Motion seconded by Ms. Rios. Motion unanimously approved and passed. Correspondence/Communication/Committee Reports 1. Creative District – Ms. Boyd advised that at the last meeting the committee agreed to send over the budget for the 2024 Summer Concert Series for review and approval. She also advised there are plans to meet with the MLK Junior Day Committee on Saturday, April 20, 2024, to discuss next year’s celebration, as well as plans for the upcoming Juneteenth. Ms. Boyd also met with the Washington State Department of Transportation to discuss their highway signage, which will be added to the current I-90 sign that promotes the off-road vehicle park, heading both eastbound and westbound. Ms. Boyd advised that grant funding will be utilized, and it will account for 75% of the cost. Furthermore, the project will take several months to create and be installed once the budget is approved. Ms. Boyd asked the Board to review the Summer Concert Series budget and make a recommendation to take it to City Council. Umana made a motion to recommend, and the motion was seconded by Mr. Valdez. Motion unanimously approved and passed. 2. Arts Committee – Ms. Boyd shared the 1% Committee reviewed revenue from 2023 and approved using a portion to fund the Summer Concert Series. She also advised that the remaining funds will be used for the rehoming and restoration of downtown sculptures, with cost estimates given by Mr. Aukett. With meetings now held quarterly, the committee will discuss a budget and timeline on June 17th, for that to begin in the fall. 3. Code Development & Design Standards Committee – Mr. Coutts explained current “status quo” exists, as they are still going through code review with Community Development. Museum Update Ms. Boyd shared that the next show at the museum will open April 17, 2024, and Free Family Saturday on April 6, 2024, had 130 visitors. Because it was Mammoth Day, she shared that the Wenas Creek Big Site brought activities related to mammoths and mastodons, along with their mobile education unit and some presentations. Ms. Boyd shared that the summer brochure will feature some new classes including paper quilling, mosaic tiles, and a 3-day art camp. Ms. Boyd shared a few more happenings at the museum including the Spring Speaker Series and museum outreach for Moses Lake High School this fall. Recreation Update Ms. Hoiness shared that new Building Attendants were hired for the Larson Recreation Center (LRC), and staff are in the final stages of selecting a new Recreation Supervisor. The annual Youth Day event will be held on Saturday, April 20, 2024, at 10 a.m. Ms. Hoiness shared that the LRC was busy over spring break but is slower now as the gym floor is being refinished. She shared that the Teen Flashlight Egg Hunt was a success, with over 500 students in attendance and an estimated $2,500 in prizes. Parks Update Mr. Aukett informed that maintenance crew is getting ready for spring by adding fertilizer to the fields, and maintenance at the pool to fulfill the awarded grant before Surf ‘n Slide opens this year. He advised that Wi-Fi will be installed in McCosh Park around amphitheater and various places near and around the Surf ‘n Slide water park. Mr. Aukett shared that maintenance crew have also been repairing docks in preparation of them going back in the lake the week of April 15, 2024. Director’s Report 1. Ice Arena Chiller Project – Mr. Coutts shared that the compressors that were offered for donation to the Ice Rink are air compressors rather than fluid compressors, therefore they were not useable for the rink. City Manager, Kevin Fuhr, has confirmed it will be in the best interest to continue the ice rink chiller repair, and Mr. Coutts and Mr. Aukett will be working on the logistics and planning ahead of the next rink season. 2. Board Meeting Scheduling – Mr. Coutts advised that a recent survey was emailed out to the board members, which resulted in a potential change to the Advisory Board meeting time of 5 p.m. This discussion was tabled until next month’s meeting to ensure all board members have a chance to weigh in on the change. 3. Longview/Sun Terrace Parks Plan Preferred Alternate Open House – Mr. Coutts shared that a community open house for Longview and Sun Terrace Parks will be held on Wednesday, April 24, 2024, at 6 p.m. in Civic Center City Council Chambers to review final draft plans. With grant applications due May 1, 2024, Mr. Coutts plans to start the application process soon to meet this deadline. Adjournment Ms. Umana moved to adjourn the meeting. Motion seconded by Mr. Perry.
