Motion seconded by Ms. Nixon-Garcia. Motion unanimously approved and passed. Correspondence/Communication/Committee Reports 1. Creative District – Ms. Boyd recently attended an online conference, where several Eastern Washington districts were looking to set up their own creative districts. She explained that several still in early planning stages and active planning is currently in the works for Yakima, Walla Walla, and Newport. Ms. Boyd went onto to explain that the committee continues to work with the graphic designer on the final version of the Creative District's logo. 2. Arts Committee – Ms. Boyd discussed a donated art piece that will be presented at the land acknowledgement ceremony next week. She brought up the idea of putting the art piece in Sinkiuse Square. Ms. Boyd also presented a third applicant for the Arts Committee, Robert Heale for review by the Board, and asked for a recommendation to appoint him to this committee. Board briefly discussed the applicant, and Allison Palumbo moved to appoint Robert Heale to the Arts Committee. Motion seconded by Ms. Nixon-Garcia. Motion unanimously approved and passed. 3. Tree Ordinance – Mr. Aukett advised that he is still developing the ordinance and should have more to share at the next board meeting. Mr. Aukett shared the continued importance of trees in our community, and it is a high priority. He also explained that a full inventory of the city's trees will be developed as well as a plan to maintain them long-term. Museum Update Ms. Boyd discussed the upcoming Members' Exhibition opening on Friday, December 2, 2022. She also advised that the Museum of Flight was given a museum tour, and they are currently looking to do some 1 PARKS, RECREATION & CULTURAL SERVICES November 9, 2022 ADVISORY BOARD MEETING MINUTES outreach programs. Ms. Boyd discussed a possible new lighting system for the museum. She shared museum visit numbers from January to the end of October were 8,894. Recreation Update Ms. Hoiness shared the upcoming ice rink opening and the 10 new seasonal staff for the facility have been training at the Larson Recreation Center (LRC). Ms. Hoiness also shared that group exercise instructors are also being hired for upcoming recreation programming at the LRC. She shared that Special Olympics flag football team and members of the bowling league are heading to State in Tri-Cities, November 18th - 20th. Parks Update Mr. Aukett provided an update on Neppel Park/Alder Fill maintenance; he advised that maintenance crews have been working on cleaning up the noxious weeds in this area, however, there are portions of the shoreline that are not city-owned, which prevents his staff from spraying/cleaning up the shoreline in those areas. Mr. Aukett advised that water park being closed for the season has his maintenance crews busy, which includes some water park seasonal staff assistance. Mr. Aukett also shared that Larson Playfield, Cascade Campground, and shelter seasons are ending, so maintenance will be blowing out irrigation lines, making necessary repairs, closing restrooms, etc. in preparation for winter. He also mentioned that some seasonal staff employment will end soon. Mr. Aukett advised that he is proud of what the maintenance crews have been able to accomplish this year, both permanent and seasonal staff. Director’s Report 1. Larson Recreation Center Update – Ms. Hoiness explained verbal temporary occupancy was granted, however, written policy is needed in order for staff to occupy the building. She went onto explain that permanent occupancy is pending due to the H-VAC system, where the contractors have discovered programming and communication issues for the system. Ms. Hoiness remains hopeful for full occupancy by the month and that November 28, 2022, is the expected opening date. Ms. Hoiness further explained that the ice rink's skate shack within the LRC building was granted full occupancy and it is still scheduled to open November 18, 2022. Commission Questions/Comments Mr. Perry brought up a previous program, Concerts in the Park, and whether this will come back in the future. Ms. Boyd advised that she also would like to see this program come back as it is an invaluable piece of "small town" feel for the community. She mentioned that there are some barriers to overcome, one major one being budget limitations. Ms. Boyd advised this program is something that came up loud and clear in the community survey to rejuvenate, and will be reviewed as part of the Parks Comprehensive Plan. Adjournment Ms. Palumbo moved to adjourn, seconded by Mr. Perry.
