT INSPECTION FOR JANUARY: The January inspection was done by Mr. DarrinJackson. No problems were reported. Mr. Darrin Jackson did report an electrical problem in December that was fixed. FEBRUARY INSPECTION: The February inspection will be done by Mr. Darrin Jackson. OLD BUSINESS: A. LEASES: City Manager Allison Williams shared information on a comparison she had done on the current lease with leases from city owned airports in eastern Washington. A spreadsheet of her findings was emailed to the Airport Advisory board members to review. There was discussion of the portion regarding cessation of the airport. Deputy Mayor Daryl Jackson reminded the City Manager of the language he had proposed. Mrs. Williams said there was more work to be done on the language in the lease and she appreciated the board's patience. B. PURCHASE OF PROPERTY FOR FUEL: Mr. Snoderly reported the City Attorney is working on Mr. Dent's lease on Parcel 28 and it should be ready for the next council meeting. C. PROGRESS FOR NEW HANGARS: Mr. Snoderly reported that the proposed hangars were not built due to timing, costs, and the length of the runway. D. COURTESY CAR: There was discussion on where to obtain a car and insuring a courtesy car. The City Clerk shared that the City's insurance companies are not interested in insuring courtesy cars. After talking to other airports and due to the difficulty in the City obtaining insurance for a courtesy car, the City Manager recommended having a contractor or a business at the airport provide the service. Mr. Pearce would still like to pursue getting a courtesy car for the airport. E. FUEL SYSTEM: Mr. Snoderly has checked into purchasing a used fuel system and a new fuel system. He believes the City can purchase a new system for the same price as a used one with some additional costs for delivery and set up. Mr. Darrin Jackson and Mr. Snoderly will follow up on this. NEW BUSINESS: A. ELECTION OF OFFICERS: Mr. Darrin Jackson made a motion to elect Mr. Grant as Chairman. Mr. Pearce seconded the motion. Mr. Grant declined the nomination. Asecond motion was made by Mr. Darrin Jackson to elect Mr. Prickett as Chairman. The motion was seconded by Mr. Pearce and passed unanimously. A motion was made by Mr. Darrin Jackson to elect Mr. Grant as Vice-Chairman. It was seconded by Mr. Pearce and pass unanimously. B. SURVEY TEAM ON AIRPORT: Mr. Pearce reported an engineer contacted him regarding a building that is to be built at the south end of the runway. Mr. Pearce will work with them. C. VOLUNTEER TIME: Turn volunteer sheets in at Jackson Flight Center. D. OTHER: Mr. Snoderly will have the crack sealing on the airport runway addressed with the City's crack seal project for 2021. The meeting was adjourned by Mr. Pearce at 12:44 p.m.
