Motion seconded by Mr. Valdez. Motion unanimously approved and passed. Correspondence/Communication/Committee Reports 1. Creative District – Ms. Boyd shared that the committee is working on a partnership with the local library for a mariachi band to play, hopefully, targeting Sinkiuse Square. Ms. Boyd shared that planning is moving forward to secure six concerts for the Summer Concert Series. 2. Arts Committee – Ms. Boyd shared that a committee member has resigned, so the committee is looking to replace this position soon. 3. Code Development & Design Standards Committee – Mr. Coutts shared that the City’s Community Development Department is going through staffing changes, however, the code development process is still moving forward. Museum Update Ms. Boyd shared that the Rusty Mammoth sale is this coming Saturday, May 11, 2024. She went onto share that Mason’s will be open at the Civic Center during the sale. Ms. Boyd shared an update on other happenings at the museum including the next show opening, Friday, May 17, 2024, a program with the Down Syndrome society, lots of field trips booked, and visitor numbers to the museum remain steady. Ms. Boyd also shared that the museum is hiring for Instructors, which she is hoping to fill soon after the posting closes this month. Recreation Update Ms. Hoiness shared that summer programming is underway and seasonal hiring for the pool and day camp are in the works. She also shared that both the roller rink and the water park are scheduled to open this month. Ms. Hoiness shared a brief update on tournaments that have happened and that there are several tournaments scheduled. She shared a brief update on Trails Planning Team and that the summer recreation brochure will be online the end of this week. Mr. Perry asked if there was truth to community feedback about vandalism as the Larson Recreation Center. Mr. Coutts advised that there is none to speak of, and the question might be better posed to the Moses Lake Police Department. Parks Update Mr. Aukett shared that maintenance crews just completed the Brush Chipper Program, which showed fewer stops than past years, although we did publicize the program more this year than past years. He went onto mention that crews are busy with opening and preparing to open facilities including, Cascade Campground, Farmer’s Market at McCosh Park, and Surf ‘n Slide Water Park. Mr. Aukett mentioned that Wi-Fi has been installed at McCosh Park, which is initially meant to assist with electronic transactions for Farmer’s Market vendors and should help with camera installation in the future. He advised that the pool should be full within the week and the crews will be able to add chemicals beginning next week. Mr. Aukett mentioned that work on the flight pump replacement for the Flow Rider has hit a small snag, but it likely will not be complete when the water park opens Memorial Day Weekend. Mr. Aukett shared a few volunteer happenings, including Rotary Club’s installation of ladder ball to Carl T. Ahlers Park, Big Bend Men’s Basketball community clean-up project, and CB Tech Fire Science water training activity to clean up Blue Heron Park. Mr. Perry asked for an update on the shelter going in at Lower Peninsula Park. Mr. Aukett shared there is some re-engineering of the shade structure’s footings and some shoreline permitting to do, but it is on the radar. Mr. Harshman asked if there are water conservation plans for street medians and side patches, to which Mr. Aukett shared that this project is budget-allowing but is on the docket to update as we move forward, and focus will be on those areas identified as poor water usage. Director’s Report 1. Ice Arena Chiller Plant Bid – Mr. Coutts shared that the bid is out and that there is still no word on the ARPA funds from the County as of yet. Mr. Coutts shared that bids are due by May 17, 2024. 2. Longview/Sun Terrace Parks Grant Application – Mr. Coutts shared the final overall park designs for both Sun Terrace and Longview Parks and those applications have been submitted. Due to the high cost of the overall plan, there have been phases developed for these parks which have to result in a usable park. 3. Power Pointe Park Shelter – Mr. Coutts shared that the developer around Power Pointe Park will be building a dry pavilion (no power or water). Mr. Coutts and Mr. Aukett will be meeting with the developer to determine the exact location of the dry pavilion. 4. Spring Fest Update – Mr. Coutts shared that City staff and SpringFest folks have met recently to discuss final preparations for SpringFest. Adjournment Mr. Harshman moved to adjourn the meeting. Motion seconded by Mr. Valdez. Motion unanimously approved.
