ADVISORY BOARD MEETING MINUTES

Call to Order
The regular meeting was called to order by Ms. Rios at 6:14 p.m.
Approval of Minutes
Ms. McCarthy moved to approve the minutes dated September 11, 2024. Motion seconded by Mr.
Harshman. Motion unanimously approved and passed.
Correspondence/Communication/Committee Reports
1. Creative District – Ms. Boyd shared that LTAC applications were submitted for events in 2025 and
have been recommended for review/approval by City Council. She shared that coordination ideas are
being considered for the concert series to effectively utilize resources.
2. Arts Committee – Ms. Boyd shared that sculpture project is underway on the work plan and will be
executed by Parks Maintenance as outlined this fall/winter.
3. Code Development & Design Standards Committee – Mr. Coutts shared that the new code has been
reviewed and approved by City Council. He further clarified that design standards will be reviewed
as new projects come in according to the newly adopted code. Mr. Coutts fielded board questions
and provided clarification pertaining to the new code.
Museum Update
Ms. Boyd shared a few updates at the museum, including the most recent gallery show and details about
the final show of 2024, which is scheduled to open November 15, 2024. She also shared a summary on
upcoming seasonal programming at the museum and opening the holiday shopping early at the museum
store. Ms. Boyd advised that museum is applying for Federal Grant to fund better collection storage
housing.
Recreation Update
Ms. Hoiness shared a video compilation showcasing summer recreation programs and flyer for trails,

which she encouraged the Board to review and email her with any suggestions, corrections, etc. She also
provided a brief update on this season’s programs, which are showcased in the new recreation guide.
Parks Update
Mr. Coutts shared brief update on maintenance items including xeriscaping along Valley Road. He advised
that crews will begin winterizing facilities, pulling docks from lake, and irrigation updates at Japanese
Gardens, Neppel Park, and Marina Park.
Director’s Report
1. Dano Park Futsal Courts Project – Mr. Coutts shared that the asphalt pour is complete and the ready
for final futsal court installation in the Spring.
2. Ice Arena Chiller Project – Mr. Coutts advised that the ice rink chiller install will be done in the next
week or so.
3. Ice Arena Sound System Project – Mr. Coutts shared that staff are fielding quotes for installation of
wiring for the sound system.
4. Moses Lake Fountain Agreement – Mr. Coutts shared that City Council approved the agreement
with Moses Lake Irrigation District (MLIRD). City of Moses Lake will acquire ownership of the
fountain and work with MLIRD for power.
5. Moses Lake School District (MLSD) Joint Use Agreement Addendum – Mr. Coutts shared that the
school district will honor the interlocal agreement with some minor changes. He advised that the
next step is to follow-up with the MLSD Superintendent to finalize the agreement.

Mr. White moved to adjourn the meeting. Motion seconded by Ms. McCarthy. Motion unanimously
approved. The meeting was adjourned at 7 p.m.
