The following were: Absent: Commissioner Eck, Davis and Avila. Action: Commissioner Hepburn moved to excuse Commissioners, Eck, Davis and Avila. Seconded by Commissioner Penhallurick, motion carried unanimously. Commissioner Penhallurick stated he was out of town during the October 24, 2019 meeting and unable to call. He requested his absence status be amended to be excused. Jason Avila left a message he would be absent on October 24, 2019 but the message did not get relayed to the Planning Commission. Consent Agenda: A. Minutes for October 24, 2019 Action: Commissioner Hepburn moved to approve the consent agenda with the amended provision of excusing Commissioners Avila and Penhallurick on October 24, 2019. Seconded by Commissioner Schmig, motion carried unanimously. Planning Commission Minutes November 7, 2019 Page 1 Beautiful Minds Academy – Conditional Use Permit – Public Hearing Associate Planner, Lori Witters presented the staff report. Mireya Ceja has leased to occupy an existing 1680 square foot building to be used as a private pre-school. City Code allows for schools in a C-2 general commercial zone with a conditional use permit. The property is located at 819 E. Penn Street. Given the research and findings, Staff recommended approval of the conditional use permit with conditions provided in the staff report. Presentation by Proponent: Ms. Ceja addressed the Planning Commission regarding her request for the conditional use permit. Chair Nofiziger opened the public hearing. There being no public input, the public hearing was closed. Action: Commissioner Hepburn moved to approve the Beautiful Minds Academy conditional use permit with staff recommendations and findings of fact as presented. Seconded by Commissioner Mann, motion carried unanimously. . Administrative Report: Community Development Director, Kris Robbins talked about parks and park fees and the continuing discussion on revising title 17. Planning Commission Questions and Comment Chair Nofziger addressed the proposal by City Council to reduce the Planning Commission from nine members to five.
