Motion seconded by Ms. Umana. Motion unanimously approved and passed. Correspondence/Communication/Committee Reports 1. Creative District – Ms. Boyd shared that capital grant for signage from Arts WA was received, Summer Concerts Series is underway, and the art appraisal fair was successful and had about 500 people in attendance. 2. Arts Committee – Ms. Boyd shared that the next meeting is scheduled for March 25, 2024, to set the budget and work plan for 2024. 3. Code Development & Design Standards Committee – Mr. Coutts shared a brief update that the draft code is currently going through the design review process. Museum Update Ms. Boyd shared that the first museum show of the year wrapped up and the first art show of the year opens Friday, March 15, 2024. She went on to share that visitor numbers to the museum are strong for the year, which is nice to see as this is generally a slower time of year. Ms. Boyd shared that an NEA grant was submitted, which if awarded this will pay for design fees for updating Civic Center Park to give it an identity. She shared that staff are preparing for Spring and Summer activities and programs and that staff for Visitor Information Center will be hired for this season to help with Civic Center wayfinding for visitors. Ms. Boyd shared a presentation outlining the museum pod redesign, which will be unveiled later this year when the pods are complete. 1 PARKS, RECREATION & CULTURAL SERVICES March 12, 2024 ADVISORY BOARD MEETING MINUTES Recreation Update Ms. Hoiness shared that hiring is underway for the Surf ‘n Slide (SNS) Water Park, Mobile Rec, and Explorer’s Day Camp. She shared that there are a lot of programs coming up, so staff are busy preparing for these programs. Ms. Hoiness shared that we are no longer pursuing an agreement with ActiveFit and SilverFit and are now looking to partner with Silver Sneakers instead. Ms. Hoiness shared a brief update on programs happening at the Larson Recreation Center (LRC), summer brochure prep, and opening the roller rink in the Spring. She shared that two recreation staff have put in their notice, including a Building Attendant and Recreation Supervisor for the LRC, which Ms. Hoiness will be working on hiring replacements for. Mr. Los shared a recap of the ice rink this past season compared to the previous 2 seasons and that although the rink was shut down for one week due to chiller issues, the attendance was still very close to the previous year for both public skate and hockey. Maintenance Report Mr. Chavez shared a brief update including forklift and weed spray licenses for some of the crew members. He shared that staff are working on prepping the Japanese Gardens to open, opening up restrooms, and working through some updates for the Surf ‘n Slide Water Park in correlation with the maintenance grant. Mr. Chavez shared that WiFi is being hooked up at McCosh Park, annual dock repairs are happening, and irrigation is being worked on, particularly at ballfields as those complexes begin to get used this Spring. Director’s Report 1. ARPA Funds Application – Arena Chiller Retrofit – Mr. Coutts shared that a proposal of $135,000 will provide permanent solution for ice rink in the future versus the temporary rental that helped it function this past season. He advised that $38,000 is available from insurance for the control malfunction and ARPA funds have been requested from Grant County to help pay for the fix. Mr. Coutts shared that Pamp Maiers has offered donation of 2 compressors to the City of Moses Lake, which may provide additional help in getting the ice rink fixed long-term. 2. COAF Grant Application – Larson Playfields Renovation – Mr. Coutts shared that the COAF grant application has been submitted for improvements to Larson Playfields Complex. He provided an overview of the improvements as submitted in the grant application and advised that there are quite a few applications submitted. 3. Trails Planning Team – Kiosk Design Recommendation – Mr. Coutts shared a kiosk design submitted by the Trails Planning Team (TPT) for review, which is for the native plants info sign at Blue Heron Park to draw attention to it. He went on to say that students from Vanguard Academy will be building the structure with materials provided by Parks Maintenance. Mr. Coutts advised that the PR&CS Advisory Board should approve this design before we move forward with build and installation. Mr. Perry moved to approve the kiosk design as presented. Motion seconded by Ms. Umana. Motion unanimously approved and passed. 4. SNS Petty Cash Increase – Mr. Coutts provided update that City Council has approved $1,000 increase to SNS Petty Cash, which will help with cash flow efficiency onsite. He advised that there are controls in place to safeguard the cash and tracking measures. 5. PR&CS Advisory Board Time Change – idea presented to the Board to see if changing the time and/or day of this monthly meeting to during the day. Mr. Coutts advised that he will confirm with City of Moses Lake Administration whether the meeting day and/or time can be changed, and if so, he will send a survey out to Board members requesting which day and time would work best to identify possible option(s). Reminder that communications on this and all other communications moving forward will be sent to Board members’ City of Moses Lake email addresses. Adjournment Mr. Harshman moved to adjourn the meeting. Motion seconded by Ms. Umana. Motion unanimously approved.
