ADVISORY BOARD MEETING MINUTES

Call to Order
The regular meeting was called to order by Ms. Rios at 6 p.m.
Introduction of Guests/Visitors/Board Member
1. Jennifer McCarthy was introduced as the newest Parks, Recreation & Cultural Services Advisory
Board Member. She was appointed by City Council in August 2024.
2. Trails Master Plan – Brooklyn Holton, Consultant shared a presentation with the board, which
outlined updates to the 2005 Trails Master Plan. Questions and discussion points were fielded by
Ms. Holton and Levi Bisnett, City Engineer.
Approval of Minutes
Mr. Harshman moved to approve the minutes dated August 14, 2024. Motion seconded by Mr. Perry.
Motion unanimously approved and passed.
Correspondence/Communication/Committee Reports
1. Creative District – Ms. Boyd shared a brief update that applications are being submitted to the
LTAC Committee for review for 2025 events. She also shared a few upcoming events taking place
this month.
2. Arts Committee – Ms. Boyd shared that the downtown sculptures are on deck for some maintenance
and then replaced around town. She also shared that the committee is still searching for a
replacement committee member.
3. Code Development & Design Standards Committee – Mr. Coutts advised there are no recent updates
to share.
Museum Update
Ms. Boyd shared there is a new main gallery show opening this Friday, September 13, 2024. She also
shared that the museum exhibits have returned and will be unveiled this month to City Council and public.

An invitation for the exhibit unveiling will be sent via email by Stefanie Dunn to all PR&CS Advisory
Board members. Ms. Boyd shared that fall and winter programs are being prepped by staff and as well as
promotion of fall events downtown. She also shared that staff continue to seek for new museum outreach
opportunities in the community.
Recreation Update
Ms. Hoiness shared that the new fall/winter recreation brochure should be available online this week and
staff continue to prep for the upcoming season’s recreation programs. She also shared that discussion with
the Moses Lake School District confirmed that the interlocal agreement with the City of Moses Lake will
be honored for this school year, which means that after school programs and access to school district
gymnasiums will continue. Ms. Hoiness shared a few special events coming up this fall, and that staff are
prepping to close seasonal summer facilities and gear up for ice rink season. She went on to advise that
there are some applications being submitted by the Moses Lake Hockey Association to the LTAC
Committee for funding bleachers and new scoreboard at the ice rink.
Parks Update
Mr. Coutts shared a brief update on maintenance, including closure of the Surf ‘n Slide water park and
making plans for winterizing park facilities and restrooms. He went on to advise that the Dano Park
asphalting for the futsal courts should be complete before winter, but that final installation will not be
done until Spring 2025. Mr. Coutts shared that buoys in public swim areas at parks will be done in October.
Mr. Coutts fielded questions about water conservation efforts at parks.
Director’s Report
1. Grant Applications – Mr. Coutts shared that the grant applications for both Sun Terrace Park and
Longview Park designs scored low on list and will likely not be funded. He further shared that
the next application cycle will be in 2 years.
2. Pickleball Court Proposal – Mr. Coutts shared quote details with the Board related to updating
McCosh Park tennis courts to pickleball courts. He advised that he still needs to confirm
prevailing wage is included in the cost. Mr. Coutts fielded some public questions and discussion
on next steps. Mr. Coutts explained that the biggest challenge is the funding as the City does not
have the funds or plans to update these courts in their master plan. He encouraged the pickleball
community to raise funds for this conversion and the Board expressed their support to the
pickleball community to raise funds to move this proposal/project forward. Mr. Coutts advised
the pickleball community to meet with him to dive into costs, details of project, etc. as they move
forward with fundraising efforts.
3. Ongoing Projects – Mr. Coutts shared a few updates about ongoing projects, including Dano
Park and partnership with Moses Lake Irrigation District (MLIRD) to repair and power the
fountain.

Mr. White moved to adjourn the meeting. Motion seconded by Mr. Harshman. Motion unanimously
approved. The meeting was adjourned at 7:45 p.m.
