Motion seconded by Ms. Nixon-Garcia. Motion unanimously approved and passed. Correspondence/Communication/Committee Reports 1. Creative District – Ms. Boyd shared the final logo design for the Creative District and she will share the logo digitally via email with the board. Ms. Boyd went onto share that a sign will be placed on I- 90 and promotional materials will be developed to share out in the community. Ms. Boyd also shared that she was invited to speak at organizational meeting in Soap Lake in January, where they are working on their application to become a Creative District. 2. Arts Committee – Ms. Boyd shared she is coordinating with committee members to determine first meeting date, hopefully by January 20. She also shared that a student committee member would be great to have and that the projected budget has been identified. 3. Tree Ordinance – Mr. Aukett shared there are some challenges getting the ordinance in place and he plans to reach out to the Planning Department to help prioritize its development. Museum Update Ms. Boyd shared that more than 110 visitors attended the most recent art show at the museum and 10 of the pieces that were for sale were sold. Ms. Boyd also shared there are strong sales in the museum’s store and holiday items are still available should anyone need last-minute holiday gifts. She also shared that museum spring programs are being planned and submitted for publication in the Spring Brochure. Ms. Boyd shared there are upcoming water conservation efforts. She advised that the museum will be involved in the City’s efforts around this topic. 1 PARKS, RECREATION & CULTURAL SERVICES December 14, 2022 ADVISORY BOARD MEETING MINUTES Ms. Boyd shared there are increased homeless population at city hall complex and there are efforts being updated to protect staff and facilities, including policy implementation, police surveying of the building, etc. She went onto share the proximity of our main complex to the library, which is a warming center for the homeless, may be a contributing factor to the increased traffic in city hall building. Ms. Boyd shared that visitation numbers at the museum are up and projected annual visitation will be met and likely exceeded. She shared that preschool and family programs are both very popular. Recreation Update Ms. Hoiness advised ice rink is open and staff are seeing high attendance so far. She shared that the Larson Recreation Center (LRC) build and new leadership with the hockey association may very well be contributing factors. Ms. Hoiness also shared that slickness surrounding the LRC building continues to be a concern, as ice melt cannot be used to prevent it from being tracked onto the ice. Ms. Hoiness also shared that the delayed occupancy of the LRC has caused some programs to be cancelled and delayed. She went on to share that staff are hopeful an occupancy date will be soon. Some board discussion about the LRC build, which Ms. Hoiness continued to reiterate that we are still waiting. Ms. Boyd spoke to Board concern about the potential increased cost of the project with the delays, and she confirmed that the project is still within its contingency plan. Parks Update Mr. Aukett shared that Parks Maintenance crews were able to get ice rink up and running and the weather accommodated the target opening date. He also shared that snow removal has been a priority recently to keep parks and city properties safe and usable. Mr. Aukett shared that there are some security measures needed on the Alder Street Fill to keep power to Christmas lights ongoing through the season. He also shared that Ms. Boyd recently assisted with completion of a grant that would fund industrial grade concrete and interactive games in Carl T. Ahlers Park, most likely in the summer months. Mr. Aukett also touched on water conservation ideas and possible efforts to see how parks can be updated with non-grass options. He mentioned that Engineering and Planning Departments have challenged Parks Department to consider water sources and what they can do to update in park facilities, so this is a high priority moving forward. Director’s Report 1. Larson Recreation Center Update – Ms. Boyd reiterated the hope that the certificate of occupancy will be in-hand tomorrow, December 15, 2022. She shared that this occupancy would allow us to pursue our soft opening plan to target opening date of December 22, 2022. Ms. Boyd shared that staff have been directed to give themselves the time to open the LRC the right way, and not rush. Ms. Hoiness also shared some vintage Surf ‘n Slide (SNS) ornaments that were approved to be used to give away to the first 100 families/individuals that visit the LRC when it opens. 2 PARKS, RECREATION & CULTURAL SERVICES December 14, 2022 ADVISORY BOARD MEETING MINUTES Commission Questions/Comments Ms. Rios asked about whether Trails Planning Team (TPT) should be a regular report at this Board. There was brief board discussion about potential reasons why it is not a regularly reported at this board, so the board decided that further direction from City of Moses Lake Administration was needed before we move forward with regular TPT reporting at this advisory board. Ms. Boyd advised this may be a task for the new Director to look into. Ms. Boyd shared that there were preliminary interviews of the Director candidates and that there are in- person interviews on January 9, 2023 with the final 2 applicant candidates. Ms. Rios shared she will be at the interviews and encouraged there is room for another board member to be involved should anyone want to be present. Mr. Perry advised he would be happy to be present at these interviews. Adjournment Mr. Perry moved to adjourn, seconded by Allison Palumbo.
