CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES
OF JUNE 16, 2022
Commissioners Present: Nathan Nofziger (Chair), Charles Hepburn (Vice Chair), Eric
Skaug
Commissioners Absent: Susan Tao, Gary Mann
Staff Present: Community Development Director Kirsten Sackett, Planning Manager
Vivian Ramsey, Senior Planner Nathan Pate, Housing and Grants Coordinator Cari
Cortez, and Planning Technician Michelene Torrey
The meeting was called to order at 6:00 p.m. Attendance was called by Secretary
Michelene Torrey. Commissioner Tao and Commissioner Mann were absent. Vice Chair
Hepburn moved to excuse the commissioner’s absence; the motion was seconded by
Commissioner Skaug. Passed unanimously.
Item # 1- Approval of Minutes from May 12, 2022 Meeting
Vice Chair Hepburn moved to approve the minutes; this motion was seconded by
Commissioner Skaug. Passed Unanimously.
Item #2- Municipal Code Update
The commission reviewed the code updates presented by Planning Manager Ramsey,
the commission made comments on the SEPA guidelines and the requirements for
amending SEPA. Commissioners questioned the timeline process for BSP’s and the
availability of extensions. Senior Planner Pate presented the public notice requirements
and the timelines and the need for notice of application earlier than the public hearing.
Removal of neighborhood meetings requirement was favorable within the commission
Vice Chair Hepburn moved to recommend approval of the code updates with the
exception of 17.18.070 which was requested to modify to include an extension
clause.
Seconded by Eric Skaug, motion passed unanimously.

Item #3: Bi-Monthly Advisory Council on Housing Report
Cari Cortez presented the Advisory Council on Housing Bi-Monthly Report which included
the deliverables of Mixed Use and Incentivizing Density.
Commissioner Skaug commented that he would like to see design standards in the
downtown/commercial area. He stated that there should not be a height restriction on the
downtown area. Vice Chair Hepburn commented that the price of homes and rentals in
the area is skyrocketing, and we need to be more open to different designs and smaller
lots. Chair Nofziger made mention of the workforce housing project that was considered
temporary housing for specialists within a certain company.
Staff and Commission Questions and Comments:
CDD Sackett informed the commission of the comprehensive plan being repealed from
the county after council’s action.
Meeting adjourned at 7:12pm by Chair Nofziger.
